EDRMC Advances Technology-Enabled Disaster Loss and Damage Data Management through National DELTA Resilience Training
|Adama, Ethiopia | 16 August 2026(EDRMC): The Ethiopian Disaster Risk Management Commission in collaboration with the United Nations Office for Disaster Risk Reduction (UNDRR) Regional Office for Africa, has successfully concluded a three-day National Cascade Training on DELTA Resilience, held from 14–16 August 2026 in Adama. The training brought together relevant federal and regional institutions, data custodians, development partners and UN agencies to strengthen Ethiopia’s capacity to systematically generate, manage, analyze and use reliable disaster loss and damage data.
Opening the training, Mr. Melaku Erjabo, Disaster Risk Damage and Loss Lead Executive at EDRMC, emphasized the importance of strengthening a nationally coordinated disaster loss and damage information system to support evidence-based disaster risk management and informed decision-making. He highlighted the need to harness modern technologies and scientific knowledge to improve the availability, quality and use of disaster data across the country.
The training covered a range of key areas, including Ethiopia’s disaster loss and damage data ecosystem; the national policy and institutional framework; data governance and institutional responsibilities; standardized approaches to disaster loss and damage data collection; hazard classification and event coding; metadata management; and the transition from the legacy DesInventar system to DELTA Resilience. Participants also undertook practical sessions on the architecture, modules and functionalities of DELTA Resilience, including disaster-event registration, loss and damage recording, data validation, quality assurance and approval.
The sessions further examined how reliable loss and damage data can be applied to early warning and early action, anticipatory action, disaster preparedness and response, recovery and rehabilitation, climate adaptation, disaster risk reduction, national disaster statistics and resilient development planning. Participants also discussed institutional priorities and future actions for the national rollout and institutionalization of DELTA Resilience.
Participants expressed appreciation for the training, noting that the practical and technology-oriented approach provided a better understanding of the DELTA Resilience platform and its potential to improve the consistency, accessibility and reliability of disaster loss and damage information. They also emphasized the importance of continued capacity development, institutional coordination, data sharing and technical support to ensure the effective application of the system at federal and regional levels.
The training reaffirmed that reliable disaster loss and damage data is a critical foundation for building national resilience. By enabling institutions to better understand the scale, nature and distribution of disaster impacts, the system can support risk-informed planning, prioritization of resources, early action, effective response, recovery and long-term resilience-building efforts.
The successful completion of the training also demonstrates EDRMC’s continued effort to transform disaster risk management through scientific evidence, digital technology, innovation and institutionalized knowledge systems. The Commission is working to strengthen its institutional capacity and establish a modern, technology-supported disaster risk management system in which timely and credible information informs decisions and actions at all levels.
Going forward, EDRMC and its development partners will focus on national rollout and institutionalization of DELTA Resilience, strengthening the capacity of data-producing and data-using institutions, improving data quality and interoperability, enhancing coordination and establishing sustainable mechanisms for disaster loss and damage data management and use. These efforts are expected to contribute to a more coordinated, standardized and evidence-based national disaster loss and damage information system and, ultimately, to a more resilient Ethiopia.
