Transport Community

Transport Community Working to enhance connectivity and mobility between the Western Balkans, observers and the EU.

The Transport Community is an international organisation in the field of mobility and transport. It has 36 participants – the European Union member states represented by the European Commission, the six South East European Parties (the Republic of Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, the Republic of North Macedonia, and the Republic of Serbia) and the three observing participants

(Georgia, Republic of Moldova and Ukraine). We are working on integrating Western Balkans’ transport markets into the EU by assisting the six Western Balkans partners in adopting and implementing the EU legislation in the transport field and supporting projects connecting Western Balkans regional partners among themselves and with the EU.

In Chișinău, we worked with 's institutions on Regulatory Impact Assessment as a practical tool to support EU-aligned transport reforms.

For reforms to work, we need to make sure that:
🚚 future transport rules can be better assessed
🏛️ institutions can prepare earlier for implementation
💼 businesses can better understand compliance needs
👥 citizens can benefit from reforms that are realistic and effective

Through group work on road transport and customs control, participants applied Regulatory Impact Assessment methods to concrete cases linked to Moldova's EU accession process.

This is how alignment becomes implementation. And this is how reforms move from paper to practice.

From emergency solution to permanent cooperation model. That is the story of 🟢

What started during COVID to keep goods moving has grown into one of the most concrete examples of practical regional cooperation in South East Europe 🙌

At today's High-Level Conference in Athens, customs administrations, EU Member States, CEFTA, the European Commission and the Transport Community confirmed the next step: making Green and Blue Lanes an operational pillar of closer integration with the EU Single Market.

This means:
🚚 smoother trade
⏱️ fewer delays
🔐 stronger risk management
📲 better data exchange
🤝 more trust between administrations
🇪🇺 stronger alignment with EU standards

We usually talk about connectivity as infrastructure. But it is also about procedures, systems and people working together.

From better traffic information to safer roads and more efficient railways, digital solutions can make a real difference for citizens, businesses and transport operators 🛜✅

In Helsinki, road and rail infrastructure managers from the explored 's digital transport model during a joint meeting and study visit hosted by Fintraffic.

🎯 The visit focused on how data is collected and shared, how traffic is managed in difficult conditions, how incidents are handled, and how different modes of transport can cooperate through one coordinated system.

The discussions also looked at the future setting up of National Access Points and National Bodies, the Growth Plan Agenda, Road Action Plan obligations and progress towards the Rail Centre of Excellence.

is taking another step towards safer and more EU-aligned railways 👏

In Chișinău, together with the Railway Agency of the Republic of Moldova, we held a workshop to present a new methodology that will support the Agency in applying risk assessment procedures in line with Moldova's and EU requirements 🚆

Risk assessment is essential for railway safety. It helps institutions and operators understand possible risks and take action before they lead to accidents or disruptions.

The workshop combined technical guidance with practical experience from Serbia, other Western Balkans partners and EU Member States, supporting Moldova in strengthening its institutional capacity in the railway sector.

This activity is part of EU-funded technical assistance implemented by the Transport Community to support the progressive integration of Moldova and Ukraine into Transport Community activities.

🌧️ When climate risks do not stop at borders, cooperation cannot stop at borders either.

In Helsinki, road authorities and railway infrastructure managers from across the signed two Annexes to their existing cooperation frameworks.

The Annexes turn commitment into cooperation: real-time information sharing, mutual assistance, joint capacity building and coordinated recovery when floods, landslides, extreme temperatures or other weather-related events affect critical transport links.

Through the Road Executives Network and the Railway Infrastructure Managers Network, the region is moving from reacting to disruptions towards preparing together, responding faster and recovering stronger.

We will continue supporting this cooperation so that roads and railways across the region remain safer, more reliable and better prepared for the future.

👏 🛣️ is moving closer to EU road transport standards.

With EU support and technical assistance from the Transport Community, a new legislative package has been prepared to help Moldova align its road operation sector with EU rules.

The package includes:
🚚 13 EU rules to be introduced into national legislation
📄 More than 30 draft documents
🧭 A roadmap for implementation
🤝 Consultations with key national stakeholders

This work gives Moldova a practical basis for the next phase of reform: adoption, implementation and stronger institutional capacity.

Closer alignment with EU standards means more predictable transport rules, better services for businesses and safer mobility for citizens.

We continue supporting Moldova on its path towards a more modern, reliable and EU-aligned transport system.

Through the Declaration for of South East European Parties and Observing Participants, ministers and mayors committed to promoting cycling through national policies, better infrastructure, improved safety and stronger integration into urban planning.

More bicycles mean healthier cities, cleaner air, safer streets and better connections for everyone.

On World Bicycle Day, we continue to support our regional partners and observing participants in making cycling a real part of everyday mobility.

👏🚢 Congratulations, ! Your inland navigation crew certificates are now recognised by the European Union!

This means that certificates of qualification, service record books and logbooks issued by Serbia will be recognised on EU inland waterways, making it easier for qualified professionals to work, move and operate across Europe's inland waterways transport network.

This is the result of four years of intensive work by Serbia's institutions to align with EU requirements.

The Permanent Secretariat of the Transport Community has supported Serbia throughout this process by providing technical assistance, guidance and coordination, while also helping maintain close communication with the European Commission.

This achievement removes an important administrative barrier and opens new opportunities for mobility, employment and business cooperation.

Reforms deliver results.
