FUNCTIONS OF THE COMMISSION

The role of the secretariat is to facilitate the functions of the Fiji Higher Education Commission in developing and regulating the higher education sector to enable growth and responsiveness to the changing social, economic and cultural needs of the nation and region as well as to the changing needs of students and modes of teaching and learning. In carrying out its r

ole, the secretariat provides support and follows up on operational plans towards fulfilling the eleven (11) mandated functions of the Commission:

a. To register and regulate higher education institutions according to provisions of the Promulgation;

b. To foster and safeguard the national interest, the interest of
students and parents and also of local higher education providers;

c. To establish national standards for different qualifications;

d. To oversee the review process of higher education institutions;

e. To provide assurances that programmes developed by institutions meet national standards;

f. Promote the development of Fiji as a knowledge society;

g. To allocate government funds marked for higher education annually for higher education institutions according to transparent and well publicized criteria for allocation;

h. To foster cooperation among higher education institutions and linkages between higher education institutions and industry;

i. To maintain a database of higher education information;

j. To develop or cause to be developed an academic broadband facility for use by higher education institutions;

k. To make recommendations to the Minister with respect to issues consistent with its functions including special projects.

The first official day of the 2026–2027 financial year, Monday, 3 August 2026, marked a historic milestone for the Higher Education Commission Fiji (HECF).

To commence the new financial year with purpose and vision, HECF officially launched three major initiatives that will guide the Commission's work in the years ahead:
✅ HECF Strategic Plan 2026–2030
✅ HECF Monitoring & Evaluation (M&E) Portal
✅ HECF Annual Business Plan 2026–2027

Speaking at the launch, HECF Chair Ms Rokobua Naiyaga said it was fitting that the Strategic Plan was launched on the very first official day of the new financial year.

"It sends a powerful message that every dollar we invest, every programme we implement, every decision we make, and every partnership we build from today onwards will be guided by a clear vision and a shared purpose."

Presenting the new HECF Monitoring & Evaluation Portal, Director Dr Eci Naisele highlighted the Commission's commitment to transforming the way it measures performance and impact.

"Today, we move from manual reporting to intelligent reporting. We move from scattered information to one trusted source of truth. We move from simply recording activities to measuring impact."

He added that the portal represents far more than technology.

"It represents a new culture for HECF—a culture where planning, implementation, monitoring, learning and continuous improvement work together as one integrated system."

The launch reflects HECF's commitment to excellence, accountability and innovation as it continues to strengthen Fiji's higher education sector.

Rain Could Not Stop the Spirit of QVS Cadets

The Director of the Higher Education Commission Fiji, Dr Eci Naisele, challenged the 2026 Queen Victoria School Cadet Corps to carry the values of discipline, courage and service beyond the parade ground and into every stage of their lives. Speaking as Chief Guest at the Pass Out Parade, Dr Naisele reminded the cadets that while qualifications are important, it is character that will determine their success as future leaders.

Despite heavy rain and strong winds, the QVS cadets delivered an inspiring display of precision, resilience and military discipline. Dr Naisele commended the young men for demonstrating that true leadership is forged through perseverance and sacrifice. He also acknowledged the Republic of Fiji Military Forces, teachers, parents and the wider school community for helping shape the next generation of leaders, urging the cadets to always choose honesty over convenience, service over selfishness, and courage over comfort as they continue to uphold the proud QVS motto, "Floreat Viti."

HECF Compliance Officer- Programmes Accreditation Ms Mere,Sulua represented the Higher Education Commission Fiji at the HECF exhibition booth during the launch of the 2026 TVET and Enterprising Week, organised by the TVET Section of the Ministry of Education and held at Jai Narayan College this week.

The event provided a great opportunity for the HECF team to connect with students, share information about higher education pathways and qualifications, and also conduct a student survey as part of the ongoing review of the Fiji Qualifications Framework.

The Higher Education Commission Fiji (HECF) and the Tertiary Scholarships and Loans Service (TSLS) have signed a Memorandum of Understanding (MoU) to strengthen collaboration in support of higher education, student success and national development in Fiji.

Signed on Tuesday, 7 July 2026, the MoU will guide closer cooperation between the two statutory bodies in areas such as information sharing, monitoring of higher education institutions, student support, and aligning scholarship funding with accredited and quality-assured programmes.

TSLS Chair, Ro Teimumu Kepa, said the partnership is important in ensuring that government-funded scholarships continue to support accredited courses and programmes that respond to Fiji’s workforce and development needs.

HECF Chair, Ms Rokobua Naiyaga, said the MoU reflects a shared commitment by HECF and TSLS to work together to strengthen the quality, relevance and accountability of higher education in Fiji, while keeping the interests of students at the centre of the partnership.

The collaboration will also support better coordination between the two institutions in policy development, data sharing, learner welfare and sector planning, helping to ensure that higher education investment delivers stronger outcomes for students, institutions and the nation.

The Higher Education Commission Fiji (HECF) successfully concluded its in-house consultation on the review of the Fiji Qualifications Framework (FQF), bringing together HECF staff, Commissioners, and representatives from the Fiji Qualifications Council (FQC) for a productive day of collaboration and dialogue.

The consultation was attended by HECF Chair, Ms Rokobua Naiyaga, and Commission Member Dr Penueli Emi. Representing the Fiji Qualifications Council were Mrs Atelini Koroi, Ms Taraivosa Tuitoga, Mr Eremasi Tamanisau, and Mr Pravee Maharaj.Their valuable expertise and contributions enriched the discussions.

Conducted in a World Café-style interactive consultation, the session encouraged participants to openly share ideas and recommendations on key areas, including the structure of the FQF, micro-credentials, artificial intelligence, disability and inclusion, recognition of prior learning and traditional knowledge, and the recognition of secondary school qualifications.

HECF Director Dr Eci Naisele expressed his sincere appreciation to the Commissioners, FQC representatives, and HECF staff for their active participation and thoughtful contributions. He emphasised that the review of the FQF is a collaborative national effort and that the insights gathered during the consultation will help shape a qualifications framework that is future-focused, internationally recognised, and responsive to the aspirations of all Fijians.

The Higher Education Commission Fiji (HECF) successfully conducted its third Fiji Qualifications Framework (FQF) Review Consultation for stakeholders from Tavua, Ba, Vatukoula, and Rakiraki on Thursday, 25 June 2026.

The consultation was hosted at Tavua College, where stakeholders actively participated in engaging discussions and shared valuable recommendations on strengthening Fiji's qualifications system. The lively exchange of ideas and experiences reflected the strong commitment of participants to ensuring the Fiji Qualifications Framework remains relevant, responsive, and aligned with the country's future education and workforce needs.

HECF extends its sincere appreciation to the Principal and staff of Tavua College for generously hosting the consultation. A special thank you also goes to the College's Vocational Studies Hospitality students for preparing and serving the catering. Their professionalism and culinary skills were greatly appreciated by all in attendance.

The consultation concluded on a positive note, with participants expressing a deeper understanding of the Fiji Qualifications Framework and taking away valuable knowledge from the interactive sessions.

The Higher Education Commission Fiji (HECF) successfully conducted a two-day Fiji Qualifications Framework (FQF) Review Consultation for stakeholders from Nadroga, Nadi, and Lautoka at Tanoa Skylodge Hotel from 23–24 June 2026.

The consultation attracted enthusiastic participation from representatives across the education and training sector, industry, government agencies, and other key stakeholders. Participants actively engaged in discussions, openly shared their experiences, and confidently put forward practical recommendations to strengthen Fiji's qualifications system.

One of the key outcomes of the consultation was the increased understanding of the Fiji Qualifications Framework among participants. Through interactive discussions and collaborative activities, stakeholders gained deeper insights into the purpose of the Framework, its role in supporting quality education and lifelong learning, and the importance of ensuring it remains relevant in a rapidly changing world.
