Team Fiji has completed the first week of climate change negotiations at the 64th Session of the United Nations Framework Convention on Climate Change (SB64) in Bonn, Germany.

Providing an update, Fiji’s Head of Delegation and Permanent Secretary for Environment and Climate Change, Dr. Sivendra Michael, highlighted Fiji’s ongoing efforts to ensure the needs and priorities of Small Island Developing States (SIDS) are reflected in global climate decisions.

Fiji continues to advocate for:

βœ… Improved access to climate finance for Small Island Developing States (SIDS)
βœ… Long-term capacity and readiness support
βœ… Fair and equitable funding eligibility criteria
βœ… Strong science-based decision-making guided by the IPCC
βœ… Practical outcomes that benefit vulnerable communities across the Pacific

Fiji also continued to engage in discussions on adaptation, transparency, mitigation and the Global Goal on Adaptation.

Dr. Michael stressed the importance of achieving practical outcomes that will directly benefit vulnerable communities facing the impacts of climate change.

All members of the Fiji delegation attending the negotiations are fully donor-funded.

The Ministry remains committed to maintaining and strengthening these valuable partnerships as Fiji continues to advance its national and regional climate priorities.

As negotiations continue into Week 2, Fiji remains focused on ensuring Pacific voices are heard and reflected in global climate action.

The Ministry of Environment and Climate Change has conducted nationwide awareness sessions on the Environment Management Act with key agencies and organisations involved in approving development projects across Fiji.

Led by the Ministry’s Environment Impact Assessment (EIA) Unit, the sessions briefed government agencies, statutory bodies, provincial representatives, municipal councils, environmental practitioners and registered EIA consultants on the Environment Management (Amendment) Act 2025 and its implications for development planning and approval processes.

The programme was held across the Central, Western and Northern Divisions to ensure stakeholders throughout the country have a clear understanding of the amended legislation.

A key focus was the role of Licensing Authorities, which issue permits, approvals, leases and licences for development activities. These agencies are responsible for ensuring that environmental requirements are identified early and properly applied before approvals are granted.

Participating Licensing Authorities included the Department of Lands and Office of the Surveyor General, Mineral Resources Department, Forestry Department, Department of Town and Country Planning, iTaukei Land Trust Board, and the Department of Waterways.

Engagement was also extended to Municipal Councils, the Water Authority of Fiji, Housing Authority of Fiji, Fiji Ports Corporation Limited, Fiji Roads Authority, Biosecurity Authority of Fiji, Maritime Safety Authority of Fiji, Energy Fiji Limited, Provincial Conservation Officers under the iTaukei Affairs Board, and registered EIA consultants.

The central message was that environmental responsibility is not the duty of one agency alone. While development remains important for economic growth, it must be planned and carried out in a way that protects Fiji’s natural resources, communities and future generations.

The sessions also highlighted stronger compliance and enforcement provisions under the amended Act, improved coordination between agencies, and the important role of Environmental Impact Assessments in identifying and managing environmental risks before projects proceed.

Permanent Secretary for Environment and Climate Change, Dr Sivendra Michael, said the amendments are intended to strengthen accountability, transparency and discipline in development decision-making.

β€œThe amended Act is not just a legal update. It is a clear message that development approvals in Fiji must be responsible, coordinated and lawful. No agency should treat environmental safeguards as an afterthought. If a project requires an EIA, that requirement must be identified early, applied consistently and respected before decisions are made. Sustainable development is not about slowing progress. It is about ensuring progress does not come at the cost of our communities, our natural resources, or future generations.”

Dr Michael said the Ministry will continue to work closely with Licensing Authorities and stakeholders to ensure the new requirements are understood and consistently applied across Fiji.

The Ministry encourages all agencies to align their internal processes with the updated legislation as Fiji continues to pursue sustainable development while protecting the environment that supports the nation’s livelihoods, economy and way of life.

MINISTER TABUYA MEETS FIJI MISSION IN GENEVA TO ADVANCE CLIMATE AND MULTILATERAL PRIORITIES

Minister for Information, Environment and Climate Change Hon. Lynda Tabuya this week met with Fiji’s Ambassador and Permanent Representative to the United Nations in Geneva, His Excellency Laitia Tamata, Deputy Permanent Representative Keleni Seruvatu, and First Secretary Wilisoni Jiuta at the Fiji Mission in Geneva, Switzerland.

The meeting focused on strengthening collaboration between Fiji’s Geneva Mission and the Ministry of Environment and Climate Change on key international priorities, particularly climate change, environmental governance, and Fiji’s engagement in multilateral processes.

Discussions also highlighted the importance of timely and coordinated reporting by Government ministries to various United Nations treaty bodies and international mechanisms. Minister Tabuya and officials from the Fiji Mission explored ways to improve whole-of-government approaches to reporting obligations, ensuring Fiji continues to meet its international commitments effectively and presents a strong and unified national position on global issues.

The discussions further considered how the Ministry of Information can support these efforts through strategic communications, public awareness, and enhancing the visibility of Fiji’s leadership on climate action, environmental stewardship, and sustainable development at both national and international levels.

Minister Tabuya reaffirmed Fiji’s longstanding commitment to climate leadership and multilateral cooperation.

β€œFiji has consistently advocated for climate justice and the interests of Small Island Developing States. Strong coordination between our ministries and overseas missions is essential to ensure our voices continue to influence global discussions and deliver meaningful outcomes for our people,” Minister Tabuya said.

Ambassador Tamata welcomed the opportunity to strengthen collaboration with the Ministry and acknowledged the importance of integrated Government reporting and effective communications in advancing Fiji’s priorities across the United Nations system.

The meeting reflects Fiji’s continued commitment to proactive diplomacy, international cooperation, and championing issues of critical importance to the Pacific, including climate action, environmental protection, and sustainable development.

β€œHow long can we keep picking up rubbish left behind through irresponsible behaviour?”

The Ministry of Environment and Climate Change believes the answer starts with each one of us by doing the right thing.

If we all dispose of our trash responsibly, we would not have to keep organising clean-up campaigns to collect rubbish left behind by others. While clean-ups are important, preventing litter in the first place is even more important.

The Ministry of Environment and Climate Change today launched the Central Division Outreach Consultations for Fiji’s Seventh National Report (7NR) to the Convention on Biological Diversity in Suva.

The event brought together representatives from government ministries, civil society, academia, the private sector, development partners, and local communities.

The consultation is part of a nationwide effort to review and validate information and gather final input from stakeholders for Fiji’s 7NR. The report measures progress towards national biodiversity targets under the Kunming-Montreal Global Biodiversity Framework and Fiji’s National Biodiversity Strategy and Action Plan 2026–2030.

Participants were invited to review the draft report, share their knowledge and experiences, identify any gaps, and help ensure the report accurately reflects biodiversity conservation efforts and challenges across Fiji.

The Ministry emphasized the critical role of biodiversity in supporting climate resilience, food security, livelihoods, and economic development. It also highlighted ongoing threats, including climate change, pollution, invasive species, and unsustainable use of natural resources.

The Central Division consultation marks the start of a series of outreach engagements. The 7NR team will next travel to the Northern and Western Divisions to capture views from across the country before finalizing and submitting the report at the end of June.

Supported through the GEF-8 Umbrella Programme in partnership with NatureFiji-MareqetiViti, these consultations also form part of the Ministry’s month-long Environment and Oceans Month activities. The initiative promotes the strong connection between healthy ecosystems and healthy oceans and the need to protect Fiji’s biodiversity for future generations.
