Since its beginnings in 2023, the Cultural Pearls initiative has built a transnational network across the Baltic Sea Region, fostering stronger and more resilient communities by harnessing the power of culture and creativity.

🏆 Annually, we welcome local authorities in the region to join a transformative journey and develop action plans for community engagement and culture-driven resilience. The BSR Cultural Pearls title is awarded to towns and cities with the most outstanding and impactful action plans.

💡 The call is a unique opportunity to strengthen your city or town through peer-learning, expert sessions and regional exchanges. As an applicant, you gain access to webinars, networking opportunities and useful tools to foster the development of resilience in your community.

The BSR Cultural Pearls initiative proudly announces the opening of applications for the 2027 Cultural Pearls Title!

The call is a unique opportunity to strengthen the resilience and community cohesion of your city or town through culture and creativity.

💡 Building upon the success of three years of Cultural Pearls, applicants gain access to peer-learning opportunities, expert sessions and a regional network, guiding them in the development of their own Culture and Resilience Action Plan (CuReAP).

🏆 The BSR Cultural Pearls Title, awarded to the most convincing and successful CuReAPs, is a sign of recognition for your city or town – giving you international visibility and accelerating your growth.

🌟 CULTIVATING RESILIENCE – CULTURAL PEARLS 2025: YEAR IN REVIEW

The 2025 Summary Report is here! 🎉 Dive into another prolific year of the Cultural Pearls initiative, with highlights from the journeys of the six 2025 titleholders: Smiltene 🇱🇻, Helsingborg 🇸🇪, Peipsiääre 🇪🇪, Płock 🇵🇱, Alytus District 🇱🇹, and Kaskinen – Kaskö 🇫🇮. Discover how their Culture and Resilience Action Plans (CuReAPs) transformed challenges facing their municipalities into opportunities, strengthening their communities through culture.

The report also recaps an enriching 2025 Network programme – featuring dozens of webinars, two Cultural Pearls Network Conferences, the Culture for Resilience Forum, RESCOM Learning Labs and more.

It finally offers a glimpse into the year ahead, as four new Cultural Pearls have joined the Network in 2026: Glücksburg 🇩🇪, Kristinestad – Kristiinankaupunki 🇫🇮, Krosno 🇵🇱, and Schleswig 🇩🇪, now embarking on their own title year full of peer learning and exchange.

⭐ NOW AVAILABLE: IMPACT EVALUATION OF THE BSR CULTURAL PEARLS PROJECT

🏠 Imagine a small town where cultural activities bring people together, boost local pride, and create lasting change. This is happening right now in the Baltic Sea Region, where the BSR Cultural Pearls project is using culture to help small cities and towns become more connected, resilient, and innovative.

📖 The Final Evaluation Report developed by the Brussels-based consultancy KEA European Affairs delves into the progress of the BSR Cultural Pearls project, the challenges faced, and recommendations for future development. It highlights how culture can be a powerful tool for creating more resilient, thriving communities in the Baltic Sea Region.

📐 In our most recent Networking Event, KEA European Affairs also presented the Self-Assessment Tool, which helps cities track progress and learnings before, during, and after the implementation of their Culture and Resilience Action Plans (CuReAPs).

⭐ NEW PUBLICATION AVAILABLE: PRACTICAL TOOLKIT & CASEBOOK

📖 The brand new publication “Culture-Driven Social Resilience: A Practical Toolkit & Casebook for Municipalities to Take Action” from the BSR Cultural Pearls project gives municipalities a clear, practical method for using culture to build stronger, more resilient communities.

The casebook section documents pilot projects across the Baltic Sea Region, including youth-led heritage initiatives in Estonia, a large-scale community mural in Germany, and intergenerational workshops in Latvia. These examples show how even small, well-designed cultural actions can activate residents and build trust between communities and municipal authorities.

The publication is released by Northern Dimension Partnership on Culture - NDPC and produced by Creative Insights Studio.

🚀 THE 2026 CULTURAL PEARLS HAVE STARTED THEIR CULTURE FOR RESILIENCE JOURNEY!

🎉 On January 20, the 2026 Cultural Pearls title year was officially inaugurated in an online kick-off event. After months of preparation work, awardees 🇩🇪 Glücksburg, 🇫🇮 Kristinestad-Kristiinankaupunki, 🇵🇱 Krosno and 🇩🇪 Schleswig are eager to put their Culture and Resilience Action Plans (CuReAPs) into practice!

🤝 The roadmaps for the title year recognize the potential of cultural initiatives, bringing people together, involving citizens and developing a deeper sense of belonging and togetherness in the process.

🧩 Their challenges are diverse, but culture offers a connective force for engaging people and building resilient communities: Thematic city walks, integrative neighbourhood picnics, street festivals, labs and creative workshops, bar camps, digital tools and more.

💡 The new Pearls can look forward to peer-learning across Pearl cities from previous years, expert interventions and networking opportunities.

Meet our fourth Cultural Pearl 2026 and let us present some insights into their Culture and Resilience Action Plan: Welcome Schleswig (Germany)!

Last week, the award ceremony for the BSR Cultural Pearls 2026 took place within the Culture for Resilience (C4R) Forum in Varde, Denmark. Gain insights into the Culture and Resilience Action Plan of the third of the four newest Cultural Pearls: Welcome Krosno Miasto Szkła (Poland)!

Officially announced mid of November, officially awarded as of last week: The BSR Cultural Pearls 2026 were honoured in their award ceremony that concluded the Culture for Resilience (C4R) Forum in Varde, Denmark. We present the second of the four awardees with some insights into their Culture and Resilience Action Plan: Welcome Kristinestad - Kristiinankaupunki (Finland)!

🚧 Main challenges:
🔹 Declining awareness of and engagement with the Cittaslow concept
🔹Lack of educational materials and structured integration of Cittaslow values in schools
🔹 Absence of participatory platforms for citizens to explore and experience Cittaslow in everyday life

🎯 Main goals
🔹 Raise awareness and clarify the Cittaslow concept across all sectors
🔹 Integrate Cittaslow principles into cultural education at all levels
🔹 Promote public engagement through creative and inclusive cultural experiences

📣 Main activities
🔹 Developing pedagogical materials as part of the city’s cultural education curriculum
🔹 Launching Cats’ Night of Culture: a festival celebrating local identity and sustainability
🔹 Organizing Slow Labs and creative workshops, hosting citizen forums using co-creative methods to foster dialogue and participation

CELEBRATION OF THE BSR CULTURAL PEARL 2026 GLÜCKSBURG 🎉🦪

Last week the BSR Cultural Pearls 2026 were officially awarded their title in the award ceremony taking place in the framing of the Culture for Resilience (C4R) Forum in Varde, Denmark. Presenting the first of four with some insights into their Culture and Resilience Action Plan: Welcome Glücksburg (Germany)!

🚧 Main challenges:
🔹 Seasonal tourism dominates city life
🔹 Financial constraints and budget consolidation pushing non-subsidized cultural offerings into the background
🔹 The cultural scene has so far worked in parallel rather than in a network

🎯 Main goals
🔹 Strengthen the visibility and networking of local cultural actors
🔹 Enabling cultural participation for all – even outside the tourist season
🔹 Making communal spaces and identity visible (again)

📣 Main activities
🔹 Culture Barcamp
🔹 Establishment of a central events calendar to highlight local cultural events
🔹 Creating low-threshold, appealingly designed information channels – digital & analog
🔹 Citizen participation events for shaping cultural life
