REALB successfully conducted its April Talanoa Sessions focused on Capital Gains Tax (CGT), in collaboration with guest speakers from the Fiji Revenue and Customs Service (FRCS).

The Western Division session recorded 10 in-person participants, with an additional 10 who joined via Zoom, while the Central Division session had 12 in-person participants and 7 who joined online, including 2 agents from the Northern Division.

The Western session featured Esala Vukinavanua (Senior Education Specialist, Education) and Keshwa Mani (Manager Enforcement, Returns Management – Revenue) from FRCS, while the Central session was led by Ledua Tagilala (Assistant Manager Customer Engagement, Taxation – Revenue Collection).

Discussions centred on building a clear understanding of CGT in Fiji, including how CGT is calculated, what constitutes a capital asset, and when CGT applies. Participants also explored CGT exemptions, deferred CGT provisions, and situations where gains were subject to Income Tax instead.

The sessions also covered reporting and compliance requirements, including filing obligations, payment timelines, and the impact of CGT on property settlements. Practical examples and exercises were used to strengthen participants’ understanding of CGT computation.

REALB continued to deliver Talanoa sessions as part of its ongoing commitment to enhancing awareness, compliance, and professionalism within the real estate sector.

RE: REALB WELCOMES NEW BOARD MEMBER

The Real Estate Agents Licensing Board (REALB) is pleased to announce the appointment of Mr David Edward Solvalu as a new member of the Board, where he will focus on strengthening regulatory oversight and policy development in Fiji's real estate sector.

Mr Solvalu is a Barrister & Solicitor with over a decade of experience in legislative drafting, regulatory law, and public policy. He holds a Master of Laws (LLM) from the University of Edinburgh, a Professional Diploma in Legislative Drafting, and a Bachelor of Laws from the University of the South Pacific.

His professional background includes senior legal roles within the Fijian Government and Statutory Bodies. As Chief Legal Counsel at the Fijian Competition and Consumer Commission (FCCC), he led the Legal Department and advised on corporate governance, regulatory compliance, and enforcement matters. Before that, he spent nearly six years in the Office of the Attorney-General, where he was responsible for drafting legislation across multiple sectors, including competition, consumer protection, land transport, immigration, and climate change.

More recently, as Founder and Consultant of Solara Law & Policy, Mr Solvalu has undertaken significant law reform projects for government ministries and international organisations. His work has included reviewing the Fiji Immigration Act for the International Organisation for Migration (IOM), assisting the Fiji Law Reform Commission with reviews of the Information Act and Electoral Act, and contributing to the drafting of the Education Bill 2025.

Mr Solvalu has also represented the State in constitutional and judicial review matters before the High Court of Fiji. He has served as a senior negotiator for Fiji at multiple UN Climate Change Conferences (COP23, COP24, COP25), specialising in international carbon markets.

His appointment brings extensive regulatory and governance experience to the Board. His legal expertise and background in policy formulation will support REALB's ongoing work to strengthen oversight, maintain professional standards, and ensure compliance in Fiji's real estate sector.

Mr Solvalu joins the Board following the conclusion of the term of outgoing member Mr King Anwar Hussain, who served with dedication for the past two years and five months. Mr Hussain's experience as a businessman and land developer provided the Board with valuable industry insight during his tenure.

These changes come as REALB continues to strengthen its regulatory framework and enhance oversight of Fiji's real estate sector. The Board remains focused on promoting professionalism, ensuring compliance, and safeguarding consumer interests in an evolving property market.

2. Ms Caroline Waqabaca (Deputy Chairperson)
3. Ms Unise Druavesi (Board Member)
4. Mr David Edward Solvalu (Board Member)

As the world marks International Women’s Day 2026, the real estate industry celebrates the remarkable women shaping its future, inspiring pride and motivation among industry professionals and stakeholders.

Resilient. Bold. Inspiring.

Under the theme 'Give to Gain,' women are leading, excelling, and setting new standards across leadership, governance, and skills, highlighting the importance of empowerment and growth in the industry—from agents with nearly two decades of experience to branch managers across Fiji’s Central, Western, and Northern divisions.

Women now make up 33.7% of the industry (33 women to 65 men), showing steady growth over five years: 24 in 2022, 29 in 2023, 30 in 2024, 29 in 2025, and 33 in 2026—the highest recorded. 19 are from the Central Division and 14 from the Western Division.
Two women also serve on the Board, contributing to key decisions and regulatory oversight.

REALB Deputy Chairperson Caroline Waqabaca emphasises: "To encourage more women into governance roles, we must improve gender balance, create clear pathways for growth, offer targeted development programs, and strengthen equity-focused policies. When we intentionally open doors for women, our institutions grow stronger and better serve our communities.”

REALB successfully completed its final talanoa session and roadshow for quarter 2 last week in the Western Division, with 27 real estate agents and salespersons participating.

Earlier sessions were held in the Northern Division (4 participants) and the Central Division (26 participants).

The sessions were conducted by Principal Education and Anti-Corruption Officers Ms Banuve Mataitini-Wainimala and Ms Paulina Rauca from the Fiji Independent Commission Against Corruption (FICAC).

The discussions focused on understanding corrupt practices in the real estate sector, strengthening awareness of legal and ethical responsibilities, and providing guidance on reporting corruption and non-compliance. Participants also discussed the importance of transparency, accountability, and professionalism, the consequences of unethical behaviour, and the role of real estate professionals in upholding public trust and complying with regulatory requirements.

In addition, REALB conducted public roadshows in the Northern, Central, and Western Divisions to raise awareness of its role and services, educate the public on real estate regulations, answer questions, gather feedback, and promote compliance and best practices.

REALB conducts three Talanoa sessions and three roadshows each quarter as part of its ongoing public awareness and engagement programme.
