🌍 GovStack Essentials at TalTech: turning digital government ideas into public services

Last week, we welcomed 25 policymakers, government officials, IT specialists and digital transformation leaders from 21 countries to Tallinn for the ITU Academy course “GovStack Essentials: Transforming Public Services with Modern Digital Infrastructure.”

🌐 From Africa, Asia, Europe, North America and South America, participants brought perspectives from Albania, Argentina, Armenia, Azerbaijan, Brazil, Burundi, Canada, Chile, the Democratic Republic of the Congo, Georgia, Guinea, India, Indonesia, Kosovo, Libya, Nigeria, Peru, Romania, Rwanda, South Africa, Thailand and Vietnam - creating an international environment for exchanging ideas about digital government.

Organized jointly by International Telecommunication Union(ITU) and TalTech – Tallinn University of Technology, the programme explored how modern digital infrastructure can enable better more accessible and citizen-centric public services.

Participants worked hands-on with GovStack’s modular building blocks, exploring digital identity, data exchange, and digital payments. Most importantly, they put this knowledge into practice.

Dr Riina Palu noted:
“Bringing together professionals from so many different countries creates a unique space for learning from one another. GovStack Essentials showed how international collaboration and practical experimentation can turn digital government ideas into services that respond to real public needs.”

Dr Eric Jackson:
“Digital government is ultimately about creating public services that work better for people. What made this week particularly amazing was seeing multidisciplinary teams take GovStack principles and turn them into practical service prototypes that reflect challenges from their own countries.”

The week highlighted that successful digital transformation is about much more than technology.
It was a pleasure to contribute to this international learning environment and exchange knowledge and experiences with digital government professionals worldwide.

Very pleased to see Next Gen Digital State Research Group contributing to the inaugural Tohoku University “TIE” Summer Program 2026 in Sendai, Japan.

The program brought together an international group of students, with the majority from France, including 30 students from EPITA: Ecole d'Ingénieurs en Informatique, as well as participants from the University of Toronto, Thammasat University, King Mongkut's University of Technology Thonburi, and Hanyang University.

From our research team, Dr. Riina Palu and Florian Marcus participated in person, while Dr. Helen Sooväli-Sepping joined online. The contribution included lectures on digital society resilience, future-proofing society, future technology management, AI and e-public procurement, and sustainable digital landscapes, together with mentoring group work and student engagement.

As Riina Palu noted:
“It was inspiring to see students from different countries working together on digital transformation and real-world societal challenges. The program showed how international cooperation in engineering, IT and resilience can create meaningful learning experiences for the next generation.”

The visit also connected closely with our broader cooperation in engineering, IT, resilience, and student exchange. Meetings with colleagues from Tohoku University and IRIDeS, Tohoku University, as well as visits linked to the region’s experience with earthquakes and recovery, made the program especially meaningful.

Many thanks to Tohoku University, the organizers, colleagues, and students for a valuable and inspiring experience.

This semester, the Next Gen Digital State Research Group at TalTech reached milestones we'll remember for years: the launch of our very own UNESCO Chair, specialized ITU training in Geneva, and the privilege of hosting world-class partners and delegations from Stanford, Astana, Denmark, Japan, the Netherlands, Cape Verde, and beyond.🌍
We also celebrated awards, welcomed new collaborations, and proudest of all, watched a brilliant new cohort of e-Governance Technologies & Services students graduate and step into the world of digital government. 🎓

Shaping the Future of Digital Governance Education

Last week, partners of the Digital Bridges Erasmus+ Capacity Building project gathered in Agadir, Morocco, for a consortium meeting dedicated to advancing the development of new Master's curricula in Digital Governance for Morocco, Tunisia, and Palestine.
The meeting was co-hosted by Higher School of Technology of Essaouira - Cadi Ayyad University in cooperation with Université Ibn Zohr and took place at La Cité de l'Innovation Souss-Massa (CISM).
As digital transformation reshapes governments, public services, and societies, there is a growing need for professionals who can bridge technology, governance, policy, and societal challenges. Through this project, we are working together to design educational programmes that prepare the next generation of digital society leaders.

The workshop provided an excellent opportunity to:
🔹 Exchange experiences and best practices from different countries and institutions
🔹 Discuss curriculum design, accreditation requirements, and labour market needs
🔹 Align research findings with educational content development
🔹 Strengthen collaboration between academia, government, and industry stakeholders
🔹 Explore how higher education can better prepare leaders for an AI-driven and digitally transformed society

One of the most valuable aspects of the project is the opportunity to learn from diverse national experiences and collaboratively build educational frameworks that support sustainable digital transformation across regions.

As project coordinator Dr. Riina Palu noted:
"Digital transformation requires leaders who understand both technology and society. Through Digital Bridges, we are working together to build the educational foundations for that future."
Many thanks to our hosts, colleagues, and partners across the consortium for the productive discussions, knowledge sharing, and continued commitment to strengthening digital governance education.

Why is data science essential for the future of government?

In the Master's programme "Digital State Data and Technologies", lecturer Jaak Kapten introduces students to "Foundations of Data Science in the Public Sector" (ITE6141).

The course explores how data can be used to support evidence-based decision-making, improve public services, and increase organizational efficiency. Students learn how to collect, process, and analyze data while gaining hands-on experience with tools such as Python, NumPy, Pandas, and Scikit-learn.

As governments become increasingly data-driven, professionals who can turn data into actionable insights play a critical role in shaping the future of public administration.

How can artificial intelligence create value in the public sector—and where are its limitations?

In the Master's programme "Digital State Data and Technologies", lecturer Markko Liutkevičius introduces students to the course "Applying Artificial Intelligence in the Public Sector" 🤖

The course provides a comprehensive overview of the opportunities, challenges, and practical applications of AI in government and public administration. Students explore how AI can be used to improve public services, support data-driven decision-making, enhance analytical capabilities, and strengthen security and data protection.

Through real-world examples and case studies from the public sector, participants gain a deeper understanding of how AI is being implemented today and what is needed for responsible adoption in the future.

By the end of the course, students will be able to:

• Evaluate the opportunities and risks associated with AI deployment

• Understand the unique requirements and constraints of the public sector

• Assess the ethical, governance, and regulatory dimensions of AI

• Contribute to discussions on the future of digital government and artificial intelligence

• Identify practical use cases where AI can improve public value and service delivery

Excited to participate in the EGov4Youth Transfer Workshop hosted at TalTech School of IT!

The workshop brought together public authority officials to explore innovative approaches to digital governance, stakeholder collaboration, and citizen engagement through digital participation tools.

A big thank you to Florian Marcus, Jaanus Riibe, Arianna Jater, Helen Raamat, Dr. Silvia Lips, Anastasiia Dudko, Koit Saarevet, the entire E-gov4youth project team, and everyone who contributed to the discussions, platform demonstration, and co-creation activities.

Key topics included:
• Youth engagement in governance
• Digital participation tools
• Public sector collaboration
• Local initiatives and co-creation
• Sustainable stakeholder cooperation

The discussions generated valuable ideas and bottom-up recommendations for more inclusive, participatory, and digitally enabled governance processes.

Looking forward to continuing collaboration and further developing opportunities for meaningful youth participation through digital innovation.
