DIPLOMATIC CORPS BRIEFED ON PACIFIC PRE-COP31

Members of the diplomatic corps accredited to Fiji were today briefed on preparations for the Pacific Pre-COP31, to be hosted by Fiji from 5–8 October 2026 in partnership with Tuvalu and Australia.

The briefing was attended by Heads of Mission, representatives of resident diplomatic missions, United Nations agencies and development partners.

Missions were taken through the shape of the meeting, including the preparatory sessions in Nadi and the Leaders' component to be held in Tuvalu, and the arrangements being put in place for delegations, including registration and accreditation, visa facilitation, protocol and liaison support, accommodation, transport and security.

Pre-COP31 is not only a moment to bridge gaps across negotiation agenda's ahead of COP31, but it is also an opportunity to share priorities and experiences of Pacific Island countries in shaping the discussions carried into COP31.

We thank all the diplomatic corps for their continued support and look forward to welcoming delegations to Pre-COP31 in October.

NABORO TRADITIONAL LANDOWNERS TO GET HIGHER LEVY

Traditional Landowners of the Naboro Landfill will receive a higher community levy following Cabinet approval of a revised agreement with the Yavusa Bativudi.

The levy will increase from 78 cents to 85 cents for every tonne of waste received at the Naboro Landfill.

Speaking in Parliament, Minister for Information, Environment and Climate Change Hon. Lynda Tabuya said while the Naboro Landfill is on State Freehold Land, it is the ancestral land of the Yavusa Bativudi and Government recognises the need to ensure the community receives tangible benefits from the use of its land.

The Community Levy Agreement has been in place since 2014, with funds supporting education, housing, village development, investment, funerals and other community obligations.

The Yavusa Bativudi requested a review of the levy in 2024, including an increase and a fairer distribution of the benefits.

The Minister said Government consulted the community, the iTaukei Affairs Board and relevant Government agencies before undertaking a Cost Benefit Analysis.

“We sought a balance: fair to the landowners, responsible to taxpayers, and sustainable for Naboro.”

Cabinet approved the revised agreement in July 2026, with a flat 20 per cent allocation across five areas including education, village housing, capital development investments, village development, and funeral and village functions.

The revised agreement will run for five years, from 1 July 2024 to 30 June 2029, in line with the current Naboro Landfill operating contract.

STATE HOUSE VISIT FOR NAVATU U19 TEAM

Navatu Secondary School’s Under-19 rugby team has been recognised for making history as the first team from the Northern Division to reach the Vodafone Fiji Secondary Schools Rugby Union Super Deans Under-19 final.

The Cakaudrove-based team visited the State House today and met with His Excellency the President, Ratu Naiqama Lalabalavu, ahead of their much-anticipated final against Lelean Memorial School tomorrow at HFC Bank Stadium in Laucala tomorrow.

President Lalabalavu acknowledged the team's achievement, while reminding the students of the importance of balancing their sporting commitments with their education.

His Excellency also highlighted the opportunities available through rugby, noting the contribution the sport has made to the livelihoods of many Fijians.

Navatu’s historic qualification for the Under-19 final is a significant achievement for the school and a proud moment for its students, families, supporters and the people of Cakaudrove.

The Head of State conveyed his best wishes to the Navatu Under-19 team as they prepare to face Lelean Memorial School in tomorrow’s final.

INVESTIGATION INTO REPORTED WASTE DUMPING NEAR WAILOALOA BEACH

An investigation into the reported stockpiling of waste near Wailoaloa Beach has confirmed that the rubbish shown in a video circulating publicly had been removed from the site by the time authorities conducted an inspection today.

Department of Environment officers inspected the site at 10am today (21.08.26) following a complaint received by the Ministry of Environment and Climate Change.

As part of the investigation, officers interviewed workers near the beach and neighbouring lot owners, who advised that waste is regularly transported to the location, temporarily unloaded and later taken to the Vunato Dump in Lautoka.

The investigation is continuing to establish the identity of the company responsible for transporting the waste. No company has been identified or attributed responsibility at this stage.

The Department is also cross-checking its records to determine whether the waste transport operator holds the necessary permits or approvals for the handling, temporary storage and transportation of waste.

Businesses and waste operators are reminded that waste transportation must only be undertaken by companies holding a valid Waste Transport Permit issued by the Department of Environment. Waste must also be handled, stored and disposed of at approved sites in accordance with Fiji's environmental laws and relevant permit conditions.

Under section 10(2) of the Litter (Amendment) Act 2026, a corporate body may face a maximum fine of $10,000 for a first offence and $20,000 for a second or subsequent offence.

Permanent Secretary for Environment and Climate Change, Dr Sivendra Michael, acknowledged members of the public for reporting suspected illegal waste disposal.

“Members of the public play an important role in helping us identify activities that cause harm to our environment. We thank those that continue to support the Ministry in reporting suspected illegal dumping so that proper investigations and actions can be enforced accordingly,” PS Michael said.

The investigation will continue to establish the circumstances surrounding the activity and whether relevant environmental requirements have been complied with.

The Government’s buy-back scheme, together with the agreed repayment arrangements to Government, has created a pathway for the people of Munia to work towards reclaiming ownership of their 1,110-acre ancestral land.

The development was deeply emotional for many and represents the fulfilment of a hope carried through generations.

They have expressed their sincere appreciation to the Government for its efforts and commitment in facilitating this process.

NIUSAWA STUDENTS ENCOURAGED TO MAKE THE MOST OF OPPORTUNITIES

Students of Niusawa Methodist Secondary School in Taveuni were urged to remain focused on their education, work hard and make the most of opportunities available to them as they plan for their future.

During a visit to the State House today, the students met with the President of the Republic of Fiji, His Excellency Ratu Naiqama Lalabalavu, and gained an insight into the roles and functions of the State House.

The visit provided the students with an opportunity to experience one of Fiji’s important national institutions and learn more about its role in serving the nation.

President Lalabalavu encouraged the students to use their visit to the Capital to reflect on their dreams, interests and future aspirations, while considering the different pathways available to them.

The students were also urged to explore opportunities and programmes offered by Government that could support their skills development, further education and future career goals.

The Head of State reminded the students that achieving their goals requires determination, discipline and sound decision-making. NADI INTERNATIONAL AIRPORT REMAINS FULLY OPERATIONAL AMID AVIATION FUEL SUPPLY RESTRICTIONS

Nadi International Airport remains fully operational, with an additional 1.3 million litres of Jet A-1 aviation fuel released into available stock this morning to provide some relief as current fuel supply restrictions continue.

There are no airport infrastructure, operational or aviation safety issues arising from the fuel supply situation, and the airport continues to operate normally.

Fuel availability, however, remains restricted and the additional stock should not be interpreted as a return to unrestricted supply. Current restrictions will remain in place pending the arrival of the next fuel shipment, which is expected to replenish stocks and improve supply levels.

The Ministry of Tourism and Civil Aviation confirms that Fiji Airports is continuing to manage the situation in coordination with aviation industry stakeholders.

A revised Notice to Airmen (NOTAM) advises scheduled airlines to liaise directly with the fuel supplier regarding their individual fuel allocations and make arrangements based on available supply. Non-scheduled flights are expected to uplift fuel from alternative sources where possible.

Since July 2026, Fiji Airports has processed NOTAMs relating to fuel supply restrictions as requests have been received, including NOTAM A0993/26 issued in August.

Some international airlines have adjusted their flight schedules and fuel uplift arrangements as part of contingency measures while the supply restrictions remain in place.

Until the next shipment arrives, available fuel will continue to be distributed on a controlled basis to ensure reserves are managed efficiently and responsibly.

Fiji Airports continues to work closely with JUHI, fuel suppliers, airlines and the Civil Aviation Authority of Fiji to monitor the situation and minimise disruption to aviation services.

HEALTH CENTRE FOR DADA, NAMOSI

The Central Division is currently working towards establishing a Health Centre at Dada in the Namosi Highlands, under the Serua-Namosi Subdivision.

This was confirmed by the Minister for Health and Medical Services, Hon. Ratu Atonio Labalavu, while informing Parliament about plans to upgrade Nursing Stations to Health Centres.

Minister Lalabalavu said the Ministry of Health and Medical Services uses seed funding to carry out initial preparatory works for identified Nursing Stations that are being considered for upgrading to full Health Centres.

He said the conversion of a Nursing Station into a Health Centre requires a dedicated medical officer to oversee the facility, both legally and operationally.

In the Eastern Division, Soso Nursing Station in Kadavu and Moce Nursing Station in Lau are progressing towards Health Centre upgrades, while in the Western Division, Nawaicoba Nursing Station has already been upgraded to a Health Centre.

“Individual sub-divisional projects proceed in waves based on urgency and regional equity. Recent developments include the localised upgrade of facilities like the Soso Nursing Station in Kadavu to decentralise care from regional hubs like Vunisea Hospital,” Minister Lalabalavu said.

FIJI STRENGTHENS FIGHT AGAINST FINANCIAL CRIME

Fiji will undergo an international assessment in September 2026 of its systems for combating money laundering, terrorist financing and proliferation financing.

Key money laundering risks identified include illicit narcotics, organised crime, tax and customs-related crimes, illegal fishing, bribery and corruption.

Recent enforcement efforts include a major forfeiture case involving properties valued at $9 million, while approximately $11 million in active forfeiture cases are currently being pursued, mostly linked to drug cases.

The assessment will help identify areas where Fiji can further strengthen its response to financial crime.
