Final Programme Steering Committee Meeting – PCCMHS Phase II 🤝

Last week, the 6th and final Pacific Climate Change Migration and Human Security (PCCMHS) Phase II Programme Steering Committee Meeting was convened, bringing together members in a hybrid format.

The meeting provided an opportunity to take stock of overall programme progress, with updates from participating countries Republic of the Marshall Islands, Niue, Palau, Papua New Guinea, Tonga, and Tuvalu alongside implementing agencies. Discussions covered key programme components, including regional coordination under the Pacific Regional Framework on Climate Mobility, overall programme performance, and management updates. 🌏

The session also focused on sustainability considerations and forward-looking priorities, culminating in acknowledgment of key outcomes and the formal closure of PCCMHS Phase II.

In his closing remarks, PSC Chair and IOM Chief of Mission Solomon Kantha noted that the programme has made a significant and lasting contribution to both the Pacific and the global conversation on climate mobility. He highlighted the Pacific’s leadership in advancing practical, rights based approaches to climate related migration and emphasised that the commitment of Pacific Island countries has ensured climate mobility remains a human centred priority, focused on dignity, resilience and community support. 🌺

Launching a New Chapter on Climate Mobility in the Pacific 🌺

We’re pleased to mark the successful launch of the Pacific Climate Mobility: Regional Commitments to Localized Actions in Fiji and Tuvalu to Advance the Pacific Regional Framework on Climate Mobility Programme in Tuvalu through the inception workshop, that was held in Funafuti today with government stakeholders, civil society organizations, development partners and community leaders. 🇫🇯🤝🇹🇻

This workshop brought partners together to build a shared understanding of the programme’s goals, explore existing climate mobility financing pathways, identify priority actions tailored specifically towards the needs and priorities of the Government and the people of Tuvalu.

Funded by the IOM Development Fund, the initiative supports the ongoing implementation of the Pacific Regional Framework on Climate Mobility—a landmark regional commitment endorsed by Pacific Leaders to address migration, displacement and planned relocation in the face of climate change, while prioritizing people’s right to stay in place where possible.

Over the next two years, the programme will aim to strengthen localised action in communities to ensure climate mobility is people-centred, rights-based and culturally grounded. This represents an important milestone in advancing climate action for Pacific communities in Tuvalu and Fiji to navigate and thrive amid existing and growing challenges.

The Government of Tuvalu, in collaboration with IOM Coordination Office for the South Pacific and the International Labour Organization (ILO), marked an important milestone with the launch of three key resources: the Tuvalu Climate Mobility Trends and Capacity Needs Assessment, the Tuvalu Migration Preparedness Information Package, and the Scoping Study on Opportunities for Tuvaluan Seafarers within the International Maritime Industry.

The event was marked by the presence of Mr. Penivao Moealofa, Acting Permanent Secretary and Deputy Secretary of the Ministry of Home Affairs, Climate Change and Environment, alongside representatives from government, donor agencies, development partners, and the persons with disability community.🤝

Collectively, the three publications provide complementary insights on climate mobility, migration preparedness, and labour mobility for Tuvalu:

• The Tuvalu Climate Mobility Trends and Capacity Needs Assessment examines how climate change is influencing migration patterns and identifies priority capacity needs to address displacement, planned relocation, and voluntary migration.🌱
• The Tuvalu Migration Preparedness Information Package provides individuals and families with practical guidance to support safe and informed migration decisions. To improve accessibility across Tuvalu, the package is also being disseminated through radio programmes, brochures, and flyers, alongside the distribution of solar-powered radios to remote communities.📻📦
• The Scoping Study on Opportunities for Tuvaluan Seafarers within the International Maritime Industry assesses the current landscape for Tuvaluan seafarers, identifying challenges and opportunities for enhancing their employability.⚓

Developed under the Pacific Climate Change Migration and Human Security Programme Phase II, the Tuvalu Climate Mobility Trends and Capacity Needs Assessment and the Tuvalu Migration Preparedness Information Package were coordinated by IOM, and the Scoping Study on Opportunities for Tuvaluan Seafarers was coordinated by the International Labour Organization, in close collaboration with programme partners United Nations ESCAP Pacific Office, Platform on Disaster Displacement, UN Human Rights Pacific, and the Pacific Islands Forum, with funding support from the New Zealand Ministry of Foreign Affairs and Trade🌏

Last week in Suva, those at the forefront in search of solutions and innovation from Fiji and Vanuatu, came together for a Peer-to-Peer Exchange on Planned Relocation, an approach that turns policy into practice by putting decision-makers and technical teams side-by-side, in the places where relocation is happening.

The P2P exchange created space for honest learning across institutions and communities, moving beyond presentations to how things work in real life: coordination across ministries, sustainable financing options, and safeguards that keep relocation just, inclusive and dignified.

What made the P2P model powerful?
✅ Direct exposure to Fiji’s planned relocation frameworks, guidelines and SOPs, and the practical steps behind them
✅ Hands-on learning on risk and vulnerability tools (including CRVAM and the Risk Index for Climate Displacement)
✅ Community talanoa in Tukuraki and Vuniniudrovu, grounding policy discussions in lived experience, livelihoods, infrastructure, and long-term community led resilience
✅ A multi-stakeholder roundtable with Fiji’s relocation and displacement coordination mechanisms (FTRD/TWG), strengthening pathways

Implemented through the Pacific Climate Change Migration and Human Security (PCCMHS) programme and the Internal Displacement Solutions Fund (IDSF), the project - Advancing Durable Solutions to Internal Displacement in Vanuatu, is supported by UNDP Pacific Office in Fiji and IOM - UN Migration.

For Vanuatu, guided by national policies on climate change, DRR, and displacement, this kind of learning helps translate strong policy foundations into operational guidance, coordination, and community centred safeguards that can hold up over time.

This week marked significant progress in IOM’s ongoing support to strengthening Tonga’s immigration systems. 🇹🇴

IOM facilitated a major step forward as visa officers received training on the upcoming online visa application system. While applications are currently processed manually, the new system will significantly streamline procedures, enhance efficiency, improve data accuracy and strengthen coordination with partner agencies. It will also make services more accessible and user friendly for applicants. IOM continues to work closely with the Tonga Immigration Division of His Majesty’s Diplomatic Services to support a smooth and successful launch. 💼💻

IOM also delivered an in depth training session on the data analysis, reporting and visualization tools within MIDAS — Tonga’s Border Management Information System.

The training focused on equipping officers with the skills to generate clear, visual, and actionable immigration reports. Collecting data is essential but interpreting and applying it effectively is what drives informed, evidence based decision making. These tools will support regular reporting, movement monitoring, early detection of irregular trends, and strategic planning. 📊🔍

The second Building Family Futures (Langa Kaha’u Ma’ae Famili) workshop in Ha’apai continued the journey of supporting PALM scheme workers and their families as they transition back into life in Tonga. 🇹🇴

Throughout the workshop, returned workers and their families came together to explore ways to strengthen family wellbeing and plan confidently for the future. The sessions encouraged reflection, shared learning, and practical discussions on how families can build on the experiences and opportunities gained through the PALM scheme.

Delivered through the Family-Centred Assistance to PALM Scheme Workers (FCA-PALM) Pilot, this initiative is supported by the Australian Government and implemented by IOM in partnership with the Tongan Ministry of Internal Affairs and Ministry of Trade and Economic Development. 🇦🇺🤝🇹🇴

✨🌏 Concluding the Pacific Climate Mobility Training – Suva, Fiji

After three impactful days of collaboration, knowledge sharing and practical learning, we officially conclude the Pacific Climate Mobility Training held from 12–14 May at the Tanoa Hotel in Suva.

Throughout the training, participants from across the Pacific representing IOM, civil society, regional agencies, media and technical experts engaged in dynamic modules covering climate change science, resilience, loss and damage, human rights, human security, policy frameworks and community driven approaches to climate mobility. Through interactive exercises, scenario based activities and thoughtful dialogue, participants strengthened their capacity to support communities navigating the challenges and opportunities of climate mobility.

This fifth regional training represents a significant milestone in advancing the objectives of the Pacific Climate Change Migration and Human Security (PCCMHS) Programme, reinforcing our shared commitment to ensuring that mobility across the Pacific remains safe, dignified and grounded in cultural identity and human rights.
