የአትክልትና ፍራፍሬ ምርቶችን ለሟጓጓዝ የሚያስችሉ ባለማቀዝቀዣ ኮንቴይነሮች /Re**er Containers/ ትናንት ምሽት ጅቡቲ ገብተው ከመርከብ የተራገፉ ሲሆን፣ አስፈላጊውን የጉምሩክ ፎርማሊቲ አሟልተው እንደጨረሱ ወደ ሀገር ውስጥ ይገባሉ፡፡

ኮንቴይነሮቹ በሀገራችን በስፋት እየተመረቱ ያሉ አቮካዶ እና መሰል የአትክልትና ፍራፍሬ ምርቶችን ለአውሮፓ ገበያ በትኩሱ ለማቅረብ እና የወጪ ንግድን ለማሳደግ ሚናቸው የጎላ ነው፡፡

Logistics firms, exporters outraged over Djiboutian authorities ‘anomalies’

No official complaints received, says Ethiopian officials in Djibouti

Ethiopian logistics companies and exporters blame Djiboutian authorities of imposing unprecedented bureaucratic impediments and exorbitant service charges.

Companies that talked to The Reporter say that longer wait times for Ethiopian trucks in Djibouti are hurting Ethiopia’s exports.

Djibouti is Ethiopia’s principal port of entry for imports and exports. Over 90 percent of the nation’s imports and exports go through the ports of Djibouti.

According to the companies, the Djibouti Customs Authorities have made it difficult for Ethiopian logistics companies and exporters to operate.

“Djibouti Customs is creating a significant challenge for Ethiopia’s exports, creating hectic procedures for us. As a result, Ethiopian trucks have been standing in Djibouti for days,” a manager of one of the leading logistics firms in Addis Ababa told The Reporter.

Even after fulling filling documents including consignee, notification letter, and many other requirements, Ethiopian traders say they are being asked “unnecessary documents.”

“We also can’t get to other papers and billing documents, but they keep coming up with new requirements even though we told them there was no room for more red tape,” a manager of one of the leading logistics firms in Addis Ababa told The Reporter.

Djiboutian authorities have also raised fees for a variety of services. Ethiopian firms are being charged between USD 65 and USD 70 to finalize a truck paper.

Another logistics company manager expressed concern about the excessive bureaucracy. “Ethiopia and Djibouti have reached an agreement. However, Ethiopian authorities have no say over the transactions and port services provided in Djibouti. Djiboutian authorities have no authority over us,” the manager.

ትራክስንስ በመርከቦች ላይ አዲስ የፍንዳታ ደህንነት መስፈርቶችን ለማሟላት የመያዣ መከታተያ አሻሽሏ

ወደ አረንጓዴ ሜታኖል የሚንቀሳቀሱ መርከቦች ሽግግር እና በአለም አቀፉ የባህር ኃይል ድርጅት የደህንነት መስፈርቶች እየጨመረ በመምጣቱ, የመርከብ ኢንዱስትሪው እንደ ሜታኖል ላይ የተመሰረተ ነዳጅ ወደ ንፁህ ኢነርጂ በሚሸጋገርበት ጊዜ የተለያዩ የመርከብ ምርቶች ለአዳዲስ የፍንዳታ ደህንነት መስፈርቶች እየተጋለጡ ነው.
ከነዚህ መስፈርቶች ጋር በተጣጣመ መልኩ በአለም የመጀመሪያው ስማርት ኮንቴይነር አገልግሎት ሰጪ የሆነው ትራክስንስ አዲሱን 3ኛ እትሙን Traxens-Box 3፣ ቋሚ የኮንቴይነር መከታተያ እና የመርከብ ማጓጓዣ መስመሮችን፣ የጭነት አስተላላፊዎችን፣ እና BCOs.
የ Traxens-Box 3 IoT መሳሪያ በገበያ ላይ ከፍተኛውን የ ATEX ሰርተፍኬት በማሟላት በመርከቦች ላይ ፍንዳታ ደህንነትን ለማሟላት ሙሉ ለሙሉ ተዘጋጅቷል.
የ ATEX የምስክር ወረቀት የሚሰጠው በአውሮፓ ህብረት መመሪያዎች የተዘረዘሩ ጥብቅ ሙከራዎችን ላደረጉ መሳሪያዎች ነው። ATEXን የሚያከብሩ ምርቶች የምስክር ወረቀት ተሰጥቷቸዋል እና ፈንጂ ከባቢ አየር ባለባቸው ልዩ አካባቢዎች ለመጠቀም ደህንነታቸው የተጠበቀ መሆኑ ተረጋግጧል።
የሰራተኞችን ደህንነት ለመጠበቅ ሊፈነዳ የሚችል ከባቢ አየር ባለበት ቦታ ሁሉ ATEX ማክበር አስፈላጊ መሆኑን የአውሮፓ ህብረት አዟል። የ ATEX የምስክር ወረቀት የተቀበሉ ምርቶች ኦፊሴላዊው "Ex" ባጅ ይኖራቸዋል, ይህም በከባቢ አየር ውስጥ ደህንነታቸው የተጠበቀ መሆኑን ያመለክታል.
"እንደ ፈጠራ የቴክኖሎጂ ኩባንያ፣ ትራክስንስ ከደንበኞቻችን የወደፊት ዘላቂ የአቅርቦት ሰንሰለት ጋር ለመላመድ በተቻለ ፍጥነት መጀመር አስፈላጊ እንደሆነ ይሰማዋል።" - የትራክሴንስ ዋና ሥራ አስፈፃሚ ሴድሪክ ሮዝሞንት
እንደ Traxens, የ Traxens-3 የባትሪ ህይወት 7 አመት ይደርሳል - ከቀዳሚው ሞዴል ጋር ሲነፃፀር የ 50% ጭማሪ. እንደ ቋሚ የመያዣ መጫኛ, ይህ ባህሪ በእቃ መያዣው ዋና የህይወት ክፍል ውስጥ መሳሪያውን ወደ ኢንቨስትመንት መመለሻን ከፍ ለማድረግ በጣም አስፈላጊ ነው.
በአደጋ አያያዝ እና ጭነት ደህንነት ላይ እያተኮረ፣ Traxens ለበለጠ አስተማማኝነት ዋና ባህሪያቱን ማጠናከሩን ቀጥሏል። ስልተ ቀመሮቹ በየጊዜው እየተሻሻሉ ያሉት የትራክሰንስ በር መከፈቻ ፍለጋ በብዙ አጋጣሚዎች እንደ የፍጆታ ኤሌክትሮኒክስ እቃዎች ሲሰረቁ እና ባለስልጣናት ማስጠንቀቂያ ከተሰጣቸው በኋላ በጊዜው ጣልቃ ሲገቡ ዋጋውን አሳይቷል።
በሚቀጥሉት ወሮች ውስጥ እነሱን ማሰማራት በሚጀምሩት በTraxens ዋና ደንበኞች ብዙ ሺዎች የሚቆጠሩ Traxens-Box 3 መሣሪያዎች አስቀድመው ታዝዘዋል።
የአለማችን ከፍተኛ የማጓጓዣ መስመሮች እንዲሁም የ Traxens' አክሲዮን ባለቤቶች ቀደም ሲል የነበሩትን ሁለቱን የመሳሪያውን ስሪቶች በመጠቀም ንብረታቸውን ወደ ስማርት ኮንቴይነሮች በመቀየር ቦታቸውን እና ተጨማሪ የሁኔታ መረጃን ያለማቋረጥ ያስተላልፋሉ።
የዚህን መሳሪያ አቅም ለማየት የሚፈልጉ ደንበኞች በ TPM23 በሎንግ ቢች ካሊፎርኒያ ከፌብሩዋሪ 28 እስከ ማርች 1 ባለው ጊዜ ውስጥ ሴድሪክ ሮዝሞንት ይህን አዲስ መሳሪያ በሚያቀርብበት ጊዜ ሊያደርጉት ይችላሉ።
ሴድሪክ እንዲሁ የፓናል ውይይት አካል ይሆናል የውሂብ ጥራት፡ ማክሰኞ ፌብሩዋሪ 28 ቀን 16፡45 ከኤሪክ ጆንሰን፣ ጂም ብሌዘር፣ ሞርተን Ørskou ቦልስ እና ኢትታይ ሀዩት ጋር ለታላቅ ታይነት ቁልፍ የሚይዘው አዳዲስ ቴክኖሎጂዎች የአቅርቦት ሰንሰለት ታይነት ይሆናሉ። ውይይት ይደረግበታል።

የጉምሩክ ትራንዚት

“የጉምሩክ ትራንዚት” ማለት ዕቃዎች በጉምሩክ ቁጥጥር ስር ሆነው ከአንድ የጉምሩክ ጣቢያ ወደ ሌላ የጉምሩክ ጣቢያ የሚተላለፍበት የጉምሩክ ሥነሥርዓት ዓይነት ነው፡፡

አዲስ በወጣው የጉምሩክ ደንብ 518/2014 ክፍል ሁለት ምዕራፍ አንድ ከአንቀጽ 7 -10 የጉምሩክ ትራንዚት አፈጻጸምን በተመለከተ የተቀመጡ ዋና ዋና የማስፈጸሚያ ድንጋጌዎች ለግንዛቤዎ እንደሚከተለው ተቀምጠዋል፡፡

- የትራንዚት ፈቃድ ያገኘ ሰው የትራንዚት ፈቃድ በተሰጠው በአንድ ወር ጊዜ ውስጥ ዕቃውን ወደአገር ውስጥ ማስገባት አለበት፡፡

- ዕቃው ወደ አገር ውስጥ የሚገባው በተለያዩ ክፍልፋይ ጭነቶች ከሆነ የትራንዚት ፈቃድ በተሰጠ በሶስት ወር ጊዜ ውስጥ ዕቃው ተጠቃሎ ወደአገር ውስጥ መግባት አለበት፡፡

- የጉምሩክ አስተላላፊው ወደ አገር ውስጥ የገባ ዕቃ መድረስ በሚገባው ሰዓት መድረሻ ጣቢያ አለመድረሱን እንዳወቀ ይህንኑ ለኮሚሽኑ ሪፖርት ማድረግ አለበት፡፡

- ከላይ በተገለጹት የጊዜ ገደቦችና ድንጋጌዎች መሰረት ዕቃ ጉምሩክ መድረሻ ጣቢያ ያልደረሰ እንደሆነ ዕቃው ወደ ሀገር ውስጥ እንደማይገባ ተቆጥሮ የዕቃ ዲክላራሲዮን ይሰረዛል፤

- በተሰረዘ ዲክላራሲዮን የተከፈለ ቀረጥና ታክስ ወይም የተያዘ ዋስትና ተመላሽ ጥያቄ በዲክላራሲዮን አቅራቢው ዲክላራሲዮኑ በተሰረዘ በአንድ ዓመት ጊዜ ውስጥ የቀረበ እንደሆነ ለዕቃው ግዥ የዋለው የውጭ ምንዛሪ ለፈቀደው ባንክ መመለሱ ተረጋግጦ ተመላሽ ይደረጋል።

- የዲክላራሲዮን አቅራቢ አና አጓጓዥ በትራንዚት ላይ እያለ በጠፋ ጭነት ወይም ዕቃ ላይ የሚፈለገውን ቀረጥና ታክስ የመክፈል የአንድነት እና የነጠላ ኃላፊነት አለባቸው፡፡ በአጓጓዥ የሚከፈል ቀረጥና ታክስ የወንጀል ተጠያቂነትን አያስቀርም፡፡

- በዲክላራሲዮን ያልተመዘገበ ዕቃ ወደሀገር ሲገባ አስመጪው ዕቃው ከመፈተሹ በፊት ካላሳወቀ ወይም በላኪው ስህተት ዕቃው መጨመሩን ካላረጋገጠ ዕቃው ከህጋዊ ዕቃ ጋር ተቀላቅሎ እንደገባ ይቆጠራል፡፡

- በጅቡቲ ወደብ ሦስት ወር በላይ በጎረቤት ሀገር የቆየ ዕቃ ቀረጥና ታክስ ሳይከፈልበት ወደሀገር ተጓጉዞ በደረቅ ወደብ እንዲቆይ ይደረጋል፡፡ የዕቃው ባለቤት የወጣውን ወጪ እና ቀረጥና ታክስ በመክፈል በአንድ ወር ጊዜ ውስጥ መረከብ ይችላል፡፡

የቀረጥና ታክስ ነፃ መብት አሰጣጥ

[በጉምሩክ አዋጅ ቁጥር 859/2006 አንቀጽ 129 (እንደተሻሻለው) መሠረት]

* በገቢና ወጪ ዕቃዎች ላይ የቀረጥና ነፃ መብት የሚሰጠው የገንዘብ ሚኒስቴር ብቻ ይሆናል፤

* ከዲፕሎማሲ ግንኙነት ጋር በተያያዘ ኢትዮጲያ በፈረመችባቸው እና ተቀብላ ባፀደቀቻቸው ዓለም አቀፍ ስምምነቶች መሰረት የሚሰጡ የቀረጥና ታክስ ነፃ መብቶች በውጭ ጉዳይ ሚኒስቴር እየተረጋገጠ ተፈፃሚ ይሆናል፤

* የቀረጥና ታክስ ነፃ መብት እንዲፈቅዱ በህግ ለሌሎች የመንግስት አካላት የተሰጠው ስልጣን ለገንዘብ ሚኒስቴር ተላልፏል፤

* ማንኛውም የመንግስት አካል በሚዋዋለው የፕሮጀክት ስምምነት መሠረት የሚፈቀድ የቀረጥና ታክስ ነፃ መብት ተፈፃሚ የሚሆነው በገንዘብ ሚኒስቴር ሲፀድቅ ብቻ ይሆናል፤

* ኮሚሽኑ ከቀረጥና ታክስ ነፃ ሆነው ወደ አገር ውስጥ የሚገቡ ወይም ከአገር የሚወጡ ዕቃዎች ለታለመላቸው ዓላማ ስለመዋላቸው መረጃ ይይዛል ይከታተላል፣ እርምጃ ይወስዳል፤

* የቀረጥና ታክስ ነፃ መብት ስለሚፈቀድበት ሁኔታና ስለአፈፃፀሙ የሚኒስቴሮች ምክር ቤት በሚያወጣው ደንብ ይወሰናል፤

* የጭነት ክብደት የተሳሳተ መግለጫ (Cargo weight misdeclaration)*

# የካርጎ ክብደት ያለማሳሰቢያ ማጓጓዝ አዲስ ነገር አይደለም በተለይ በኮንቴይነር ጭነቶች ከተጨማሪ ክፍያዎች ፣የምርት ዋጋ ፣የጭነቱን ውድ ወይም ህገወጥ ባህሪ ለመደበቅ ወይም በስንፍና ፣ለዓመታት ሲቀጥል ቆይቷል። በFCL ኮንቴይነር ውስጥ የጭነት ክብደትን ለማረጋገጥ ምንም ዘዴ አልነበረም። በክብደት ላይ የተሳሳተ መግለጫ ወይም የተሳሳተ የአደገኛ ይዘት መግለጫ የመርከብ ኢንዱስትሪው እገዳ ሆኖ ቆይቷል እናም አጓጓዦች እና ደንበኞች በተሳሳቱ መግለጫዎች ብዙ መዘዝ ደርሶባቸዋል።

* ከመጠን በላይ ክብደት ያላቸው መያዣዎች (Overweight containers )*

# እያንዳንዱ የእቃ ማጓጓዣ ኮንቴይነር በአለም አቀፍ የደህንነት ኮንቬንሽን በተደነገገው መሰረት ለአለም አቀፍ ንግድ አገልግሎት እንዲውል CSC (ኮንቴይነር ሴፍቲ ኮንቬንሽን) የተባለ ህጋዊ የደህንነት ማረጋገጫ ሰሌዳ አለው እና ሊኖረው ይገባል።
በBIC መሠረት፣ በአገልግሎት ላይ ያሉ የሲኤስሲ ኮንቴይነሮች ደህንነት ምርመራዎች ከሁለቱ የፀደቁ ዕቅዶች ውስጥ አንዱን - ፒኢኤስ እና ኤሲኢፒን በመከተል ለሥራ ሁኔታዎች ተስማሚ በሆኑ ክፍተቶች መከናወን አለባቸው። የዚህ ሲ.ኤስ.ሲ.ሲ ፕሌትስ ተግባር ኮንቴይነሩ ተመርምሮ በመርከብ ላይ ለመጓጓዝ ምቹ በሆነ ሁኔታ ላይ መገኘቱን ማረጋገጥ ነው።
:- ከላይ የተጠቀሰውን እንደ ምሳሌ በመጠቀም ከተፈቀደው ክብደት 32,500 ኪ.ግ በላይ የተጫነ ኮንቴይነር ከመጠን በላይ ክብደት እንደጫነ ይታሰባል ስለሆነም በቅርቡ በወጣው (Ocean Network Express) በአቅም በአለም 7ኛ ትልቁ የኮንቴይነር ማጓጓዣ መስመር በክብደት ልዩነት ክፍያ (WDS) 2,000 ዶላር/ በኮንቴይነር ከጁላይ 1 ቀን 2022 ጀምሮ የቅጣት ክፍያ ተግባራዊ አድርጓል። ..የማስያዣ ማስረከቢያ በሚቀርብበት ጊዜ የጭነት ክብደት ዝርዝሮች ላይ የተሳሳተ መግለጫ ካለ እና ክብደቱ በመጨረሻው የመጫኛ ቢል መመሪያ ዝርዝሮች ላይ ካለው ክብደት +/- 3 ቶን/TEU ከተለያየ የቅጣቱ ክፍያ ተፈፃሚ ይሆናል።
*ለምሳሌ..*
ሰኔ 2011፡ የኮንቴይነር መርከብ ዴኔብ በአልጀሲራስ፡ በዚህ ምስል ላይ የምትታየው መርከብ ከፍተኛ የሆነ የመረጋጋት ችግር አጋጥሟታል እና በምርመራ ከ168ቱ የጫነ እቃዎች ዝርዝር ውስጥ ከታወጁት ክብደቶች እጅግ የራቀ ትክክለኛ ክብደቶች እንዳሉት አረጋግጧል። ከእነዚህ 16 ኮንቴነሮች ውስጥ ከጠቅላላው ከ278 ቶን በላይ፣ ክብደቱ 93 ቶን ገደማ ወይም ከተገለጸው ክብደታቸው 4 እጥፍ ከፍ ያለ ነበር።

ኤርባግ Airbag - የሚተነፍሰው ቦርሳ ምርቱ እንዳይቀየር በምርት ጭነት ላይ ባዶ ቦታ ለመሙላት ያገለግላል።
# Allocated Inventor - ለተወሰነ ትዕዛዝ፣ ደንበኛ፣ የማስተዋወቂያ ክስተት ወይም ሌላ ዓላማ የተያዘ እና ለመደበኛ የትዕዛዝ ማሟያ ዓላማዎች ጥቅም ላይ የማይውል ንብረት። አንዴ ከተመደበ በኋላ፣ ይህ አክሲዮን ለአዳዲስ ትዕዛዞች ጥቅም ላይ ሊውል የሚችል ክምችት ሆኖ አይገኝም። የተራቀቀ WMS (የመጋዘን አስተዳደር ስርዓት) ለተጠቀሰው ክምችት የተያዘን ወይም የተያዘበትን ሁኔታ ለማመልከት የተለያዩ መንገዶችን ያቀርባል።
# ባር ኮድ Bar Code - ምርትን የሚለይ የ UPC ኮድ ተከታታይ ጥቁር መስመሮችን ያቀፈ እና ሊቃኝ የሚችል ነው. የአሞሌ ኮድ በኮምፒዩተር ሲስተም ውስጥ የተከማቸ መለያ ቁጥርን ይወክላል ከሌሎች ስለ ምርቱ መረጃ ጋር
# ቢል ኦፍ ላዲንግ Bill of Lading - የመጫኛ ቢል (BOL) ከእያንዳንዱ ጭነት ጋር አብሮ የሚሄድ ይፋዊ ሰነድ ነው። በጭነት እና በአጓጓዡ መካከል ባለው አካል መካከል ያለው ውል ሆኖ ያገለግላል. እያንዳንዱ አሽከርካሪ ከተሽከርካሪው ከመነሳቱ በፊት። የውጪ አገልግሎት አቅራቢ አሽከርካሪ የዕቃውን ሰነድ ሲፈርም እሱ/ እሷ የማጓጓዣውን ሃላፊነት ይቀበላል። መድረሻው ላይ እንደደረሰ፣ ተቀባዩ ወይም ደንበኛው እቃው እንደደረሰ እና ሁሉም እቃዎች በንጥል መገኘታቸውን ለማመልከት የዕቃውን ሰነድ ይፈርማሉ። ይህ በደንበኛ የተፈረመ የመጫኛ ቢል እንደ የማስረከቢያ ማረጋገጫ ሆኖ ያገለግላል
# የጅምላ ማከማቻ Bulk Storage - በማጓጓዣ ዕቃዎች ውስጥ ከፍተኛ መጠን ያለው ምርት ማከማቸት. እንዲሁም ያልታሸገ ምርት ማከማቻ ሊሆን ይችላል።
# ክላምፕ Clamp - ምርቱን ለመክበብ እና ለመያዝ የሚያስችል ከፎርክሊፍት ጋር የተያያዘ።
# ኮንቴይነር Container - ኮንቴይነሩ ምርቱን ለማጓጓዝ የሚያገለግል ሳጥን ነው, እና ለአለም አቀፍ ጭነት በስፋት ጥቅም ላይ ይውላል. የባህር ውስጥ ኮንቴይነሮች ወይም ኢንተርሞዳል ኮንቴይነሮች በውቅያኖስ መስመሮች፣ በባቡር ሀዲዶች እና በጭነት መኪና ክፈፎች ላይ ሊጓዙ ይችላሉ።

ከጥር እስከ ታህሳስ 2022 በመርከቦች ላይ 58 የባህር ላይ የባህር ላይ ዝርፊያ እና የታጠቁ ዝርፊያዎች ነበሩ።አሁንም ከፍተኛ ቢሆንም ይህ ቁጥር ከ1994 ወዲህ ከፍተኛው ዝቅተኛው ነው በICC International Maritime Bureau (IMB) ጥረት ውስጥ ትልቅ ሚና ተጫውቷል የአለምን የውሃ ላይ ጉዞ የበለጠ ደህንነቱ የተጠበቀ ለማድረግ እንደሚሰራም ገልጿል።
