Twenty-two members of the Mataqali Solevu Cooperative from Naivuruvuru Village in Verata, Tailevu, are showing how customary land, careful planning, and the right commercial partnerships can combine to create new income sources and economic opportunities for rural communities.

The cooperative was registered here on 5 May this year and includes 15 men and seven women who have now transformed their aspirations into a well-organised development programme. As the largest landowning group in the Tikina of Verata, with 809 acres under its care, the mataqali has drawn up a five-year Strategic Development Plan covering 2026 to 2030 and has already started using its land for commercial purposes.

Deputy Prime Minister and Minister for Industries, Commerce and Business Development, Hon. Manoa Kamikamica, congratulated the Cooperative during the Mataqali Solevu and Food Processors Fiji Limited MoU signing and handing over of financial assistance at Naivuruvuru Village.

“This is not ad hoc development. This is a mataqali planning its future with the same rigour we would expect of any serious commercial enterprise,” Hon. Kamikamica said.

He said the progress at Naivuruvuru reflected the Fiji Government’s broader ambition to see landowning communities take a more active role in shaping their economic future, supported by Government agencies and credible private-sector partners.

“This is exactly the model my Ministry wants to see replicated across Fiji: landowners moving from custodianship to enterprise,” he said.

The Cooperative planted 19,000 dalo on part of a 200-acre area set aside for commercial farming from January to July this year; after Food Processors Fiji Limited visited the site, it committed additional funding to enable the planting of another 15,000 dalo. The expansion is expected to yield returns of up to $75,000 for the Cooperative.

“The income in question is actual income, flowing directly from your land back into your own community,” said the Deputy Prime Minister.

The Cooperative is also working with the Ministry Of Forestry to revisit 150 acres of Silver Quangdong planted two decades ago. Suitability testing is scheduled for October this year, with commercial logging planned from 2027, while plans for a canteen and bakery are intended to serve the wider Tikina of Verata.

“Partnerships of this kind, between the private sector and landowning units, are precisely how we will grow Fiji’s rural economy from the ground up,” Hon. Kamikamica said.

He also assured Mataqali Solevu of the Ministry’s continued support as it finalises its Strategic Development Plan, Business Plan and cash-flow projections, alongside training that Business Assistance Fiji has agreed to subsidise at 70 per cent.

The scheme offers a practical way to turn land into a sustainable business, generate income, diversify economic activity, and strengthen rural communities through careful planning and collaboration.

Discussions focused on strengthening Fiji–UAE bilateral relations, with particular emphasis on expanding trade, investment and economic cooperation.

Both sides reaffirmed their commitment to deepening commercial ties, enhancing business-to-business engagement, and exploring new opportunities across areas of mutual interest.

Seventy years after a modest community celebration first took root in Suva, the Hibiscus Festival has returned to Albert Park with renewed purpose, reconnecting generations, creating opportunities for local businesses and reaffirming its place as one of Fiji’s most enduring national traditions.

Closing the 70th Hibiscus Festival at Albert Park on Saturday evening, Deputy Prime Minister and Minister for Industries, Commerce and Business Development, Hon. Manoa Kamikamica, said the milestone was about more than marking the end of another festival week. It was the continuation of a story that has belonged to generations of Fijians since the first Hibiscus was organised by the Suva Jaycees in 1956.

That history was brought vividly to life with the Festival’s return to Albert Park after 12 years away. Throughout the week, Hon. Kamikamica said Fijians had shared memories of the grounds, from a grandmother who once queued for fairy floss as a young girl, to a father who proposed there, and younger Fijians experiencing Albert Park as a festival venue for the first time.

“Tonight, we do not simply close a festival. We close one chapter of a seventy-year story, a story that belongs to Fiji.”

The Deputy Prime Minister said the strength of Hibiscus lay in its ability to bring Fiji’s communities together naturally, across cultures and generations.

“There is no stage, no ministry and no policy that can manufacture that kind of unity. It happens here, deeply rooted, because generations of Fijians have chosen to make it happen, year after year.”

For eight days from 29 August, Albert Park came alive with music, food, sport, pageantry and community participation. More than 180 stalls operated throughout the Festival, with the great majority run by micro, small and medium enterprises, giving designers, food businesses, craftspeople and first-time entrepreneurs an important platform to showcase their products and connect directly with customers.

Hon. Kamikamica assured entrepreneurs that Government recognised the value of opportunities created through events of this scale.

“I want you to know that this platform, and the doors it can open beyond this week, is something we in Government remain committed to helping you build on.”

He also paid tribute to the Festival’s pioneers, including inaugural Hibiscus Queen Ms Liebling Marlow and runners-up Ms Susan Curtis and Ms Lydia Pickering-Manueli, as well as the many contestants and Queens who followed and helped establish Hibiscus as a platform for confidence, service, leadership and youth voice.

Looking ahead, the Deputy Prime Minister called on Fiji to carry the spirit of Hibiscus into the next generation.
“Let us hand the next generation a Fiji that is confident in its diversity, that supports its entrepreneurs and creates opportunity for its young people, and where our cultures do not compete with one another but enrich one another.”

He congratulated the Festival leadership, sponsors, partners, volunteers, exhibitors, performers, vendors, security personnel, and public servants whose collective efforts delivered the milestone celebration before officially declaring the 70th Hibiscus Festival closed.

The Deputy Prime Minister and Minister for Industry, Commerce, Business Development and Public Enterprises, Hon. Manoa Kamikamica, this morning (31/08/26) officially opened the Pacific Islands Health Research Symposium 2026 at the CBHTS Lecture Theatre, Fiji National University, Nasinu Campus, under the theme “𝑨𝒄𝒄𝒆𝒍𝒆𝒓𝒂𝒕𝒊𝒏𝒈 𝑺𝑫𝑮 3 𝒂𝒏𝒅 𝒕𝒉𝒆 𝑹𝒐𝒂𝒅 𝒕𝒐𝒘𝒂𝒓𝒅 𝑭𝒊𝒋𝒊 𝑽𝒊𝒔𝒊𝒐𝒏 2050.”

Addressing an audience that included the FNU Vice-Chancellor Professor Unaisi Nabobo-Baba, regional health officials, diplomatic representatives and delegations from across the Pacific, the Deputy Prime Minister explained why a minister responsible for industry and commerce was opening a health research event: health outcomes and economic outcomes, he said, are closely linked, and that link deserves clearer recognition in public discussion.

The Deputy Prime Minister cited data to be examined during the symposium showing that close to 17% of Fijians live with diabetes, 37% of adults have raised blood pressure, and close to 70% of adults are overweight or obese. He noted that non-communicable diseases account for the four leading causes of death in Fiji, with significant consequences for households, employers and the wider investment climate.

The Deputy Prime Minister also addressed the HIV outbreak declared by Government in January 2025, noting that approximately 9,100 people in Fiji are living with HIV and that 2,016 new diagnoses were recorded in 2025, compared with 1,583 the year before.

He acknowledged the Denarau Call to Action, developed following a Pacific HIV Symposium at Denarau, which was carried to the Pacific Heads of Health Meeting in Rarotonga last week and resulted in two regional recommendations on preparedness and regional support.

Turning to the governance of Pacific health data, the Deputy Prime Minister called for research findings to be made available in plain language for policymakers, for candid reporting against the targets of Sustainable Development Goal 3, and for Pacific health research to remain Pacific-led and Pacific-owned.

On behalf of Government, the Deputy Prime Minister committed to conveying the symposium’s written statement of findings and recommendations to Cabinet at the close of the week, with formal referral to the Ministry of Health and Medical Services and to the ministries responsible for national development and statistics.

The Pacific Islands Health Research Symposium 2026 runs through the week at the Fiji National University, Nasinu Campus, and brings together researchers, clinicians, students and delegations from Solomon Islands, Vanuatu, Samoa, Tonga, Kiribati, Papua New Guinea, French Polynesia, the Cook Islands, and partners from Australia, Aotearoa New Zealand, the United States and Japan.

Fiji’s ambitions for stronger trade, investment and private-sector growth must be supported by standards that keep pace with a changing economy, Deputy Prime Minister and Minister for Industries, Commerce, Business Development and Public Enterprises, Hon. Manoa Kamikamica, has emphasised.

The Deputy Prime Minister made the remarks during discussions with Standards Australia and the Department of National Trade, Measurement and Standards (DNTMS), where both sides explored opportunities to deepen cooperation under the broader Fiji–Australia Vuvale Partnership.

“Standards need to follow the pace of the economic ambition. Otherwise, something will get left behind,” Hon. Kamikamica said, underscoring the importance of ensuring Fiji remains aligned with international developments as its economy expands.

The discussions build on a partnership between Standards Australia and DNTMS dating back to the 1990s, including assistance with building codes, access to standards information and technical capacity-building. More recently, cooperation has extended into areas such as cyclone-related wind-load standards, cybersecurity and emerging work on artificial intelligence.

A key focus of the meeting was Fiji’s National Standardisation Strategy, which both sides identified as an important foundation for determining national priorities, strengthening standards development and adoption, and improving implementation across Government and industry.

Hon. Kamikamica said strengthening Fiji’s standards capability must ultimately translate into practical economic outcomes, particularly by supporting local businesses to improve quality, scale their operations and access international markets.

The meeting highlighted opportunities to develop clearer pathways for Fijian exporters, including MSMEs, to meet standards required in Australia and other overseas markets. Food safety systems such as HACCP, improved testing capabilities, and stronger conformity assessment were identified as areas that could support greater market access.

Discussions also considered Fiji’s longer-term potential to become a regional standards and testing hub for the Pacific, supported by stronger laboratory capability, accreditation and specialised technical expertise. Standards Australia indicated its readiness to assist with capacity assessments, standards implementation and Fiji’s work towards ISO/IEC 17025 accreditation.

Another proposed area of collaboration is the development of a national standards registry to provide businesses, investors and Government agencies with easier access to information on adopted standards and certification.

Hon. Kamikamica also highlighted the need for Fiji to prepare for emerging areas including artificial intelligence, electric vehicles and climate-resilient infrastructure, noting that appropriate standards and governance frameworks will become increasingly important as new technologies are adopted.

The discussions reinforced Fiji and Australia's shared commitment to moving the standards partnership beyond technical cooperation to a stronger platform for trade, consumer confidence, resilient infrastructure, innovation, and sustainable economic growth.

The Ministry of Industries, Commerce and Business Development convened an exploratory meeting on the responsible adoption of Artificial Intelligence (AI) in Fiji, bringing together representatives from various Government ministries, agencies, enforcement bodies and consumer advocacy organisations.

The meeting was attended by representatives from the Ministry of Civil Service, Office of the Prime Minister, Republic of Fiji, Ministry of Finance, Fiji, Ministry of Strategic Planning, National Development and Statistics, Ministry of Immigration, Ministry of Policing and Communications, Ministry of Defence and Veteran Affairs, Ministry of Health & Medical Services - Fiji, Ministry of Education, Office of the Solicitor-General, Ministry of Employment, Productivity and Industrial Relations, Ministry of Agriculture and Waterways, and Ministry of Environment and Climate Change.

Representatives from key agencies, including the Reserve Bank of Fiji, enforcement bodies such as the Fijian Competition and Consumer Commission (FCCC) and Fiji Revenue and Customs Service (FRCS), and the consumer advocacy body, Consumer Council of Fiji, also participated in the meeting.

As the project progresses, engagement will also be expanded to include private sector stakeholders and other relevant industry representatives, recognising the important role of businesses and industry in the responsible development, adoption and use of AI in Fiji.

The Ministry’s leadership and the active participation of major government stakeholders will be critical to ensuring that the guidance tools and resources developed through this project are practical and supportive of Fiji’s long-term AI capability and governance objectives.

The discussions provided an opportunity for stakeholders to consider Fiji’s current AI landscape, emerging opportunities and potential risks associated with the use of AI in government and public services. Key areas of consideration included data privacy, cybersecurity, public trust, bias and fairness, as well as skills and institutional capacity.

The exploratory meeting also highlighted the importance of a coordinated, whole-of-government approach to ensure that AI is introduced in a manner that strengthens public service delivery while maintaining appropriate governance, accountability and safeguards.

The project will undertake a baseline assessment of AI readiness, develop practical AI guidance papers and tools, and engage Government stakeholders through validation workshops. The initiative is expected to strengthen institutional capacity and support Fiji in making informed decisions on the responsible adoption, governance and use of AI.

The Ministry recognises that AI presents significant opportunities for improving efficiency, innovation, economic productivity and public service delivery. At the same time, responsible adoption will require appropriate safeguards, strengthened institutional capability and collaboration across Government, regulatory and enforcement bodies.

The project is scheduled to run from June 2026 to 31 March 2027, covering a 32-week implementation period. The project will conclude with the finalisation and handover of Fiji-specific AI guidance and practical toolkits, regional knowledge sharing and recommendations, followed by the submission of the final project report.

Fiji and Australia’s 40-year business partnership is being positioned for a new phase in which long-standing friendship is translated into deeper investment, stronger commercial partnerships, technology transfer and more opportunities for Fijian businesses and workers.

Deputy Prime Minister and Minister for Industries, Commerce and Business Development, Hon. Manoa Kamikamica, delivered the message at the Fiji Australia Business Council’s 40th anniversary celebrations at the Grand Pacific Hotel today, acknowledging four decades of partnership, friendship, commercial relationships and people-to-people connections between the two countries.

For businesses, entrepreneurs and communities, the next chapter of the Vuvale relationship is expected to be defined increasingly by what can be built together, from new investment and digital enterprises to stronger supply chains, skills development and access to international markets.

Australia remains one of Fiji’s most important trading and investment partners, with Australian businesses already active in tourism, financial services, telecommunications, manufacturing, renewable energy, infrastructure and professional services. The challenge now, the Deputy Prime Minister said, is to convert further opportunities into tangible economic outcomes.

That transition is being supported through investment and regulatory reforms. The Investment Act 2021 has modernised Fiji’s investment framework, while the Investment Facilitation Committee has been established to bring key Government agencies together to address regulatory issues, facilitate approvals and support project implementation.

The Task Force on Investment Approval Process is also being strengthened to identify and remove approval delays while maintaining legal and regulatory requirements.

At the same time, digital transformation is being placed at the centre of Fiji’s economic and investment agenda.

The National Digital Strategy provides a roadmap for a more connected, digitally capable and innovation-driven Fiji, with opportunities identified across cloud services, artificial intelligence, cybersecurity, digital payments, e-commerce, data services and digital public infrastructure.

The wider ambition is for investment to generate skills development, knowledge transfer, local enterprise growth and new commercial opportunities, while enabling Fijian MSMEs and cooperatives to become better connected to regional supply chains and markets.

As the Council marks four decades of engagement, a clear direction has been set for the next 40 years: dialogue must become partnerships, partnerships must generate investment, and investment must ultimately create jobs and broader economic opportunity.

Fiji’s long-standing commercial relationship with Australia is being positioned for a more ambitious phase, with the Fiji Government calling on the private sector to turn the trust built between the two countries into projects, investment and lasting economic transformation.

Speaking at the Fiji Australia Business Council 40th year celebration dinner in Suva on Thursday (27/08/26) evening, Deputy Prime Minister and Minister for Industries, Commerce, Business Development and Public Enterprise, Hon. Manoa Kamikamica thanked the Council for its longstanding contribution to the bilateral relationship and said the strength of the partnership reaches well beyond governments.

That relationship is already visible in the daily lives of Fijians.

In 2025, Fiji welcomed a record 986,367 visitors, with Australia accounting for 452,422 arrivals, or 45.9 per cent of the total. Behind those numbers are airlines, hotels, restaurants, farmers, transport operators, retailers, guides, artisans and thousands of Fijian livelihoods.

The Deputy Prime Minister said the signing of the Vuvale Union Treaty and the Ocean of Peace Alliance on 6 July 2026 marked a new chapter in Fiji-Australia relations, strengthening a partnership founded on trust, responsibility, respect and reciprocity.

He said the opportunity now was to deepen the economic relationship beyond traditional areas, including stronger two-way trade, greater Australian investment in Fiji, digital and technology partnerships, renewable energy and climate-resilient infrastructure, agriculture and agro-processing, fisheries and the blue economy, logistics and maritime services, skills development and workforce mobility.

Fiji’s economy, he added, had demonstrated resilience, although global risks remain. The IMF estimates real GDP growth at 2.4 per cent in 2026 and 2.7 per cent in 2027, reinforcing Government’s focus on moving from recovery to stronger, sustainable, productivity-led growth.

Hon. Kamikamica also pointed to the need for certainty, efficient public services, reliable infrastructure, access to finance, skills and markets, and continued improvements to the regulatory environment, with digital transformation and public-sector reform remaining central to Government’s development agenda.

He urged the Fiji-Australia business community to use the new bilateral framework to move decisively from dialogue to projects and from investment to enduring economic transformation.

As more Fijians bank, learn, do business, and access services online, the question is no longer simply how quickly the country can become more connected, but whether people can trust the digital systems that are becoming part of their everyday lives.

That challenge is shaping Government’s approach to Fiji’s digital transformation, with Deputy Prime Minister and Minister for Industries, Commerce, Business Development and Public Enterprises, Hon. Manoa Kamikamica, saying that stronger connectivity must go hand in hand with cybersecurity, data protection and wider access.

Speaking at the opening of the 7th National Conference on Information Technology 2026 at the Shangri La Fijian Resort in Nadroga, Hon. Kamikamica said Fiji had reached a point where digital infrastructure was becoming as important to economic activity as roads, electricity and water. Businesses increasingly rely on digital payments and e-commerce, public institutions are moving services online, and improved connectivity is opening opportunities for communities that were previously harder to reach.

But he said that progress would only be sustainable if people had confidence in the systems behind it.

It is against this backdrop that Government is advancing the 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐃𝐢𝐠𝐢𝐭𝐚𝐥 𝐒𝐭𝐫𝐚𝐭𝐞𝐠𝐲 and the 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐲𝐛𝐞𝐫𝐬𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐚𝐧𝐝 𝐑𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐜𝐞 𝐒𝐭𝐫𝐚𝐭𝐞𝐠𝐲, which are guiding investments in infrastructure, digital services and safeguards against emerging cyber threats.

The ambitions are significant.

By 2030, Government is targeting the digitisation of 80 per cent of key government services, the creation of 40,000 ICT-related jobs and 50 per cent 5G pe*******on. Work is also progressing on a national identification system, stronger protection for critical infrastructure and a data protection framework, including a national privacy and personal data protection policy built around eight core principles.

These policy reforms are being matched by work on the ground. Government networks are being supported by a 24-hour security operations capability, while faster connectivity continues to reach more communities.

The Deputy Prime Minister said the first 120 villages under a wider connectivity rollout were now being implemented, with coverage expected to increase to 240 villages by the end of next year and more communities to follow.

For those communities, the impact goes beyond internet access. Better connectivity means greater access to education and health services, new markets for small businesses and more opportunities for Fijians to participate in an economy that is becoming increasingly digital.

The same shift is already being seen in Fiji’s growing business process outsourcing sector. Hon. Kamikamica said the industry now employs about 8,000 people and generates approximately $300 million in foreign exchange, with further growth possible as Fiji strengthens its infrastructure and gets the right policies in place.

“𝘈 𝘮𝘰𝘳𝘦 𝘴𝘦𝘤𝘶𝘳𝘦, 𝘮𝘰𝘳𝘦 𝘱𝘳𝘰𝘥𝘶𝘤𝘵𝘪𝘷𝘦 𝘥𝘪𝘨𝘪𝘵𝘢𝘭 𝘍𝘪𝘫𝘪 𝘴𝘵𝘳𝘦𝘯𝘨𝘵𝘩𝘦𝘯𝘴 𝘰𝘶𝘳 𝘤𝘳𝘦𝘥𝘪𝘣𝘪𝘭𝘪𝘵𝘺 𝘢𝘴 𝘢 𝘳𝘦𝘨𝘪𝘰𝘯𝘢𝘭 𝘩𝘶𝘣 𝘧𝘰𝘳 𝘪𝘯𝘷𝘦𝘴𝘵𝘮𝘦𝘯𝘵, 𝘧𝘰𝘳 𝘵𝘢𝘭𝘦𝘯𝘵, 𝘢𝘯𝘥 𝘧𝘰𝘳 𝘵𝘩𝘦 𝘬𝘪𝘯𝘥 𝘰𝘧 𝘗𝘢𝘤𝘪𝘧𝘪𝘤-𝘭𝘦𝘥 𝘥𝘪𝘨𝘪𝘵𝘢𝘭 𝘤𝘰𝘰𝘱𝘦𝘳𝘢𝘵𝘪𝘰𝘯 𝘵𝘩𝘢𝘵 𝘵𝘩𝘪𝘴 𝘤𝘰𝘯𝘧𝘦𝘳𝘦𝘯𝘤𝘦 𝘦𝘹𝘪𝘴𝘵𝘴 𝘵𝘰 𝘢𝘥𝘷𝘢𝘯𝘤𝘦,” he said.

The Deputy Prime Minister said the National Conference on Information Technology therefore had an important role beyond bringing the sector together. It provided a forum where Government policy could be tested against the experience of industry, academia, civil society and regional partners, ensuring Fiji’s digital direction remained practical and responsive.

He encouraged delegates to challenge assumptions, question policies where improvements were needed and contribute openly to shaping the country’s digital future.

Ultimately, Hon. Kamikamica said Fiji’s progress would not be measured by technology alone, but by whether digital development produced tangible improvements in people’s lives; safer services, stronger businesses, better access to opportunity and a digital environment in which Fijians could place their trust.

That, he said, would also strengthen Fiji’s ability to help shape a wider Pacific digital future that is secure, productive and grounded in the realities and values of the region.
