في إطار جهوده المستمرة لدعم التحول الرقمي وتعزيز الشمول المالي، وبما يتماشى مع رؤية الدولة المصرية للتحول إلى الخدمات المالية الرقمية، اعتمد مجلس إدارة البنك المركزي المصري القواعد المنظمة لخدمات منظومة الهوية المالية الرقمية للتعرف على عملاء البنوك والتحقق من هوياتهم إلكترونيًا (eKYC).
وبهذه المناسبة، صرح السيد/ حسن عبدالله محافظ البنك المركزي المصري بأن هذه المنظومة تمثل نقلة نوعية في إتاحة الخدمات المصرفية الرقمية للمواطنين حيث ستمكنهم من فتح الحسابات البنكية والحصول على مختلف المنتجات والخدمات المصرفية عبر القنوات الرقمية، دون الحاجة إلى زيارة فروع البنوك، كما تتيح المنظومة الموافقة الإلكترونية على الشروط والأحكام، واعتماد المصادقة الإلكترونية بديلًا للتوقيع اليدوي، فضلًا عن تحديث البيانات بسهولة ويسر، بما يوفر الوقت والجهد، ويُسهّل الحصول على الخدمات المالية بصورة أكثر سرعة وأمانًا، ويسهم في تعزيز الشمول المالي والارتقاء بتجربة العملاء.
وأضاف السيد المحافظ بأن القواعد تضع إطارًا تنظيميًا متكاملًا لخدمات منظومة الهوية المالية الرقمية، يتضمن حوكمة المنظومة، وتحديد أدوار ومسؤوليات جميع الأطراف المشاركة، إلى جانب المتطلبات الفنية والتشغيلية، وضوابط حماية البيانات والأمن السيبراني، بما يضمن تقديم الخدمات وفقًا لأعلى معايير الأمان والكفاءة وأفضل الممارسات الدولية.
ويمثل إصدار هذه القواعد خطوة محورية في تطوير البنية التحتية الرقمية للقطاع المصرفي، وتهيئة البيئة التنظيمية الداعمة للابتكار، بما يعزز قدرة البنوك على تقديم خدمات مالية رقمية متطورة، ويدعم جهود الدولة في تحقيق الشمول المالي، والتحول إلى اقتصاد رقمي، وترسيخ مكانة مصر كمركز إقليمي رائد في مجال التكنولوجيا المالية والخدمات المالية الرقمية.
Within the framework of the Central Bank of Egypt’s (CBE) steadfast efforts to support digital transformation and promote financial inclusion, and in alignment with Egypt’s vision for the transition to digital financial services, the CBE’s Board of Directors approved the regulations governing the services of the Digital Financial Identity (DFI) Platform for identifying bank customers and verifying their identities electronically (eKYC).
In this regard, H.E. Mr. Hassan Abdalla, Governor of the CBE, highlighted that the Platform represents a transformative milestone in expanding citizens’ access to digital banking services, as it will enable them to open bank accounts and obtain various banking products and services through digital channels without the need to visit bank branches. The Platform will also allow for electronic acceptance of terms and conditions, support electronic authentication as an alternative to handwritten signatures, and facilitate seamless data updates. This, in turn, will save time and effort, streamline access to financial services in a faster and more secure manner, promote financial inclusion, and improve customers’ experience.
The Governor further noted that the regulations establish a comprehensive regulatory framework for the DFI Platform, including its governance structure, the roles and responsibilities of all relevant parties, technical and operational requirements, as well as data protection and cybersecurity controls. This ensures the services’ delivery is in accordance with the highest standards of security and efficiency, and in line with international best practices.
The issuance of these regulations marks a pivotal step towards developing the banking sector’s digital infrastructure and fostering a regulatory ecosystem that accelerates innovation. This will further enhance banks’ capacity to provide advanced digital financial services, while supporting the State's efforts to achieve financial inclusion and transform to a digital economy, as well as reinforcing Egypt's position as a leading regional hub for FinTech and digital financial services.
