As we mark International Youth Day this week, we’re reminded that meaningful youth participation goes far beyond a single day.

In Bosnia and Herzegovina, young people face low wages, insecure jobs, unaffordable housing and many choose to leave the country.

WFD initiated coalition between institutions, young people and civil society to bring issues that matter to young people onto the political agenda. Thematic sessions in the House of Representatives were held in 2022 and 2025, dedicated to the status, security and future of young people.

The session held in October 2025, resulted in 41 conclusions and measures for the Government of the Federation of BiH, and 22 recommendations for cantonal authorities. The Federation Transfer for Youth increased from BAM 600,000 to BAM 1 million in the 2026 budget.

Thematic youth sessions are now being held in cantons across the Federation, bringing young people’s priorities closer to where decisions are made.

Another important step towards strengthening parliamentary oversight was marked through the public consultation of the draft Post-Legislative Scrutiny (PLS) report on Law No. 10192, dated 03.12.2009, “On Preventing and Combating Organized Crime, Trafficking, Corruption and Other Crimes through Preventive Measures against Assets”, as amended.

Yesterday, under the leadership of the Chair of the Committee on Legal Issues and Public Administration, Mr. Ulsi Manja, and with the support of the Westminster Foundation for Democracy (WFD) in Albania, the consultation brought together Members of Parliament from across the political spectrum, as well as senior representatives from 17 state and justice institutions, including the Head of the Special Prosecution Office against Corruption and Organized Crime (SPAK), the High Judicial Council, the High Prosecutorial Council, the Ombudsman, the Agency for the Administration of Seized and Confiscated Assets, and the Ministries of Interior, Justice and Finance.

Known as the “Anti-Mafia Law”, and with 17 years of implementation since its adoption, the Post-Legislative Scrutiny process highlighted both its achievements and implementation challenges. Participants welcomed the findings and 24 recommendations aimed at improving the legal framework, strengthening inter-institutional cooperation, and introducing concrete measures to enhance the effectiveness of the law in combating organised crime, trafficking, and corruption.

Post-Legislative Scrutiny is an important mechanism for improving the quality of legislation, strengthening public institutions’ accountability, and enhancing the oversight role of Parliament.

Një tjetër hap i rëndësishëm në forcimin e mbikëqyrjes parlamentare është shënuar me konsultimin publik të raportit të Kontrollit Post-Legjislativ (PLS) për ligjin nr. 10192, datë 03.12.2009, “Për parandalimin dhe goditjen e krimit të organizuar, trafikimit, korrupsionit dhe krimeve të tjera nëpërmjet masave parandaluese kundër pasurisë”, i ndryshuar.

Dje, nën drejtimin e Kryetarit të Komisionit për Çështjet Ligjore dhe Administratën Publike Z. Ulsi Manja, dhe me mbështetjen e Fondacionit Westminster për Demokraci (WFD) në Shqipëri, tryeza bëri bashkë deputetë nga të gjitha forcat politike, drejtues të lartë të 17 insitucioneve shtetërore dhe të drejtësisë, si Kreu i SPAK, Këshilli i Lartë Gjyqësor, Këshilli i Lartë i Prokurorisë, Avokati i Popullit, Agjencia e Administrimit të Pasurive të Sekuestruara dhe të Konfiskuara, Minsitria e Brendshme, e Drejtësisë dhe e Financave.

I njohur si Ligji “Anti- Mafia”, me periudhë zbatimi prej tashmë 17 vitesh që nga miratimi i tij, shqyrtimi Post Legjislativ nxorri në pah arritjet dhe problematikat. Pjesëmarrësit vlerësuan gjetjet dhe 24 rekomandimet për përmirësimin e kuadrit ligjor, forcimin e bashkëpunimit ndër-institucional dhe masat konkrete për rritjen e efektivitetit të zbatimit të ligjit ndaj krimit të organizuar, trafikimit, dhe korrupsionit.

Kontrolli post-Legjislativ është një instrument i rëndësishëm në përmirësimin e cilësisë së legjislacionit, forcimin e llogaridhënies së institucioneve publike dhe rritjen e rolit mbikëqyrës të Kuvendit.

Strengthening parliamentary oversight through evidence-based lawmaking remains a key priority of Westminster Foundation for Democracy (WFD). Since introducing the Post-Legislative Scrutiny (PLS) methodology in the Albanian Parliament, WFD Albania has supported the review of four important laws through PLS processes.

Yesterday, the Committee on Legal Affairs and Public Administration, chaired by Mr. Ulsi Manja and with participation of MPs from both the majority and the opposition unanimously approved the Post-Legislative Scrutiny (PLS) Report for Law, "On Preventing and Combating Organized Crime, Trafficking, Corruption and Other Crimes through Preventive Measures against Property" (the Anti-Mafia Law), as amended.

In his remarks Mr. Manja expressed his appreciation for the successful introduction, institutionalization, and implementation of PLS in Albanian Parliament, recognizing the valuable support provided by FCDO, British Embassy Tirana and Westminster Foundation for Democracy.

Post-Legislative Scrutiny enables Parliaments to assess how effectively laws are implemented and whether they achieve their intended objectives and outcomes.

Forcimi i rolit mbikëqyrës të Kuvendit përmes shqyrtimit dhe zbatimit të legjislacionit mbetet një nga prioritetet kryesore të Fondacionit Westminster për Demokraci (WFD). Që prej prezantimit të metodologjisë së Shqyrtimit Post Legjislativ (PLS) në Kuvendi i Shqipërisë, WFD Shqipëri ka mbështetur shqyrtimin e katër ligjeve të rëndësishme përmes proceseve PLS.

Dje, Komisioni për Çështjet Ligjore dhe Administratën Publike, i drejtuar nga z. Ulsi Manja dhe me pjesmarrjen e deputetëve nga mazhoranca dhe opozita, miratoi Raportin e Kontrollit Post-Legjislativ për ligjin, “Për Parandalimin dhe Goditjen e Krimit të Organizuar, Trafikimit, Korrupsionit dhe Krimeve të tjera nëpërmjet Masave Parandaluese kundër Pasurisë” (Ligji Antimafia), i ndryshuar.

Në fjalën e tij, z. Manja vlerësoi prezantimin, institucionalizimin dhe zbatimin e suksesshëm të metodologjisë së PLS-it në Kuvendin e Shqipërisë, duke evidentuar mbështetjen e vazhdueshme dhe të rëndësishme të FCDO-së, Ambasadës Britanike dhe Fondacionit Westminster për Demokraci.

Shqyrtimi Post-Legjislativ u jep mundësi Parlamenteve të vlerësojnë se sa efektivisht zbatohen ligjet dhe nëse ato arrijnë objektivat dhe rezultatet e synuara.

Tracking and monitoring the implementation of legislation is crucial for strengthening Parliament’s oversight processes. A dedicated training was organized today with technical staff of the Parliament of Albania to present the “Legislation Tracker Platform” supported by WFD Albania. This platform is designed to track records on every law and secondary legislation in a timely and coherent way.

Mr. Genci Gjonçaj, General Secretary of Albanian Parliament highlighted the successful cooperation with WFD Albania as a strategic partner of Albanian Parliament, noting that the Legislation Tracker represents a step forward in modernizing parliamentary processes and aligning them with European standards. He reaffirmed Parliament’s commitment to ensuring the platform is actively used and embedded as a standard operational practice.

The WFD Albania Country Director emphasized that the platform would support Parliaments’ oversight activities, including Post-Legislative Scrutiny (PLS), by enabling systematic follow-up of legislation.

Through the Legislation Tracker, Parliament will be better positioned to enhance oversight, accountability, transparency, and effectiveness in the legislative process.

Monitorimi dhe ndjekja e zbatimit të legjislacionit janë thelbësore për forcimin e funksionit mbikëqyrës të Kuvendi i Shqipërisë. Në këtë kuadër, u zhvillua sot një trajnim me stafin teknik të Kuvendit për prezantimin e Platformës së Gjurmuesit Legjislativ, zhvilluar me mbështetjen e WFD Shqipëri. Platforma është projektuar për të mundësuar regjistrimin, ndjekjen dhe monitorimin në kohë reale dhe në mënyrë të strukturuar të ligjeve dhe akteve nënligjore të nxjerra në zbatim të tij.

Z. Genci Gjonçaj, Sekretari i Përgjithshëm i Kuvendit vlerësoi bashkëpunimin e suksesshëm me WFD si një partner strategjik i institucionit, duke theksuar se Platforma është një hap i rëndësishëm drejt modernizimit të proceseve parlamentare dhe përafrimit të tyre me standardet evropiane. Ai rikonfirmoi angazhimin e Kuvendit për të siguruar përdorimin aktiv të platformës si praktikë të punës institucionale.

Drejtoresha e WFD Shqipëri theksoi se Platforma do të mbështesë proceset mbikëqyrëse të Kuvendit, përfshirë Kontrollin Post-Legjislativ (PLS), duke mundësuar kështu ndjekjen sistematike të zbatimit të legjislacionit.

Përmes Gjurmuesit Legjislativ, Kuvendi do të forcojë kapacitetet e tij për ushtrimin e mbikëqyrjes më efektive, duke rritur llogaridhënien, transparencën dhe efektivitetin e procesit legjislativ.

Inclusive youth participation strengthens regional cooperation

At the RYCO Youth Forum in Budva, WFD's Ina Dzugumanova and Mina Medjedovic joined the Regional Youth Cooperation Office - RYCO team to co-design and moderate a World Café session on meaningful youth participation in decision-making.

Members of Parliament from across the region sat alongside young people and youth organisations, not on a panel, but in a rotating tables for open conversation.

The session focused on three things:

• How young people can play a greater role in in policy development and decision-making processes
• How to build trust between institutions and younger generations
• How countries across the Western Balkans can work together on issues that affect young people

By replacing formal presentations with direct dialogue, the session created space for honest exchange. Participants explored the barriers young people face, discussed new opportunities for engagement, and developed concrete recommendations to strengthen youth inclusion in democratic processes.

These recommendations emerged as key takeaways from the summit.

Fondacioni Westminster për Demokraci sëbashku me organizata partnere të shoqërisë civile kanë zhvilluar një takim me Kryetarin e Prezencës së OSBE-së, ambasadori Michel Tarran për të ndarë vëzhgimet e tyre lidhur me procesin e reformës zgjedhore. Në takim morën pjesë Komiteti Shqiptar i Helsinkit, BIRN Albania, Instituti i Studimeve Politike, Fondacioni Westminster për Demokraci, Qëndresa Qytetare dhe Rrjeti i Grave Barazi në Vendimarrje.

Ambasadori Tarran i falënderoi përfaqësuesit e shoqërisë civile për rolin aktiv në vëzhgimin e zgjedhjeve, si dhe për ekspertizën e tyre të vyer dhe kontributin e vazhdueshëm në përmirësimin e proceseve zgjedhore në Shqipëri. Ai dëgjoi me vëmendje çështjet dhe shqetësimet lidhur me ritmin e punës së Komisionit të Posaçëm për Reformën Zgjedhore, si edhe rëndësinë e garantimit të një procesi konsultimi efektiv dhe kuptimplotë me palët e interesuara, përfshirë organizatat e shoqërisë civile.

Ai theksoi se është e rëndësishme të sigurohet që pikëpamjet dhe kontributet e të gjitha palëve të interesuara të merren në konsideratë siç duhet dhe që procesi i reformës zgjedhore të zhvillohet në mënyrë transparente, përfshirëse dhe konsultuese.

Ambasadori Tarran ritheksoi se Prezenca e OSBE-së do të vijojë të inkurajojë Komisionin dhe përfaqësuesit politikë që ta përmbushin angazhimin e tyre për adresimin e rekomandimeve të OSBE/ODIHR-it në mënyrë të plotë dhe në kohën e duhur, në përputhje me afatet kohore të miratuara nga Komisioni dhe mjaftueshëm përpara zgjedhjeve vendore të vitit të ardhshëm.

Westminster Foundation for Democracy together with partner civil society organizations held a meeting with the Head of the OSCE Presence in Albania, Ambassador Michel Tarran, to share their observations regarding the electoral reform process. The Albanian Helsinki Committee, BIRN Albania, the Institute for Political Studies, Westminster Foundation for Democracy, Civic Resistance and the Women’s Network Equality in Decision-making participated in the meeting.

Ambassador Tarran thanked civil society representatives for their active role in election observation and for their valuable expertise and continued contributions to improving electoral processes in Albania. He took note of the issues and concerns raised regarding the pace of work of the parliamentary ad hoc Parliamentary Committee on Electoral Reform, as well as the importance of ensuring an effective and meaningful consultation process with relevant stakeholders, including civil society organizations.

He emphasized the importance of ensuring that the views and contributions of all stakeholders are duly considered and that the electoral reform process is conducted in a transparent, inclusive, and consultative manner.

Ambassador Tarran reiterated the OSCE Presence will continue to encourage the Committee and political representatives to uphold their commitment to addressing OSCE/ODIHR recommendations in a timely and comprehensive manner, in line with the Committee’s approved timeline and sufficiently ahead of next year’s local elections.
