Nordic Development Fund Nordic Development Fund (NDF) is a multilateral development finance institution that provides financing for climate change projects in developing countries.

The Nordic Development Fund (NDF) is the joint development finance institution of the Nordic countries - Denmark, Finland, Iceland, Norway and Sweden. The Fund provides grant financing for climate change interventions in low-income countries. NDF grants are made in cooperation with bilateral and multilateral development institutions.

🌊 Unlocking blue economy investments in the Small Island Developing States (SIDS).

Outrigger Impact Fund I has reached its first close, paving the way for increased investments in blue economy businesses across SIDS to strengthen climate adaptation, resilience and nature-positive outcomes.

As a catalytic investor, NDF has committed USD 8 million in junior equity, enabling Outrigger Impact Fund I to achieve its first close and mobilise additional investments. NDF has also provided a USD 1.5 million grant to support the Outrigger Technical Assistance Facility (OTAF), which supports and develops the capacity, capability and ecosystem for blue economy SMEs within SIDS. 🌎

“NDF is pleased to be an early investor in the Outrigger Impact Fund. The Fund aligns closely with NDF’s priorities to help close the adaptation financing gap while strengthening nature and biodiversity in some of the world’s most climate-vulnerable countries. SIDS and the blue economy remain significantly underfunded, and we welcome Outrigger’s focus on these areas and its ambition to mobilise investment where it is needed most,” says Michelle Voon, Program Manager at NDF.

📢🌱 The Africa Rural Climate Adaptation Finance Mechanism (ARCAFIM) has officially been launched at . Structured by International Fund for Agricultural Development (IFAD) with Equity Bank Limited, the USD 200 million blended finance initiative will mobilise climate adaptation investments for rural communities, smallholder farmers and rural MSMEs across Kenya, Uganda, Tanzania and Rwanda.

As a co-financier, NDF is supporting this innovative mechanism alongside the Green Climate Fund, the Ministry for Foreign Affairs of Finland, the Ministry of Foreign Affairs of Denmark and the European Union.

ARCAFIM aims to improve access to climate adaptation finance for approximately 260,000 smallholder producers and 500 MSMEs. At least 50% of beneficiaries will be women and 30% young people, helping strengthen food security for around 1.2 million people. 🌍

Together with our Nordic and international partners, we are proud to reduce investment risk and mobilise financing for smallholder farmers and rural MSMEs. Last week, NDF’s Managing Director Satu Santala took part in GRID-Arendal & NorNAB’s roundtable at Arendalsuka, highlighting NDF’s catalytic role in working with partners from an early stage to co-create projects and financing models, build markets, and scale solutions that have demonstrated results.

Participants explored key challenges and opportunities for mobilising private capital for development and climate investments, focusing on risk-sharing and tailored investment structures. The discussions also emphasised the need for stronger Nordic cooperation to leverage complementary instruments and expertise. 🤝💡
