The scenarios explained:
LIKE "Those Who Want More Do More": the EU27 proceeds as today but willing Member States could work closer together in specific areas
HEART "Doing Less More Efficiently": focus on delivering more and faster in selected policy areas, while doing less in others
HAHA: "Carrying On": the EU27 focuses delivering on its positive reform agenda
WOW: "Doing Much More Together": Member States decide to share more power, resources and decision-making across the board
SAD: "Nothing but the Single Market": the EU27 is gradually re-centred on the single market

The Commission offered in March these five scenarios for how the Union could evolve, depending on the choices Europeans will make. A broad debate has since been taking place, supported by political institutions and by civil society at large. To date, over 270,000 citizens have attended over 1,750 events organised or supported by the Commission with many more participating online. The death penalty was abolished in most of EU countries over 50 years ago, and its interdiction was enshrined in the EU's 2000 Charter of Fundamental Rights as an absolute ban on the death penalty in all circumstances, both in peace (penal law) and war time (martial law). The 2009 Lisbon treaty made those provisions legally binding, which is why several member states had to adapt their martial law. For potential new member states, the abolition of death penalty is therefore a non-negotiable criteria for accession to the European Union.

The Council of Europe's 1950 European Convention on Human Rights contains a provision for lawful killings, but those provisions were suspended in 1983 (penal law, protocol 6) and 2002 (martial law, protocol 13). Unlike in the European Union, compliance with those cannot be enforced as demonstrated by the cases of Belarus (death penalty still applied) and Turkey which currently considers a referendum on the reintroduction of the death penalty. Turkey would 'only' have to suspend protocols 6 & 13.

Die EU muss jetzt reformiert werden, fordert Guy Verhofstadt. Statt der EU-Kommission brauche es eine EU-Regierung, eine Vertragsänderung und mehr Mut zum Wandel.
