Transport Community

Transport Community Working to enhance connectivity and mobility between the Western Balkans, observers and the EU.

The Transport Community is an international organisation in the field of mobility and transport. It has 36 participants – the European Union member states represented by the European Commission, the six South East European Parties (the Republic of Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, the Republic of North Macedonia, and the Republic of Serbia) and the three observing participants (Georgia, Republic of Moldova and Ukraine). We are working on integrating Western Balkans’ transport markets into the EU by assisting the six Western Balkans partners in adopting and implementing the EU legislation in the transport field and supporting projects connecting Western Balkans regional partners among themselves and with the EU.

Greener transport needs investment, expertise and coordinated action 🌱🚆

We joined the Third Annual Ministerial Meeting on the for the in Žabljak, Montenegro, calling for transport commitments to translate into improvements on the ground across the region.

Speaking at the Strategic Partners’ Roundtable, our Director Tālis Linkaits highlighted three priorities:
🔹 more competitive railways and connected charging and refuelling infrastructure
🔹 cleaner public transport and integrated urban mobility
🔹 road and rail networks that can withstand a changing climate

🗣️ “We have strategies, action plans and political commitments. What we now need is to translate them into mature projects, investment pipelines, stronger institutions and visible changes on the ground,” Director Linkaits underlined.

Delivering these priorities requires financing and skilled people to prepare projects, manage investments and monitor results. Together with our regional partners, we are working to connect transport policy with implementation.

European Mobility Week begins! 🚲🇪🇺

Today, we joined EU representatives, partners, cyclists and pupils in Belgrade to mark the opening of European in 🤝

🚴 A shared bicycle ride from Europe House to Drinka Pavlović Primary School brought this year’s theme, “ ”, onto the city’s streets. The ride was followed by activities helping pupils learn about safe cycling and accessible mobility.

🗣️ Our Director Tālis Linkaits underlined what this means in everyday life: “Cleaner buses, reliable and accessible public transport, safe cycling routes and better walking conditions mean cleaner air, safer streets and easier access to schools, jobs and services.”

🎯 Through our work with authorities across the , we support an integrated approach to urban mobility that puts people’s needs at the centre of transport planning.

We are looking for an experienced legal professional to join our Permanent Secretariat in Belgrade and support the integration of the into the transport market.

The successful candidate will contribute to:
🔹 advising regional partners on alignment with EU transport legislation
🔹 monitoring developments in the EU transport acquis and supporting its transposition
🔹 providing legal guidance on obligations under the Transport Community Treaty
🔹 advising on legal matters concerning the Secretariat’s operations

Candidates must hold a university degree in law and have at least seven years of postgraduate professional experience, including three years working with EU legislation. Excellent English and strong legal drafting and analytical skills are essential.

is advancing intelligent transport systems through stronger institutions and better data exchange 👏

We brought together representatives of relevant authorities in Skopje to support preparations for establishing a National Body and a National Access Point - two essential components for implementing the 's framework for intelligent transport systems.

During the workshop, participants assessed the North Macedonia's institutional, legal and technical readiness and identified next steps, including:
🔹 defining institutional roles and responsibilities
🔹 identifying organisational and technical gaps
🔹 mapping transport data sources and ownership
🔹 determining priority data categories and standards
🔹 considering possible hosting arrangements and implementation costs

The workshop builds on our study completed in December 2025 and supports the implementation of transport-related commitments under the .

From local expertise to regional solutions for more sustainable urban mobility 🤝🌱

We met with representatives of the Renewables and Environmental Regulatory Institute (RERI) for an exchange on urban mobility, regional cooperation and the contribution of civil society to better transport policies ✅

A central topic was the joint project implemented by RERI from and Eco-team from . By comparing the implementation of the Sustainable Urban Mobility Plans of Belgrade and Podgorica, the project demonstrated the value of cross-border cooperation and knowledge exchange among cities and civil society organisations.

Its findings show that sustainable urban mobility depends not only on the quality of plans but also on:
🔹 institutional continuity and coordination
🔹 clearly assigned responsibilities
🔹 links between mobility planning and investment
🔹 reliable financing and monitoring
🔹 meaningful citizen participation

These lessons are relevant well beyond the two cities and can support other cities across the in turning sustainable mobility commitments into tangible results.

🗣️ Our Director Tālis Linkaits underlined that the Transport Community remains committed to strengthening structured cooperation with civil society and creating more opportunities for independent expertise and community perspectives to contribute to transport reforms.

This regional engagement began as a pilot initiative of the Transport Community and the Open Society Foundations in Western Balkans in 2025 and has since developed into a broader platform for cooperation. Learn more about this initiative 👇

Continuous strong cooperation for better borders and smoother trade across the and with the 🤝

Our Director Tālis Linkaits met with Pranvera Kastrati, Director of CEFTA - Central European Free Trade Agreement Secretariat, to discuss progress under the initiative and priorities for the next phase of implementation.

Since 2020, close cooperation between the Transport Community and CEFTA Secretariats has helped turn Green Lanes from an emergency response into a long-term framework for:
🔹 improving intra-regional connectivity
🔹 extending Green Lanes towards neighbouring EU Member states
🔹 modernising priority border and common crossing points
🔹 advancing customs cooperation and electronic data exchange

The discussion also addressed preparations for the joint activities planned in 2027, including meetings of the Green Lanes Committee and a high-level conference bringing together Customs Directors-General from the Western Balkans and EU Member States.

Together, we continue working towards shorter waiting times, more predictable transport operations and better-connected regional and EU markets.

We are looking for an experienced professional to join our senior management team in Belgrade and contribute to the effective operation of an international organisation advancing the integration of the into the transport market.

Working closely with the Director, the Deputy Director will oversee key areas including:

🔹 human resources and internal administration

🔹 overall management of the Secretariat in the Director’s absence

Strengthening cooperation for better transport connections between , the region and the 🤝

During an introductory courtesy meeting, our Director Tālis Linkaits and Aleksandra Sofronijević, Minister of Construction, Transport and Infrastructure of Serbia, discussed the priorities shaping cooperation between Serbia and the Transport Community.

The discussion focused on:
🔹 Serbia's alignment with EU transport rules and standards
🔹 continued implementation of transport reforms
🔹 cross-border mobility and challenges affecting professional truck drivers
🔹 further cooperation within the framework of the Transport Community Treaty

Both sides underlined the excellent cooperation between Serbia and the Transport Community and confirmed their readiness to continue working together towards a safer, more efficient and better-connected transport system.
