The Pan African Chamber of Commerce and Industry (PACCI) is sharing its latest Policy Pointer, “From Protocol to Market Access: A Practical Ex*****on System for Women and Youth under AfCFTA,” which presents a financially realistic and operational approach to advancing women-led trade under the AfCFTA framework.

The Policy Pointer highlights the need to move beyond dialogue and “empowerment” frameworks toward practical trade ex*****on systems that support women and youth-led businesses through finance access, verified markets, digital trade systems, cooperative aggregation, and cross-border trade facilitation.

The paper further proposes the AfCFTA Women Trade Ex*****on System (AWTES), designed to connect chambers, financial institutions, trade support organizations, and women entrepreneurs into a functioning continental trade ecosystem.

La Chambre panafricaine de commerce et d'industrie (PACCI) publie sa dernière note d'orientation, « Du protocole à l'accès au marché : un système d'exécution pratique pour les femmes et les jeunes dans le cadre de la ZLECAf », qui présente une approche financièrement réaliste et opérationnelle pour promouvoir le commerce dirigé par des femmes dans le cadre de la ZLECAf.

Cette note d'orientation souligne la nécessité de dépasser le dialogue et les cadres d'« autonomisation » pour privilégier des systèmes d'exécution commerciale concrets qui soutiennent les entreprises dirigées par des femmes et des jeunes grâce à l'accès au financement, des marchés vérifiés, des systèmes de commerce numérique, le regroupement coopératif et la facilitation du commerce transfrontalier.

Le document propose également le Système d'exécution du commerce des femmes de la ZLECAf (AWTES), conçu pour connecter les chambres de commerce, les institutions financières, les organismes de soutien au commerce et les femmes entrepreneures au sein d'un écosystème commercial continental fonctionnel.

PACCI and CCI France Forge Landmark Partnership to Unlock New France–Africa Business Opportunities

Nairobi, Kenya – 11thMay 2026 —

In a major step toward deepening economic cooperation between Africa and France, the Pan African Chamber of Commerce and Industry (PACCI) and CCI France yesterday signed a strategic Memorandum of Understanding (MoU) aimed at strengthening trade, investment, innovation, and business collaboration between French and African enterprises.

The agreement was signed in Nairobi by Kebour Ghenna, Executive Director of PACCI and Alain Di Crescenzo, President of CCI France. The initiative was coordinated with the support of Nicolas Bonnet (Executive Director of CCI France).

The partnership marks the beginning of a more structured and operational collaboration between the two institutions, designed to connect African and French businesses through practical initiatives including business missions, B2B matchmaking, investment forums, SME support programs, startup cooperation, capacity building, and market intelligence exchange.


“This partnership reflects a shared recognition that Africa and France must build stronger business-to-business bridges based on long-term cooperation, investment, and mutual growth,” said Kebour Ghenna following the signing ceremony. “African businesses are increasingly looking for trusted international partnerships that go beyond declarations and translate into concrete commercial opportunities.”

CCI France, which coordinates a nationwide network of 122 chambers of commerce and industry across France, represents one of Europe’s most extensive business support ecosystems, bringing together thousands of business leaders and enterprises across multiple sectors.

Under the agreement, both organizations will work together to:

facilitate market access for African and French companies,
support SMEs and startups in international expansion,
organize joint trade and investment missions,
promote sector partnerships in areas such as energy, agriculture, infrastructure, and digital economy,
strengthen entrepreneurship and skills development,
and increase bilateral investment flows between Africa and France.

The MoU also establishes a Joint Steering Committee and an Annual Action Plan framework to ensure implementation moves beyond symbolic cooperation toward measurable results.

Observers described the agreement as timely, particularly as African markets continue to attract growing international attention under the African Continental Free Trade Area (AfCFTA), while French companies increasingly seek deeper engagement with Africa’s expanding private sector and consumer markets.

The PACCI–CCI France partnership is expected to open new channels for institutional cooperation between chambers of commerce across both regions and create stronger platforms for companies seeking cross-border partnerships and investment opportunities.

For PACCI, the agreement also reinforces its growing role as a continental platform for private sector integration, trade facilitation, and international business partnerships across Africa.

Dans une avancée majeure en faveur du renforcement de la coopération économique entre l'Afrique et la France, la Chambre de Commerce et d'Industrie Panafricaine (PACCI) et CCI France ont signé hier un Mémorandum d'Entente (MoE) stratégique visant à intensifier les échanges commerciaux, l'investissement, l'innovation et la collaboration entre les entreprises françaises et africaines.

L'accord a été signé à Nairobi par Kebour Ghenna, Directeur Exécutif de PACCI, et Alain Di Crescenzo, Président de CCI France. L'initiative a été coordonnée avec le soutien de Nicolas Bonnet, Directeur Exécutif de CCI France.
Ce partenariat marque le début d'une collaboration plus structurée et opérationnelle entre les deux institutions, conçue pour rapprocher les entreprises africaines et françaises à travers des initiatives concrètes, notamment des missions commerciales, des rencontres B2B, des forums d'investissement, des programmes d'appui aux PME, des coopérations en faveur des startups, le renforcement des capacités et l'échange de données sur les marchés.

CCI France, qui coordonne un réseau national de 122 chambres de commerce et d'industrie à travers la France, représente l'un des écosystèmes d'accompagnement des entreprises les plus étendus d'Europe, fédérant des milliers de dirigeants et d'entreprises dans de nombreux secteurs d'activité.
Dans le cadre de cet accord, les deux organisations s'engagent à :
faciliter l'accès aux marchés pour les entreprises africaines et françaises ;
accompagner les PME et les startups dans leur développement à l'international ;
organiser des missions conjointes de commerce et d'investissement ;
promouvoir des partenariats sectoriels dans des domaines tels que l'énergie, l'agriculture, les infrastructures et l'économie numérique ;
renforcer l'entrepreneuriat et le développement des compétences ;

accroître les flux d'investissement bilatéraux entre l'Afrique et la France.
Le MoE prévoit également la mise en place d'un Comité de Pilotage Conjoint et d'un cadre de Plan d'Action Annuel, afin de garantir que la mise en œuvre aille au-delà d'une coopération symbolique pour produire des résultats mesurables.

Des observateurs ont qualifié cet accord d'opportun, alors que les marchés africains continuent d'attirer une attention internationale croissante dans le cadre de la Zone de Libre-Échange Continentale Africaine (ZLECAf), et que les entreprises françaises cherchent à s'engager plus profondément avec le secteur privé et les marchés de consommation en pleine expansion sur le continent.

Le partenariat PACCI–CCI France devrait ouvrir de nouveaux canaux de coopération institutionnelle entre les chambres de commerce des deux régions et créer des plateformes renforcées pour les entreprises à la recherche de partenariats transfrontaliers et d'opportunités d'investissement.

Pour PACCI, cet accord renforce également son rôle croissant en tant que plateforme continentale pour l'intégration du secteur privé, la facilitation des échanges et les partenariats commerciaux internationaux à l'échelle de l'Afrique.

The Pan African Chamber of Commerce and Industry (PACCI) is sharing its latest issue of Policy Pointer, “Chambers Are Not ‘Overhead’; They Are Infrastructure,” highlighting the critical role of chambers and business associations in enabling effective AfCFTA implementation and connecting SMEs to cross-border trade opportunities.

In addition, PACCI is conducting a short survey to ensure the voice of chambers and business associations is clearly reflected in AfCFTA implementation, capturing key barriers, informing policy recommendations, and strengthening collective private sector advocacy.

Africa’s industrialization agenda cannot move forward without a strong, coordinated private sector.
At the 39th African Union Summit, leaders from government, business, and global institutions will convene to address how technology transfer, South–South cooperation, and enabling frameworks can accelerate Agenda 2063.

The Pan-African Chamber of Commerce and Industry (PACCI) will participate in a high-level dialogue organized by the UN Sustainable Development Solutions Network (SDSN), in collaboration with the African Union Commission and AfroChampions. Held on the margins of the Summit, the discussion focuses on practical pathways for industrial transformation and the role of the private sector in driving sustainable growth.

A key highlight of the program is the Inaugural African Business Leaders Group (ABLG) Roundtable, which will bring together senior policymakers and global corporate partners to discuss “Empowering the African Private Sector to Meet Africa’s Industrialization Imperative.” The session will examine the institutional and policy conditions required for African businesses to scale, compete, and lead industrial development.
