CLOSING CEREMONY โ€“ JNCO LEAD TEAMS COURSE
The JNCO Lead Teams Course concluded on a high note, officiated by the Chief Guest, Major Moses Morris (OIC Veiliutaki Framework), who delivered a powerful and thought-provoking closing address centered on leadership within the RFMF context. He challenged the participants to carry forward three pillars: strategic self-awareness, team cohesiveness, and the essence of effective team leadership
On Strategic Self-Awareness (SSA)โ€”described as a leaderโ€™s greatest weapon. Major Morris dared participants to deeply understand their strengths, biases, and decision-making patterns, stressing that true leadership begins with self-knowledge. He reminded graduates that self-aware leaders do not merely react to situations but anticipate, adapt, and inspire trust through deliberate and values-driven actions.
Equally significant was his focus on team cohesiveness, underscoring it as the unbreakable bond that transforms individuals into an effective and resilient force. Drawing from shared experiences during the course, he highlighted that cohesive teams are built through trust, accountability, and a shared purposeโ€”prioritizing โ€œweโ€ over โ€œI.โ€ He reinforced that in demanding operational environments, it is this unity that enables teams not just to endure challenges, but to excel in them.
Major Morris concluded by encouraging all participants to carry forward these principles into their respective unitsโ€”leading with purpose, mentoring others, and embodying the enduring values of the Veiliutaki Framework.

OPENING ADDRESS โ€“ JNCO LEAD TEAMS COURSE

The Force Training Group officially commenced the Junior Non-Commissioned Officer (JNCO) Lead Teams Course this week, marking another important milestone in the leadership journey of our soldiers.

In his opening address, the Commanding Officer, Force Training Group (CO FTG) LTCOL Waqanisau, congratulated the participants on successfully completing their recent Junior NCO leadership exercise, acknowledging their perseverance, resilience, and commitment in overcoming challenges and pushing beyond personal limits.

He emphasized that the transition from Lead Self to Lead Teams under the RFMF Veiliutaki Framework is a critical phase of development. The Commanding Officer reminded trainees that effective leadership begins with being a good team member and follower, reinforcing the importance of humility and understanding within a team environment.

Central to his message were four essential traits of ethical leadershipโ€”Integrity, Leadership by Example, Trustworthiness, and Transparency (ILTT). He highlighted that integrity forms the foundation of all good leadership, requiring consistency in character both in public and private. Leadership by example was reinforced through the principle that true leaders (a quote from john C. Maxwell)โ€œknows the way, goes the way, and shows the way,โ€ inspiring others through action rather than words.

The importance of trustworthiness was underscored as a vital element in building strong relationships and effective teams, while transparency was described as key to maintaining moral character, influence, and credibility as a leader.

The Commanding Officer encouraged all participants to actively engage throughout the courseโ€”sharing ideas, learning from one another, and making full use of the facilitators. He reminded them that the value of the course depends on the effort and commitment they invest.

He concluded by challenging the trainees to focus on their character development, to โ€œwalk the talk,โ€ and to ensure that the knowledge gained during the week translates into visible change in their behavior, discipline, and leadership.

We wish all course members a productive and impactful week as they continue to grow into capable and trusted leaders of the RFMF.

Following the commitment made under the Totara Agreement by the South Pacific Chiefs of Defence Forces (CHODS) in 2019, Pacific defence forces continue to work together to strengthen leadership across the region ๐Ÿค.

Last week, leaders from defence force programmes in Fiji, Tonga, Vanuatu, Papua New Guinea and New Zealand came together to collaborate, plan for the future, and strengthen regional partnerships in championing military leader development.

The Republic of Fiji Military Forces Veiliutaki Framework continues to contribute to this important Pacific partnership, supporting capable leaders committed to the security and stability of our region.

1/26 Lead Self Course: Strengthening the Core of 3FIR

The RFMF Veiliutaki Framework is proud to announce the successful conclusion of the 1/26 Lead Self Course for Delta and Echo Companies of the 3rd Battalion, Fiji Infantry Regiment (3FIR).

This graduation marks a significant milestone for the 28 personnel who have completed this intensive program, sharpening the internal discipline and self-awareness essential for effective leadership within the force.

The closing ceremony was honored by the presence of Major Semi Soko Baravilala, Chief Staff Officer Operations (HQ LFC), who shared profound insights from his own 20-year journey since joining the RFMF in 2005.

During his address, Major Baravilala emphasized that while technical roles are vital, the "main asset" of the army is the men and women of the RFMF.

He highlighted that the Veiliutaki Framework defines leadership as the ability to inspire, influence, and directโ€”qualities that begin with strategic self-awareness.

He challenged the 28 graduates to deeply understand their own strengths and limitations, noting that if a soldier cannot lead and motivate themselves, they will never be able to truly do so for others.

A central theme of the Chief Guestโ€™s speech was the disciplined management of time, which he described as a leader's most finite resource and the foundation of professional mastery. Drawing on both management principles and scriptureโ€”specifically Proverbs 4:23 and Psalm 90:12โ€”he reminded the graduates that character is the source of every command. He urged the soldiers of 3FIR to guard their hearts and apply their wisdom to ensure that integrity remains a daily commitment in their service to the nation.

In his final charge, Major Baravilala echoed the words of John Maxwell: โ€œA leader is one who knows the way, goes the way, and shows the way.โ€

**OPENING OF VEILIUTAKI FRAMEWORK 1/26 ECHO LEAD SELF COURSE**

The Veiliutaki Framework 1/26 Echo Lead Self Course was formally opened by the Battalion 2IC, MAJ ETIKA VAKAENEI, on behalf of the Commanding Officer, Third Battalion.

The opening ceremony was attended by course participants from Delta Coy (Nadi) and Echo Coy (Lautoka), marking the commencement of a focused leadership development program aimed at strengthening the foundations of professional military leadership.

Prior to delivering his formal address, the Chief Guest acknowledged and commended the Veiliutaki Framework team for their continued commitment to leadership development, particularly in light of the current flood situation affecting the country. He noted that their dedication reflects one of the enduring roles and expectations of the Infantry โ€” to carry out its duties โ€œregardless of season, weather, or terrain.โ€ He emphasized that despite challenging conditions, the Veiliutaki Framework team remains steadfast in its mission to develop capable and principled leaders within the RFMF.

In his keynote address, MAJ VAKAENEI underscored the importance of self-leadership as the cornerstone of effective command. He emphasized that before leading teams or managing complex responsibilities, leaders must first demonstrate discipline, accountability, and integrity in leading themselves.

โ€œRank may give you authority, but character gives you credibility,โ€ he stated, reinforcing the need for consistent standards, emotional control under pressure, professional mastery, and readiness at all times.

The Chief Guest highlighted integrity as a daily commitment rather than a slogan, noting that trust remains the currency of leadership and is rarely restored once lost. He further reminded participants that compliance is rooted in professional discipline and adherence to lawful orders, regulations, and safety standards โ€” principles that safeguard personnel and preserve operational effectiveness.

Addressing future leaders, he stressed that standards must never be selectively applied, affirming that โ€œthe standard you walk past is the standard you accept.โ€ He encouraged participants to approach the workshop with humility, honesty, and a genuine commitment to professional growth โ€” not merely for promotion, but for responsibility.

The Veiliutaki Framework continues to play a vital role in developing resilient, values-driven leaders across the organisation, reinforcing that leadership begins with how one thinks, acts, and consistently upholds integrity and compliance.

The course will run over the coming days, providing participants from Delta and Echo Coy with practical tools and reflective learning experiences to strengthen their leadership foundation.

RFMF Leadership Training Team Sets the Standard for 2026

The RFMF Veiliutaki Framework (VF) Training Team has successfully completed a two-week Synchronization and Team Development Program ahead of the delivery of leadership courses for 2026.

Comprised of 11 dedicated personnel, the team used this period to strengthen cohesion, sharpen standards, and ensure full readiness before course delivery. Each day commenced at 0730 hours with strenuous and disciplined physical training sessions, reinforcing resilience, teamwork, and mental toughnessโ€”key attributes expected of leaders across the RFMF.

Alongside physical conditioning, the team conducted a comprehensive review of the Lead Teams and Lead Leaders course packages. This included detailed analysis of lesson plans, learning activities, assessments, and administrative requirements to ensure alignment with leadership framework and operational expectations for the coming year.

The program was led by MAJ Morris, OIC VF, whose clear direction and emphasis on professionalism enabled the team to complete all objectives within the allocated timeframe. His leadership ensured the team remained focused, synchronized, and outcome-driven throughout the two weeks.

Special recognition is extended to SQNLDR Young (NZDF) and Course Managers SGT Koroi and LS Lewenilovo, whose commitment, attention to detail, and tireless coordination were instrumental in finalizing course preparations. Their efforts played a critical role in ensuring the successful completion of the course package review.

As a result, the Leadership Training Team is fully prepared to deliver the Lead Leaders Course and Lead Teams Course scheduled for 16โ€“20 February 2026. This preparation reflects the RFMFโ€™s ongoing commitment to developing capable, disciplined, and effective leaders for the future.

The Republic of Fiji Military Forces (RFMF) Veiliutaki Framework is expanding its impact beyond uniformed service ๐Ÿ‡ซ๐Ÿ‡ฏ, with development of a civilian leadership package now underway.

As part of this work, one of our senior facilitators, WO1 'Vaks' Vakalalavanua, joined the NZDF Institute for Leader Development (ILD) this week to support delivery of the NZDF civilian 'Keystone' Leadership Programme ๐Ÿค.

This marks an important step toward enabling civilians to benefit from the same values-based leadership development that many RFMF personnel have experienced; supporting stronger leaders and nation-building across Fiji.
