【JICA Supports Solar Energy in Micronesia】
JICA continues to support the transition to clean and sustainable energy in FSM. As part of its long-standing cooperation, JICA has implemented a follow-up program since 2022 to rehabilitate and strengthen solar power generation systems originally installed under its grant project (2009–2013) and completed rehabilitation work last year.

Last week, a JICA expert team conducted a one-week site inspection to assess the condition of the facilities approximately one year after completion. The team carried out on-site assessments at key installations, including the Presidential Office complex and the College of Micronesia, both of which are equipped with solar photovoltaic systems supported by JICA.

During the mission, the team also held meetings with PUC (Pohnpei Utilities Corporation), whose representatives expressed sincere appreciation for JICA’s continued support over the years. The inspection confirmed that the solar power systems rehabilitated through JICA’s cooperation are currently operating without major issues. In addition, it was also mentioned JICA’s support has resulted in contributing to PUC’s capacity building in O&M of Solar Photovoltaics.

JICA remains committed to supporting sustainable development in Micronesia, contributing to improved energy access and resilience through environmentally friendly solutions.

Japanese Medical Specialists Visit Yap to Healthcare Training and Improvement

I am Yuka, a JOCV (Japan Overseas Cooperation Volunteer) working as a nurse in the Public Health Department at Yap State Hospital.
From May 6 to 8, two Japanese medical specialists, Mr. Yujiro Handa (Hospital Management Specialist) and Mr. Toru Nagano (Oral Cancer Specialist and Oral Surgery Instructor), visited Yap State Hospital and Community Health Center(CHC) and provided educational training for healthcare staff members.

Mr. Handa has been providing advices on 5S activities and hospital environment improvement efforts in Yap through online. This time, he visited and observed several departments in the hospital and discussed daily challenges that staff members experiences. He also gave a presentation on “5S-KAIZEN-TQM”, a Japanese method for workplace organization and quality improvement.

The training highlighted the importance of maintaining clean, safe, and organized healthcare environments in order to improve patient safety, healthcare quality, reduce waste, and lower costs.
Mr. Nagao provided lectures on oral cancer diagnosis, treatment, and prevention. As betel nut chewing is quite common in Yap, oral cancer prevention and early detection are important public health issues. His lectures focused on the relationship between betel nut chewing and oral cancer, as well as the importance of screening for early detection.

These lectures were also shared online with JOCV members and healthcare-related professionals in other states of Micronesia and across the Pacific region, allowing more participants to learn from the training and exchange knowledge together.
This opportunity serve as a kickoff for future 5S activities and hospital environment improvement efforts. I would like to continue working together with healthcare staff in Yap to support and improve local healthcare services and community health.

Project For Pacific Co-Learning Towards Resilient Health System (ResPACT) Cascade Training in Pohnpei

The cascade training was conducted at the main conference room of the Pohnpei State Department of Health and Social Services from May 6–8, 2026. A total of 12 health workers, including nurses and midwives from the hospital, as well as health assistants from dispensaries, attended the training to strengthen their knowledge and skills in maternal and child health (MCH) services and emergency preparedness and response measures.

The training was facilitated by trainers who had previously completed the Training of Trainers conducted in August 2025 under the project.
The trainees completed seven training modules, including essential skills required during emergencies such as MCH modification plan in emergency, Mental Health First Aid, Infection Prevention and Control, and Basic Communication and Ethics, as well as core MCH competencies in antenatal and postnatal care and the identification of high-risk women.

During the practical sessions, the trainees practiced essential antenatal assessments at the Public Health Clinic under the guidance of Dr. Kesusa Bermanis, PHC Physician in Obstetrics and Gynecology. Participants also conducted role-plays involving mental health cases to strengthen their practical response skills.

To enhance preparedness for health emergencies, the trainees participated in group discussions and tabletop exercises to clarify communication channels, roles, responsibilities, and necessary actions during each phase of an emergency.
Upon completion of the training, certificates were presented by Ms. Wefonne Billen, MCH Coordinator, and Dr. Bermanis.

On April 25, 2026, the JAA conducted a Waste Survey Activity at Dekethik Causeway with 92 participants. The activity included trash pick‑up and waste segregation aimed at encouraging cleanliness and protection of the environment. Participants collected different types of waste such as clothes, diapers, plastic bottles, plastic shopping bags, plastic take‑out containers, paper, cardboard, and candy wrappers. A total of 85 bags of trash were properly collected and disposed of.

Prior to the activity, key remarks were made by H.E. Ambassador of Japan who not only encouraged the high school seniors to protect the environment but informed them about scholarship opportunities offered by the Government of Japan. Additionally, the JICA resident representative encouraged the participants to consider waste segregation as a daily activity and not just during events. The ETS Director expressed gratitude to JICA and the Japan Government and encouraged the students to pay attention to the activities at hand.

The success of this activity was made possible through the cooperation and support of the JICA Alumni Association (JAA), Education Talent Students Program (ETSP), Pohnpei Environmental Protection Agency (EPA), JICA, JOCV Volunteers, DECEM GEF‑7, and the Embassy of Japan. Special appreciation is extended to all participants for their teamwork, dedication, and positive attitude throughout the activity, as well as to those who generously made donations to support the effort. Everyone’s cooperation played an important role in making the event meaningful and successful, showing strong care and responsibility for the environment.

📢 UPDATE: "Community Policing" Training in Japan.

We are pleased to announce that Mr. Danny Joe, Police Sergeant from Kosrae State- Division of Public Safety, has been selected to participate in the JICA knowledge Co-Creation Program (KCCP) on "Community Policing," to be held in Tokyo, Japan from May 13 to May 30, 2026.

During this program, Mr. JOE will receive specialized training on Japan's community policing system, known as the KOBAN system. This training will provide him with valuable knowledge and practical skills to enhance operational efficiency and strengthen police relations. The experience and insights he acquires will contribute to addressing current challenges and further improving service delivery in Kosrae State and throughout the Federated States of Micronesia.

Please join us in extending our warmest congratulations to Mr. Danny Joe on this exciting opportunity. We wish him every success in his training and look forward to the positive impact of his participation upon his return.

On Friday, April 10th, 2026 at 11am, Kosrae Island Resource Management Authority (KIRMA) and their counterparts from JICA paid a courtesy call on the Governor of Kosrae State, T.H. Tulensa W. Palik. From the JICA-J-PRISM3 PROJECT experts/consultants were Nodoka san and Kikuhara san and from the KIRMA side were Mr. Dison Kephas and Mr. James George. The JICA experts wanted to update the Governor on their work considering J-PRISM is at its Phase 3, and J-PRISM Phase 1 started in 2011 and Phase 3 started way back in July 2023. J-PRISM stands for Japanese Technical Cooperation Project for Promotion of Regional Initiative on Solid Waste Management in Pacific Island Countries. JICA and the J-PRISM PROJECT have been working collaboratively with SPREP in the hopes of improving on capacities on solid waste management; and from that improvement on capacities, they are enhanced and work continuously where public service is concerned; 3R+Return system is ensured for promotion and finally having the knowledge and experiences are shared widely in the region and where it can be passed down to the next generations to protect our environment, our ways of living and ensuring that all we do are self-sustained.

Kikuhara san expressed his thanks to the State of Kosrae for their efforts and continuation of the recycling program and hoping that in the near future it will be frequent for people to continue recycling, not just twice in a year. He also mentioned about the Moana Taka Partnership that is used which enables Swire Shipping vessels are using empty containers to ship non-commercial recyclable waste from islands to the developed countries that has appropriate waste disposals for them to be properly recycled. Per the experts, Kyowa Shipping is now working with SPREP to participate in this partnership. Governor Palik in turn thanked Kikuhara san and Nodoka san for their hard work throughout the years in FSM and hoping for more introduction of used oil and empty butane gas to the listing of items for recycle for the State of Kosrae, considering there’s a lot of those laying around and no proper ways of recycling them yet.
