UN Fact Finding Delegation Meets Leaders of Oromo Federalist Congress - OFC on the 2026 National Election; The Party Lays Down Key Demands for the Election

Finfinne, Oromia, Ethiopia – July 4, 2025. A high-level delegation from the United Nations met with the leadership of the Oromo Federalist Congress (OFC) this week in a crucial meeting focused on the conditions for Ethiopia’s 7th General Election, scheduled for 2026. The OFC presented a detailed and unsparing assessment of the country's political crisis, laying down a series of "non-negotiable" demands for the government that must be met to ensure a free, fair, and credible electoral process.

The meeting at the OFC headquarters brought together key figures from the OFC and the international community. The OFC was represented by its Chairman, Professor Merera Gudina, and the party’s Public Relations Head, Mr. Sultan Kassim. The UN delegation included Mr. Akinyemi O. Adegbola, Chief Electoral Officer of the UN's Electoral Assistance Division at the UN Office to the African Union (UNOAU), and Dr. Zebulon Suifon Takwa , a Peace and Development Adviser from the UN Resident Coordinator's Office.

Professor Merera conveyed to the officials that the OFC’s participation in the 2026 election is entirely conditional on fundamental and verifiable reforms. "A democratic election is not merely a technical exercise of casting votes; it is the culmination of a democratic process," Professor Gudina stated.

"That process does not exist in Ethiopia today. You cannot have a credible election in a state of war and rampant political persecution."

The OFC then presented a comprehensive list of specific demands directed at the Ethiopian government, urging the UN to use its diplomatic leverage to ensure they are met.

Key Demands Presented by the OFC:

I. Immediate and :

1. in Ethiopia particularly in Oromia: An immediate, verifiable, and internationally-monitored cessation of hostilities between government forces and the Oromo Liberation Army (OLA) to end the devastating conflict in the region.

2. of All Political Prisoners : The unconditional release of all OFC members, leaders, and supporters, as well as thousands of other political prisoners, journalists, and activists detained across the country.

3.Guaranteed to Operate: A halt to the intimidation, harassment, and arrest of opposition figures. The OFC demanded the right to freely open and operate party offices across Oromia and Ethiopia and to hold public rallies without interference from local administrators or security forces.

4.Security Sector : A public, signed accord from the leadership of the FDRE Defense Force - የኢፌዴሪ መከላከያ ሠራዊት (ENDF), Ethiopian Federal Police, and regional security forces (including Oromia Police) pledging their complete neutrality in the political process and establishing an independent body to investigate violations.

II. :

1. A Pre-Election All-Party Summit: A between the ruling party and all major opposition parties to agree on a clear electoral roadmap, including the timeline, security arrangements, and the rules of engagement.

4. Equitable Media Access ( ): A legally binding framework, overseen by an independent body, to guarantee fair and equitable airtime on state-owned media ( Ethiopian Broadcasting Corporation, OBN Afaan Oromoo ) for all registered political parties, breaking the ruling party's media monopoly.

5. A : A commitment to making the ongoing National Dialogue process genuinely of all political and armed groups and ensuring its conclusions on fundamental issues like and are binding.

Mr. Sultan Kassim, the party’s PR Head, reiterated the gravity of the demands. "These are not just talking points for a meeting; they are the bedrock of a democratic transition," he said. "We want to participate, but we will not be props in a political theater designed to legitimize a flawed process. The government's actions in the coming months will determine if a real election is possible."

The UN delegation, tasked with assessing the pre-electoral environment, listened intently. The visit by Mr. Adegbola, a top UN electoral expert, and Dr. Takwa, a peace and development advisor, highlights the international recognition that a successful election in Ethiopia depends on resolving deep-seated political and security crises.

1. Introduction
------
The Oromo Federalist Congress (OFC) is a political party working for the rights of the Oromo people and other nations in the country. The Central Committee of the Oromo Federalist Congress (OFC) convened its third ordinary session on July 13-14, 2024. The meeting examined the OFC Executive Committee's performance report, the report on the activities of the zones in and outside of Oromia, and the OFC's views and policies.

As a result, the committee conducted a thorough assessment of the country's political environment, noting that the political reforms brought about by the struggle of the Oromo youth and others have been derailed, making it increasingly difficult to undertake peaceful struggle throughout the country. In its analysis, the committee emphasized that the country's deteriorating status is due to the ruling prosperity party. Instead of learning from previous regimes' mistakes and expanding the political sphere to move the country toward democracy, the party formed to protect the interests of a few groups has ignored the FDRI Constitution, suppressed human rights and democracy, and created a commonality of war. Brutal killings, the burning of entire villages, inflation, systematic corruption, reemergence and spread of contagious diseases, hunger, and unemployment in numerous kinds have flourished in the country.

2. Main Points Discussed at the Meeting

2.1. Report on the Activities of the OFC Executive Committee

Building its members and people into peaceful struggle is the primary role of the Executive Committee of the Oromo Federalist Congress party. However, in addition to the complete closing the political arena in the country, it become apparent that we cannot reopen the more than 200 party offices that were shut down by the government forces. The government has forcefully closed down all OFC party offices, with the exception of the ones in West Shewa and East Arsi Zone. OFC leaders and members are being subjected to torture by government officials on the pretext that they belong to or support the OLF-OLA.
Moreover, it is acknowledged that at this time, it is unpredictable as to what might occur across the nation. Our people are suffering from incalculable levels of conflict, political turmoil, beatings, arrests, kidnappings, murder, looting, repression, famine, and sickness. The current government has not listened to our repeated requests for an inclusive national dialogue aimed at averting the danger that threatens this nation.

Despite all the odds, the OFC Executive Committee did not keep quiet about the issue; instead, it identified the organization's strengths and weakness as well as suggested remedies following a thorough analysis. One of the party's strengths is that it has persevered during the country's current crisis and government dictatorship, and its people have led the people's battle.

2.2. Reports on the state of the Zones

The meeting heard reports on the situation in all of the 22 Zones of Oromia Region. The report clearly states that there is an ongoing fighting between the government and the Oromo Liberation Army (OLA) in all 22 Zones. Arrests, beatings, displacement, mass burning of civilian houses, wanton killing of farmer’s cattle, burning of people alive, and other egregious killings by government forces has become a daily occurrence in Oromia. The government is using drone weapons to kill civilians, in all the Zones of Oromia. The situation is especially critical in some zones such as Shawaa and Wallagga and in Bunnoo Baddallee. There is also widespread arson of entire villages in Arsi and East Shawaa Zones. It is especially heartbreaking that students and teachers are being killed by drone bombings while at school. Widespread corruption, hunger, disease and inflation are similarly high problems in all Zones.

It is recognized that when people bring their food and livestock to the market, they are subjected to high fees on cattle or products at the entrance and hall. On the other hand, the people are being tortured by the repeated collection of various extraordinary payments, for which no receipt is issued, in the name of militia support, National Defense Force support, and so on, and the price of fertilizer and tax burden is not commensurate with the people's capacity to pay.
2.3. Regarding Leadership Training
As part of the event, the participants received extensive leadership capacity building training on the party's position on fundamental and debatable policy issues in the country. In these, it is well agreed that the views and political direction of OFC is the one that can move the country forward. Also, they received flyers that help them spread the party position to the public.

Finally, the OFC Central Committee after holding extensive discussions on the above crucial points, it issued its position as follows.

1/The Oromo Federalist Congress (OFC) is conducting its struggle while the country and its people are facing worsening crisis than ever before; nevertheless we would like to reassure the Oromo people and other nationalities of this country that we will continue to struggle for their right under any circumstances until we achieve our goal.

2/The meeting realized that the government led by Prosperity Party cannot solve the problems of this country on its own. Therefore, the OFC calls on the Oromo people and other nationalities of this country to put aside their differences and join hands together to pressure the government to stop the threats, beatings, arrests, killings and displacement of the people.

3/By now, we believe that all political parties that have stood up for peaceful struggle have seen the losses and gains of the ruling government. The facts on the ground show that no party can solve the current crisis alone. Therefore, OFC calls on you to narrow our differences and try to solve the problems of this country together by uniting on common ground.

4/International guidelines and the realities on the ground confirm that it is never possible to hold national dialogue without a cessation of hostilities in a time of escalating conflict. However, the Prosperity government's claim that it is conducting national dialogue by enacting its own laws, forming its own national dialogue commission and conducting national dialogue in the presence of widespread war, shows its contempt for all concerned parties. Unless an urgent corrective measures are taken, this could lead to the collapse of the country. Therefore, OFC strongly urges the government to show political determination to solve the problems of this country by negotiating with the armed forces to stop any conflict in our country and to establish a national dialogue that includes all concerned parties.

5/OFC strongly appeals to the Oromo political parties that are fighting peacefully to put aside our differences and hold on to what we agree on so that we can solve this problem together.

6/OFC makes a historic call to the Oromo people everywhere to unite on the issue of Oromo and Oromia as before, to free our people from threats, beatings, arrests, killings, displacement, arson and drone strikes and stand side by side to continue our struggle.

7/The Army, Federal and State Police, Prosperity Party activists, MPs at regional and federal level, should refrain from making a historical mistake by saying that only the Prosperity Party can solve the problems engulfing the country; OFC makes a historic appeal to you to sit down and play your part in finding a lasting solution to the problems of this country.

Press Release on the intensified killing, arrest and kidnapping of OFC Members and Leadership in Oromia

In the pursuit of establishing a democratic framework in Ethiopia, our party, the Oromo Federalist Congress (OFC), has been at the forefront of challenging the oppression and coercion imposed by authoritarian regimes in Ethiopia, including the current regime under the Prosperity Party, through non-violent methods of popular resistance. This commitment has come at a significant cost, as we have endured and continued to endure severe consequences. Over the past few years, our key leaders and members have frequently faced arbitrary arrests and extrajudicial killings at the hands of the regime's forces and our offices were closed down. Lately, the regime's strategy has involved closely monitoring and obstructing any attempts we undertake to strengthen the organizational structure of our party at grassroots level. This in essence emanates from the grand strategy of the regime to silence all voices of opposition effectively closing the political space before the forthcoming election, if at all.

The government has persisted in apprehending and forcibly disappearing of our leaders across Regional State of Oromia. To mention a few:
1. Mr. Shemeni Begna Rabo, Central Committee member of OFC and Organizer of the East Shewa zone OFC Committee, was detained in Adama Town on April 17, 2024, by governmental forces.
2. Mr. Girma Chala, the Organizer of the South West Shewa Becho district OFC Committee has been in custody since March 16, 2024, released three days before.
3. Mr. Sorsa Sima, OFC member, was apprehended without charges on March 29, 2024, in Tulu Bolo town of Southwest Shewa zone.
4. Mr. Dejene Girma Hurrisa, a member of the North Shewa OFC Committee, was abducted from Fiche town on March 29, 2024, by the government forces and has been reportedly subjected to torture up to the current day.
5. Mr. Kebebe Wakjira Beji, chairman of the OFC league for individuals with disabilities, has been arrested in Burayu town since March 2, 2024.
6. Mr Mahamed Doyyo Kukubo a member who has been arrested and illegally detained in Dirre Woreda Mega town since April 19, 2024.
7. Melese Chala Gobena, West Shewa zone Bako Woreda OFC Committee Coordinator, forcibly disappeared by the regime forces since October 23, 2022.
8. Fikadu Ayana Faji, Central Committee Member and East Wolega Zone OFC Committee Coordinator, was forcibly disappeared by the regime forces since October 18, 2022.

All of these leaders and members have been arrested without a court warrant and they have never been brought before court of law nor has any charge been presented against them until today. We believe that the intensification of killing, arrest and kidnapping of our leadership and members shows the level of lawlessness, lack of legitimacy and desperation of the regime in power, nevertheless, the illegal measures that does not deter us from our peaceful struggle. We openly tell that we are determined to continue with our peaceful struggle for justice in Ethiopia.

We sadly see the regime in power uses propaganda in the media it controls to portray itself as peaceful and willing to talk with lawfully registered opposition parties in a peaceful way. It appears to call on armed groups to peacefully engage in the country's political process. However, the regime's recent actions demonstrate that it does not sincerely desire to discuss and resolve the country's deep-rooted political problems through dialogue, despite lip service to peace. No armed group can consider the regime's plea for peace and discussion while witnessing how the regime punishes members of the opposition parties who are lawfully registered and formally participating in the nonviolent campaign for democracy.

We call upon the Ethiopian government to stop targeting our leaders and members merely for their political views. We demand the immediate release of all political prisoners in the country and to genuinely sit down with the opposition to find a political solution for the current quagmire and rescue the nation from the impending disaster. We call upon the international community to step up their pressure on the regime in power to respect the Constitution and open up the closed political space. We call upon the Ethiopian people in general and the Oromo people in particular to realize the true nature of the authoritarian regime and step up their non-violent struggle for freedom, peace and democracy siding with their leading opposition party.
