FIJI CALLS FOR COP31 TO TURN CLIMATE COMMITMENTS INTO ACTION

Fiji is calling for COP31 to deliver real climate action that reaches vulnerable communities and responds to the realities faced by Small Island Developing States.

Speaking during the Plenary Discussion on COP31 Priorities at the Pacific Pre-COP31 in Nadi, Minister for Rural, Maritime Development and Disaster Risk Management Hon. Mosese Bulitavu said global climate commitments must now translate into meaningful action.

Fiji’s priorities include stronger global efforts to limit temperature overshoot and keep the 1.5°C goal within reach, supported by climate finance that is easier and faster for Small Island Developing States to access.

The country is also calling for the ocean to be placed at the heart of global climate action, recognising its importance to Pacific livelihoods, food security and resilience.

For Fiji, a successful COP31 must deliver stronger adaptation, accessible climate finance, greater emissions reductions and stronger protection of the ocean.

“COP31 must be the COP where commitments become delivery,” Minister Bulitavu said.

These priorities will form part of Fiji’s message from Nadi to Antalya, ensuring the experiences and needs of Pacific communities remain firmly represented in global climate discussions.

FIJI ADVANCES CLEAN ENERGY TRANSITION FOR A MORE RESILIENT PACIFIC

Fiji is strengthening efforts to accelerate the transition to clean and renewable energy, with a focus on securing affordable financing and turning regional energy ambitions into practical projects.

Minister for Public Works, Meteorological Services and Transport Hon. Ro Filipe Tuisawau opened the Pacific Regional Dialogue on Energy Transition Investments and Finance on the sidelines of Pre-COP31 at the Crowne Plaza Fiji Nadi Bay Resort today.

Convened by the Fiji Government, the Pacific Community (SPC) and the International Renewable Energy Agency (IRENA) through the SIDS Lighthouses Initiative, the Dialogue brings together Pacific leaders and development partners to explore practical solutions for renewable energy investment and financing.

Under Fiji’s NDC 3.0, the country has committed to reducing energy sector emissions by 36 per cent below business-as-usual levels by 2035, while working towards close to 100 per cent renewable grid-connected electricity by 2035.

Minister Tuisawau said the priority now is moving from planning to implementation, with affordable and appropriate financing critical to delivering renewable energy projects that benefit communities.

Discussions are also focusing on stronger project preparation, supportive regulatory frameworks, greater regional cooperation and a shared Pacific position ahead of COP31.

“If we can bridge the gap between ambition and implementation, we will not only accelerate renewable energy deployment. We will also strengthen resilience, improve energy security, create new economic opportunities, and deliver lasting benefits for communities across our Blue Pacific Continent,” Hon. Tuisawau said.

Fiji’s development cooperation agreement with the Cook Islands dominated the bilateral meeting of Prime Minister Sitiveni Rabuka and Mr Mark Brown in the margins of the Pacific PreCOP in Nadi today.

The leaders also discussed areas of mutual interest, including trade, connectivity, labour mobility and diaspora engagement, reaffirming the close partnership and shared priorities between the two Pacific nations.

YELLOW RIBBON SYMPOSIUM CONTINUES TO PROMOTE SECOND CHANCES AND REINTEGRATION

The Fiji Corrections Service is preparing to take its message of rehabilitation, acceptance and second chances to Savusavu, Cakaudrove, when the Yellow Ribbon Symposium is held in March 2027.

Representatives of the Fiji Corrections Service recently visited the State House to brief His Excellency the President, Ratu Naiqama Lalabalavu, on preparations for the symposium and its focus on supporting individuals who have served their sentences to successfully reintegrate into society.

President Lalabalavu welcomed plans to host the event in Cakaudrove and commended the Fiji Corrections Service for its continued work in rehabilitation and reintegration.

With the theme “Second Chances,” the symposium will encourage greater acceptance, forgiveness and compassion towards former inmates and help address the stigma they can face when returning to their families and communities.

President Lalabalavu emphasised that rehabilitation is a shared responsibility and encouraged communities across Fiji, including the 14 provinces, to support former inmates in rebuilding their lives and becoming productive members of society.

FIJI COMMITS TO USD $10 MILLION TO PACIFIC RESILIENCE FACILITY

Fiji will contribute USD $10 million to the capitalisation of the Pacific Resilience Facility.

Prime Minister Hon. Sitiveni Rabuka made this announcement while addressing Forum Leaders, Ministers, partners and development stakeholders at the “Turning Climate Finance Into Community Resilience through the PRF” side-event on the margins of the PreCOP31 conference in Nadi this morning.

Prime Minister Rabuka said Fiji’s contribution demonstrated its confidence in a Facility designed and led by Pacific countries to ensure climate finance reaches vulnerable communities in a timely and accessible manner.

“For a nation of our size, this is no small commitment,” Prime Minister Rabuka said.

He said the PRF reflected the Fijian spirit of solesolevaki, where communities work together and contribute what they can to achieve a common goal.

“That is the spirit behind the Pacific Resilience Facility,” he said.

The PRF is a Pacific-owned, Pacific-led and Pacific-managed international financial institution designed to provide grant financing for climate resilience without adding to the debt burdens of vulnerable countries.

Hon. Rabuka said Pacific communities already understood the climate risks they faced but often lacked access to finance at the scale and speed required to implement local solutions.

“What they too often lack is not knowledge or will, but finance that arrives in time, at the scale required, and on terms that do not add to the burdens they already carry,” he said.

Hosted by the Kingdom of Tonga, the PRF is now operational, with its first grants already reaching communities across the region.

For this, PM Rabuka said Fiji’s contribution was also a call for other partners to support the PRF as Forum Leaders work towards its USD 500 million capitalization target.

“I therefore ask our partners to join us. Invest in the PRF, so that we arrive at COP31 in Antalya showing the world that the means to enhance resilience can be built from the ground up,” he concluded.

Fiji ratified the PRF Treaty in May, helping bring the Facility into force.

Fiji has further strengthened its partnership with the Asian Development Bank (ADB), with Prime Minister Honourable Sitiveni Rabuka joining ADB President Mr Masato Kanda, Minister for Finance Hon. Esrom Immanuel and ADB Director General for the Pacific Department Ms Emma Veve for the signing of an agreement aimed at advancing Fiji’s climate readiness and mobilising financing for critical infrastructure and development priorities, strengthening resilience for communities and the national economy.
