PM RABUKA OPENS INAUGURAL VEIMATAKI LEADERSHIP SERIES

Prime Minister Hon. Sitiveni Rabuka has called for stronger leadership, sound judgement and a renewed commitment to Fiji’s national interest as he officially opened the inaugural Veimataki Leadership Series Dialogue.

The initiative, coordinated by the Ministry of Foreign Affairs and External Trade and the Fiji Learning Institute for Public Service, aims to strengthen leadership capacity while preserving and transferring valuable institutional knowledge and experience to future generations.

In his official address, Prime Minister Rabuka said statecraft was about more than governing, stressing the importance of effective leadership in both Fiji’s domestic and international affairs.

“Experience is a national asset,” he told those in attendance.
The session was attended by permanent secretaries, heads of the disciplined forces and senior civil servants.

The Prime Minister said the Veimataki Leadership Series would provide an important platform to preserve institutional knowledge and develop a distinctly Fijian approach to statecraft and diplomacy.

He highlighted Veimataki as embodying trust, reciprocity, stewardship and integrity, describing these not only as cultural values but also as strategic values that should guide how Government engages communities and represents Fiji internationally.

The Prime Minister further reminded senior public servants that statecraft was not the responsibility of the foreign affairs ministry alone, as every ministry and institution contributes to Fiji’s standing and reputation through its work.

“Every senior public servant is therefore part of Fiji’s statecraft.”
He urged participants to use the leadership series for honest reflection and respectful discussion, while building relationships, listening carefully and considering the long-term consequences of decisions.

Concluding his remarks, Prime Minister Rabuka reminded leaders of their responsibility as custodians of the nation’s institutions.

“Power is temporary. Positions are temporary. Institutions endure. The nation endures.”

The Ministry of Finance will now assist in ensuring that affected teachers receive their outstanding salary payments.

This matter should never have escalated this far. Whatever administrative or procedural issues may have arisen, teachers who have reported for duty and carried out their responsibilities should not be left uncertain about when they will be paid.

Our teachers hold a special responsibility in our society. After parents and families, they are among the principal guardians and stewards of our young people. We entrust our children to them every day to educate them, guide them and help prepare them for the future.

We must therefore ensure that they are treated with the dignity, fairness and respect that their service deserves.

I have been kept informed of the situation. The Ministry of Finance and the Ministry of Education should be working together to resolve this matter, and I expect the outstanding issues affecting our teachers to be addressed without further delay.

The immediate priority is for all affected teachers to receive what is owed to them as quickly as possible.

There must also be a proper examination of how this situation arose and what improvements are required to prevent it from happening again.

Our teachers should be able to focus on what we ask of them: educating, guiding and caring for Fiji’s children. They should not have to worry about whether they will receive the salaries they have earned.

CONNECTING FIJIANS TO OPPORTUNITY, NO MATTER WHERE THEY LIVE

For families living in Fiji’s rural and maritime communities, distance should not determine whether a child can access learning, a farmer can reach new markets, a family can access essential services, or a community can receive critical information during a disaster.

This was the message from Prime Minister Honourable Sitiveni Rabuka as he launched the National Universal Service Scheme under the theme “Beyond Connected”, reaffirming Government’s commitment to ensuring that development reaches Fijians wherever they live.

The Prime Minister said connectivity was about much more than providing a communications signal.

“It is about giving every Fijian—regardless of where they live—the opportunity to learn, access services, build a livelihood and participate in our nation’s future,” Prime Minister Rabuka said.

Through the Universal Service Scheme, 114 operational sites across six provinces are now connecting more than 2,557 households, giving over 11,000 Fijians greater access to digital services and opportunities.

For communities that have long faced the challenges of distance and isolation, these connections can make a practical difference to everyday life.

They provide greater access to online education, telehealth, Government services, banking and digital payments, disaster information, while opening new markets for farmers, fishers, artisans and small businesses.

The Prime Minister said rural, maritime and remote communities have enormous potential to contribute to Fiji’s development, and Government has a responsibility to ensure that distance, difficult terrain and isolation do not limit that potential.

Government’s focus will also go beyond simply connecting communities. Prime Minister Rabuka said services must be affordable, reliable and safe, while Fijians must be equipped with the skills and confidence to make meaningful use of digital technology.

This includes supporting women, young people, older persons, persons with disabilities, small businesses and community leaders to participate in the digital space.

Connectivity is also critical when communities are at their most vulnerable. For remote islands and rural settlements facing cyclones and other natural hazards, reliable communications can provide timely warnings and help people remain connected during emergencies.

Government will continue strengthening network resilience, backup systems and emergency communications to help communities prepare for, respond to and recover from disasters.

The programme is already seeing strong use, with approximately 57 terabytes of data recorded in July and system availability of 96 per cent, demonstrating the growing importance of connectivity to everyday life and economic activity.

Government and its partners will continue working to improve service quality, maintenance and fault response so communities can depend on these services over the long term.

Importantly, the work will continue. Phase II will extend services to another 104 unserved sites, while a further 311 communities are being assessed for future inclusion.

The Prime Minister said the success of the programme would ultimately not be measured by towers or infrastructure, but by what connectivity enables Fijians to achieve.

“Development must improve the lives of our people.
Infrastructure connects communities, but it is opportunity, empowerment and human potential that define progress,” Prime Minister Rabuka said.

Through “Beyond Connected”, Government is working towards a Fiji where a person’s location—whether in an urban centre, an inland village or a remote maritime community—does not place opportunity beyond their reach.

STATEMENT FROM THE HONORABLE PRIME MINISTER ON THE PRESENTATION OF THE CONSTITUTION REVIEW COMMISSION’S REPORT AND RECOMMENDATIONS

I want to urge all Fijians to remain calm following the presentation of the Constitutional Review Commission's report and recommendations.

The Commission has completed its work and presented its recommendations. These are recommendations, not decisions of Government. Cabinet will now carefully consider what has been proposed before determining the way forward.

I am aware that there is particular concern about the recommendation relating to Fiji's status as a secular state.

My Christian faith is well known. But I have said previously that simply declaring Fiji a Christian state is not what makes us Christian. Christianity should be reflected in the way we live — through humility, kindness, compassion, hard work, service and love for one another.

That remains my view.

Our Hindu, Muslim, Sikh and other brothers and sisters must never feel that their faith, freedom or place in Fiji is threatened. They are an integral part of our nation, and their right to practise their faith freely must always be respected and protected.

I also appeal to my fellow political leaders to be responsible with their words. We can have different views on these recommendations without turning an important national discussion into a political, racial or religious battle.

I am concerned that some commentary, including from anonymous accounts and online trolls, is already attempting to create anger, fear and panic. Please do not allow misinformation or inflammatory rhetoric to divide us.

Cabinet will consider the recommendations carefully. There may be recommendations we support, others we do not, and others that require further consideration.

As 1 Corinthians 16:14 reminds us: “Let all that you do be done in love.”

That is the spirit in which we should approach this important national discussion.

CONSTITUTION REVIEW REPORT TO PROCEED THROUGH CABINET AND PARLIAMENTARY PROCESSES

The Constitution Review Commission (CRC) Report and Draft Constitution of the Republic of Fiji 2026 will now proceed through the appropriate Government processes following the completion of the Commission’s mandate.

The next stage will see Prime Minister Hon. Sitiveni Rabuka table the Report in Cabinet for deliberation before it proceeds to Parliament in accordance with the appropriate constitutional and Government processes.

Acting Attorney-General and Minister for Justice, Hon. Siromi Turaga, clarified that the formal submission of the Report does not mean that its recommendations or the Draft Constitution have been adopted or approved by Government.

“The Report represents the independent work of the Constitutional Review Commission following an extensive nationwide consultation process. It must now go through the appropriate Government processes before any further decisions are made,” Minister Turaga said.

The clarification follows the formal submission of the Report and Draft Constitution by CRC Chairperson Mr Sevuloni Ratumaiyale Valenitabua to the President of the Republic of Fiji, His Excellency Ratu Naiqama Lalabalavu, at the State House today. President Lalabalavu subsequently presented a copy of the Report to Prime Minister, Hon. Sitiveni Rabuka.

The Acting Attorney-General also clarified that the Report cannot be released publicly at this stage and will be made available in due course following Cabinet deliberation and completion of the appropriate process.

“Given the importance of this process, it is essential that we allow the appropriate constitutional and Government processes to take their course,” Minister Turaga added.

The public and stakeholders are also being encouraged to avoid speculation about the contents of the Report or its possible outcomes until it has been properly considered.

Hon. Turaga acknowledged the work of the Commissioners and Commission Secretariat, as well as constitutional and legislative experts Professor Anthony Regan, Dr Kathrene Le Roy and Ms Fiona Leonard, who supported the review process.

Government will provide further information on the Report and the next steps in due course.

The President emphasised that the Constitution belongs to the people and called for the next stage of the review process to be guided by transparency, meaningful public participation, respect for differing views and a shared commitment to democracy, peace and national unity.

CONSTITUTION REVIEW REPORT MARKS KEY MILESTONE IN FIJI’S DEMOCRATIC JOURNEY

Fiji’s constitutional review process has reached a significant milestone with the formal presentation of the Constitution Review Commission (CRC) Report and Draft Constitution to the President of the Republic of Fiji, His Excellency Ratu Naiqama Lalabalavu.

CRC Chairperson Mr Sevuloni Ratumaiyale Valenitabua Snr presented the report following almost six months of nationwide consultations and deliberations. President Lalabalavu subsequently presented the report to Prime Minister Hon. Sitiveni Rabuka as the constitutional review process moves to its next stage.

“Today marks an important milestone in Fiji’s continuing constitutional and democratic journey,” President Lalabalavu said.

His Excellency said constitutional reform should not be viewed as a rejection of everything contained in the 2013 Constitution, but as an opportunity to “preserve what continues to serve the nation well, strengthen what can be improved” and address provisions that may no longer adequately serve the democratic aspirations of the people.

President Lalabalavu also emphasised that Fijians must remain at the centre of the process.

“It belongs to the people, and because it belongs to the people, the people must have a meaningful place in considering its future.”

Mr Valenitabua described the handing over as “a significant occasion” in Fiji’s nation-building journey, reflecting an extensive public consultation process undertaken by the Commission.

The CRC conducted consultations at 105 venues, received 1,220 submissions through oral, virtual and online channels, while 3,873 people participated in face-to-face consultations across the country.

Mr Valenitabua said the submissions guided the Commission’s deliberations and preparation of the report and Draft Constitution.

“It is forward-looking, it recognises our Nation’s multiracialism,” the CRC Chairperson said, adding that the draft also seeks to streamline State services and promote peaceful coexistence among Fiji’s communities.

President Lalabalavu clarified that receiving the report did not constitute an endorsement of every recommendation, with the report now required to proceed through the appropriate constitutional, governmental, parliamentary and democratic processes.

As Fiji enters the next stage of the review, His Excellency called for national discussions to be approached with open minds, maturity and respect for differing views, while maintaining a commitment to the rule of law, peace and national unity.

NAVUA DECLARED FIJI’S 14TH MUNICIPALITY

Navua has become the country’s 14th municipality.

Prime Minister Honourable Sitiveni Rabuka today officially declared Navua a Town, marking a historic milestone for the community.

The declaration recognises more than five decades of aspiration by the people of Navua, dating back to the 1970s, and celebrates the resilience of generations who have built their livelihoods around the Navua River, agriculture, trade, and business.

“Today, after many years of advocacy, consultation and preparation, we have the privilege of seeing that long-held hope become a reality,” Prime Minister Rabuka said while delivering his keynote address.

He said the new status would provide a stronger foundation for local governance, improved municipal services and orderly development, while emphasising that Town status must ultimately translate into tangible improvements in the daily lives of residents.

“Town status is not an end. It creates an obligation for the Council, businesses, communities, and residents to work together to build a well-managed, clean, safe and prosperous Town,” PM Rabuka added.

The head of government highlighted Navua’s strategic location along the economic corridor between Suva and the southern and western parts of Viti Levu, saying the Town has the potential to become a regional hub for commerce, services, agriculture, and investment.

“Navua must not only benefit from Fiji’s growth; it must also be part of driving that growth,” he said.

At the outset, the Prime Minister stressed the importance of sustainable and resilient development, particularly in protecting the Navua River and preparing the growing Town for flooding, cyclones, climate change and other natural hazards.

“We must not simply build a bigger Navua; we must build a better Navua,” he stated.

He concluded by calling for continued partnership between the Navua Town Council, residents, businesses and communities, with civic pride, transparency and shared responsibility guiding the Town’s development.

“I want Navua to be a Town that is proud of its history and confident in its future, a place where families can thrive and where the next generation can look ahead with hope. This is the Navua we must build together.”
