Embassy of Liberia in Paris and France’s OFAST Explore Enhanced Cooperation in the Fight Against Illicit Drug Trafficking

Paris, France | July 28, 2026 — The Embassy of the Republic of Liberia in Paris, led by H.E. Dr. Teeko Tozay Yorlay, Sr., Ambassador Extraordinary and Plenipotentiary of the Republic of Liberia to the French Republic, today held a high-level bilateral meeting with the Office Anti-Stupéfiants (OFAST), France’s specialized anti-narcotics agency under the National Directorate of the Judicial Police (DNPJ), to explore avenues for strengthening bilateral cooperation in combating illicit drug trafficking and transnational organized crime.

The Liberian delegation comprised H.E. Ambassador Dr. Teeko Tozay Yorlay, Deputy Chief of Mission Emmanuel Saye Larmeh, and Minister-Counselor for Press and Public Affairs Senve Darlington Tehmeh. The delegation was received by Mr. Dimitri Zoulas, Chief of OFAST, and Madam Perrine Boudin, Director of International Cooperation at OFAST.

During the meeting, OFAST officials provided a comprehensive overview of the agency’s mandate, organizational structure, and France’s integrated, intelligence-led strategy for combating narcotics trafficking and transnational organized crime. Discussions focused on expanding institutional cooperation through intelligence and information sharing, technical assistance, capacity building, operational collaboration, and the exchange of best practices.

In his remarks, Ambassador Yorlay reaffirmed Liberia’s unwavering commitment to strengthening international partnerships aimed at addressing the growing threat posed by illicit drug trafficking and organized criminal networks. He emphasized that enhanced cooperation among law enforcement institutions is essential to promoting national, regional, and international peace and security.

As part of the discussions, Ambassador Yorlay proposed the negotiation and signing of a Memorandum of Understanding (MoU) to establish a formal framework for cooperation between the Liberia Drugs Enforcement Agency (LDEA) and OFAST. The proposal was warmly welcomed by the French delegation. The proposed agreement is expected to provide a structured mechanism for cooperation in capacity building, intelligence and information sharing, technical assistance, institutional collaboration, and other mutually beneficial initiatives designed to combat transnational organized crime.

The meeting further proposed that, through the Embassy of Liberia in Paris, a high-level Liberian delegation comprising representatives of the Liberia Drug Enforcement Agency (LDEA), the Liberia National Police (LNP), and the Ministry of Justice undertake a working visit to France to advance negotiations on and conclude the proposed Memorandum of Understanding and identify priority areas for practical cooperation.

Both parties also agreed in principle that, following the anticipated signing of the Memorandum of Understanding in Paris later this year, a reciprocal high-level meeting would be convened in Liberia to formally launch the partnership, adopt an implementation roadmap, and further strengthen collaboration between the respective institutions.

Diplomatic relations between the Republic of Liberia and the French Republic date back to 1852, when France formally recognized Liberia's independence, becoming the second major world power to do so. For more than 170 years, the two countries have enjoyed cordial and mutually beneficial relations founded on friendship, mutual respect, and shared values.

This longstanding relationship provides a solid foundation for expanding bilateral cooperation into new strategic areas, including law enforcement, counter-narcotics operations, the fight against transnational organized crime, institutional capacity building, technical assistance, and intelligence sharing. The discussions with OFAST therefore represent an important milestone in broadening the Liberia–France partnership and advancing a shared commitment to regional and international security.

The meeting concluded with both parties reaffirming their shared commitment to strengthening their longstanding bilateral relations through enhanced cooperation in law enforcement and security. Both sides expressed confidence that the proposed Memorandum of Understanding, together with the planned reciprocal high-level engagements in Paris and Monrovia, will usher in a new chapter of collaboration in combating illicit drug trafficking and transnational organized crime while further reinforcing the enduring friendship between the two nations.

Liberia and France Strengthen Maritime Cooperation Through Landmark Port Partnership Agreement

Paris, France – 22 July 2026 – The Embassy of the Republic of Liberia in France is pleased to announce the signing of a Memorandum of Understanding (MoU) between the National Port Authority (NPA) of the Republic of Liberia and the Seine Axis Major River and Maritime Port, HAROPA PORT of France, aimed at strengthening cooperation and fostering strategic collaboration in port development, modernization, and smart port technologies.

The signing of this important agreement in the port city of Le Havre marks a significant milestone in the growing economic and maritime relationship between Liberia and France and is the result of sustained diplomatic engagement facilitated by the Embassy of the Republic of Liberia in France under the leadership of His Excellency Teeko Teeko Tozay Yorlay, Sr., Ambassador Extraordinary and Plenipotentiary to the French Republic.

The Memorandum of Understanding establishes a framework for cooperation between the two port authorities to promote the exchange of knowledge, expertise, and best practices in areas including:

Smart port technologies and digital transformation;
Automated terminal operations and smart logistics systems;
Port infrastructure modernization and rehabilitation;
Capacity building and technical exchanges; and
Sustainable maritime development and long-term institutional partnerships.
The National Port Authority of Liberia, which manages and operates the ports of Monrovia, Buchanan, Harper, and Greenville, has recently embarked upon an ambitious strategic port management and modernization agenda aimed at improving operational efficiency, enhancing infrastructure, and positioning Liberia's ports as competitive gateways for regional and international trade.

HAROPA PORT, France's leading river and maritime port complex and the fourth-largest port in Northern Europe, connects nearly 650 ports worldwide and brings extensive expertise in integrated maritime, river, and logistics operations. The partnership is expected to provide Liberia with valuable opportunities to leverage international best practices and innovative technologies in support of its port development objectives.

Speaking on the significance of the agreement, Ambassador Teeko Teeko Tozay Yorlay, Sr. stated:

“This Memorandum of Understanding represents another important step in strengthening the longstanding friendship and economic cooperation between Liberia and France. Through this partnership, Liberia stands to benefit from world-class expertise in port management and technology, while opening new avenues for investment, trade, and maritime cooperation between our two countries.”

Mr. Sekou A. M. Dukuly, Managing Director of the National Port Authority of Liberia, welcomed the agreement and highlighted its importance to Liberia's port modernization agenda. Speaking at the signing ceremony, the Managing Director of the NPA described the agreement as more than a formal document, emphasizing that it reflects a shared commitment to building a long-term partnership founded on mutual trust, knowledge exchange, and sustainable growth. Managing Director Dukuly highlighted the significant opportunities the partnership presents, noting that while HAROPA PORT is recognized as one of Europe’s leading port complexes, the NPA is actively expanding and modernizing Liberia’s port infrastructure. He expressed appreciation to HAROPA PORT, the Le Havre Port Center, Ambassador Dr. Teeko Tozay Yorlay and the Embassy of Liberia in France, and all stakeholders whose efforts made the agreement possible, expressing confidence that the collaboration will deliver tangible benefits for both Liberia and France.

Paris, France – 29 June 2026 – His Excellency Dr. Teeko Tozay Yorlay, Ambassador Extraordinary and Plenipotentiary of the Republic of Liberia to the French Republic, today held a cordial and constructive meeting with Mr. Driss Ettazaoui, Municipal Councillor in charge of Twinning and International Cooperation, President of the Association of Elected Officials (France), and Vice President of Évreux Portes de Normandie responsible for City Policy and CISPD, together with Mr. Oliver Radle, Chief of Service for International Relations, to explore opportunities for strengthening cooperation between the City of Évreux and a city to be identified in the Republic of Liberia.

The discussions focused on laying the foundation for practical and mutually beneficial cooperation, with particular interest in establishing a city-to-city partnership.

During the meeting, Ambassador Yorlay recalled his previous visit to Évreux and emphasized the importance of sustaining and deepening engagement between Liberia and local institutions in France. He also highlighted the positive contributions of the Liberian community residing in Évreux and informed his hosts of the community’s upcoming activities scheduled for 8 August 2026, underscoring the community’s role in fostering closer people-to-people ties.

A central focus of the discussions was the establishment of a framework for cooperation between two cities. Ambassador Yorlay proposed that the process begin with the identification of a Liberian city and preparation of a draft Cooperation Framework or Memorandum of Understanding (MoU) to serve as the basis for future collaboration. Mr. Ettazaoui welcomed the proposal and noted that the City of Évreux has considerable experience in international partnerships with municipalities and institutions in countries including Morocco, Senegal, Benin, and the Democratic Republic of the Congo.

Both sides agreed that any future partnership should be practical, results-oriented, and aligned with shared development objectives. Mr. Ettazaoui expressed interest in identifying Liberia’s priority sectors for cooperation, while Ambassador Yorlay affirmed Liberia’s readiness to collaborate across a broad range of sectors consistent with the country’s national development priorities.

Economic cooperation emerged as a key pillar of the proposed partnership. The two sides emphasized the importance of promoting investment, strengthening business-to-business linkages, and expanding people-to-people exchanges as sustainable drivers of long-term cooperation. The meeting further discussed the possibility of holding subsequent consultations at the Embassy of the Republic of Liberia in Paris and, in due course, arranging an official visit by the authorities of Évreux to Liberia as part of efforts to formalize the proposed partnership.

Federation of Liberian Associations in France Meets with Liberian Ambassador to France

Paris, France | June 27, 2026

The Federation of Liberian Associations in France (FLAF) today held a productive meeting with the Ambassador of the Republic of Liberia to France, H.E. Dr. Teeko Tozay Yorlay, in Paris, France, to discuss the Federation’s strategic plans and upcoming initiatives aimed at strengthening the Liberian community in France and across Europe.

During the meeting, FLAF President William Wesseh Broh presented the Federation’s roadmap leading to the hosting of the 2027 July 26 Liberian Independence Day Celebration, which is expected to bring together Liberians from across Europe in a grand celebration of Liberia’s independence, culture, heritage, and national unity.

President Broh also briefed the Ambassador on the Federation’s plans to conduct democratic elections in August 2027, reaffirming FLAF’s commitment to transparency, accountability, democratic governance, and effective leadership within the Liberian community in France.

In response, Ambassador Dr. Teeko Tozay Yorlay welcomed the Federation’s vision and commended its leadership for promoting unity, cooperation, and meaningful engagement among Liberians in the diaspora. The Ambassador pledged the Embassy’s full support for the Federation’s programs and expressed its readiness to provide guidance and collaborate closely to ensure the successful implementation of its planned activities.

Both parties reaffirmed their shared commitment to strengthening the relationship between the Embassy of Liberia in France and the Liberian community while fostering greater cooperation, national pride, and active participation among Liberians living throughout Europe.

The meeting also marked a significant milestone in the history of the Liberian community in France. For the first time in more than a decade, Liberian associations have united under a single umbrella organization following years of internal divisions that weakened community cohesion and collective engagement.

The formation of FLAF followed Ambassador Yorlay’s appointment of Madam Inez Saydee Pennue, wife of Grand Gedeh County Senator Zoe Emmanuel Pennue, as his Peace Ambassador. In that capacity, Mrs. Pennue led extensive reconciliation efforts that successfully brought together the various Liberian associations and facilitated the establishment of an interim leadership headed by President William Wesseh Broh.

Participants at the meeting expressed appreciation to Ambassador Yorlay for his leadership, encouragement, and unwavering support throughout the reconciliation process, describing the establishment of the Federation as a historic achievement for Liberians residing in France.

Teeko Tozay Yorlay, Sr., PhD, Liberia’s Ambassador Extraordinary and Plenipotentiary to France, held a meeting at the Embassy of the Republic of Liberia near Paris with Ms. Ksenia Hleap, Chief Operating Officer of AVPA (Agency for the Valorization of Agricultural Products), to initiate discussions on Liberia’s participation in the upcoming International Roasted Coffee Contest and award ceremony to be held during the Paris Coffee Show.

The meeting focused on opportunities to showcase Liberia’s premium roasted coffee, strengthen the country’s coffee value chain, facilitate technical training for producers, and expand access to the French and European markets.

Welcoming Ms. Hleap on behalf of the Government and people of the Republic of Liberia, Ambassador Yorlay expressed appreciation for her acceptance of the Embassy’s invitation and underscored Liberia’s commitment to building strategic partnerships that support the development of the country’s coffee, cocoa, and palm products .

“Libera is keen to cultivate partnerships that create opportunities for our farmers and producers, enhance value addition, and strengthen the agricultural sector as a key pillar of national development,” Ambassador Yorlay stated.

Ms. Hleap thanked the Ambassador for the warm reception and highlighted AVPA’s mission of promoting agricultural producers who create exceptional products in their countries of origin. She emphasized the importance of Liberia’s participation in the international competition, noting that Liberian roasted coffee ranks among the finest in the world and deserves greater international recognition.

According to Ms. Hleap, the International Roasted Coffee Contest is designed to encourage coffee producers worldwide to showcase their products, gain exposure to international buyers, and benefit from training and market-linkage opportunities. She noted that participation would provide Liberian producers with a valuable platform to promote their coffee to the French market and beyond.

Ambassador Yorlay stressed the importance of collaboration between AVPA, Liberia’s Ministry of Agriculture, and local coffee producers to ensure a strong Liberian presence at the competition. He emphasized that participation would help connect Liberian producers with international partners and investors while promoting value addition throughout the production chain.

Ms. Hleap agreed and recommended the organization of a local award ceremony in Liberia to encourage broader participation among coffee farmers and producers. She also cited AVPA’s successful initiatives in Côte d’Ivoire, where coffee farmers were invited to Paris to participate in training programs on coffee roasting and subsequently gained access to the French market.

As a next step, Ms. Hleap indicated that AVPA will formally write to the Embassy of Liberia near Paris to officially invite Liberian coffee farmers and producers to participate in the upcoming award ceremony and provide detailed information on the application and participation process.

Concluding the meeting, Ambassador Yorlay thanked Ms. Hleap for AVPA’s interest in Liberia’s coffee industry and its potential engagement in other agricultural sectors, including cocoa and palm oil. He reaffirmed Liberia’s commitment to exploring partnerships that align with the Government of Liberia’s ARREST Agenda for Inclusive Development and broader efforts to strengthen agricultural productivity, value addition, and export competitiveness.

Liberia and France Advance Discussions on Enhanced Cooperation in the Transport Sector

Paris, France – 28 May 2026 – The Embassy of the Republic of Liberia near Paris has continued its diplomatic engagement initiatives aimed at strengthening institutional cooperation between the Republic of Liberia and the French Republic through a high-level bilateral meeting held at the French Ministry of Transport in Paris.

The meeting brought together His Excellency Dr. Teeko Tozay Yorlay, Sr., Ambassador Extraordinary and Plenipotentiary of the Republic of Liberia to the French Republic, and Mr. Joël Hamann, Diplomatic Adviser to the Minister of Transport of the French Republic. Ambassador Yorlay was accompanied by Mr. Emmanuel Saye Larmeh, Minister Counselor and Deputy Chief of Mission at the Embassy of Liberia near Paris.

The discussions formed part of the Embassy’s diplomatic efforts to deepen engagement with key French ministries and technical institutions in support of the Government of Liberia’s ARREST Agenda for Inclusive Development (AAID).

The engagement also served as a follow-up to the successful official visit of His Excellency Joseph Nyuma Boakai, Sr., President of the Republic of Liberia, to the French Republic in October 2025, during which both countries reaffirmed their shared commitment to expanding bilateral cooperation across priority sectors, including transport, agriculture, health, trade, infrastructure, youth and sports, and technical cooperation.

During the meeting, both sides exchanged views on opportunities to strengthen collaboration between the Ministry of Transport of Liberia and the Ministry of Transport of the French Republic. Discussions focused on enhancing cooperation across land, maritime, air, and rail transport, while exploring avenues for technical assistance, institutional partnerships, capacity building, and investment within Liberia’s transport sector.

The parties also discussed the prospect of an official working visit to France by Liberia’s Minister of Transport to engage with relevant French transport institutions and stakeholders as part of ongoing efforts to foster practical cooperation and knowledge exchange.

In addition, the meeting highlighted Liberia’s planned bilateral engagement with HAROPA Port in Le Havre in early June 2026, which is expected to further advance discussions on port development, logistics modernization, and maritime cooperation.

The Ministry of Foreign Affairs of the Republic of Liberia, represented by His Excellency Dr. Teeko Tozay Yorlay, Ambassador Extraordinary and Plenipotentiary of the Republic of Liberia to the Portuguese Republic, and the Director-General for Foreign Policy, Ambassador Helena Malcata of the Ministry of Foreign Affairs of the Portuguese Republic have concluded a Memorandum of Understanding (MoU) aimed at further strengthening the cordial relations between the two countries through structured political and diplomatic consultations.

This understanding reflects the shared commitment of Liberia and Portugal to deepen bilateral cooperation, promote mutual understanding, and advance common interests at the bilateral, regional, and international levels.

Pursuant to the MoU, the two parties will establish a Political and Diplomatic Consultations Mechanism to facilitate the promotion, implementation, and review of cooperative initiatives of mutual interest. The mechanism will provide a structured platform for the regular exchange of views on key issues and for consultations on developments within international fora. Meetings will be agreed biennially on an alternating basis in Liberia and Portugal, with the possibility of additional sessions, including in international settings, as may be mutually agreed.

The consultations will be co-chaired by the Ministers responsible for Foreign Affairs or their designated representatives and may include other relevant officials, as appropriate. Participation will be determined in accordance with the agenda of each meeting. The mechanism will adopt its own rules of procedure, and records of meetings will be prepared and signed by the co-chairs, in accordance with the respective domestic laws of the two countries.

The MoU further provides for the organization of study visits and exchanges between experts of both countries, with a view to fostering knowledge-sharing and encouraging the development of specific areas of cooperation. Working groups may also be established, as necessary, to address particular issues in greater depth, with outcomes reported to the co-chairs.

Both countries reaffirm the importance of maintaining regular contact between their respective diplomatic missions to further strengthen cooperation and coordination on matters of shared interest.

This Memorandum of Understanding represents a meaningful step in further consolidating the longstanding and friendly relations between Liberia and Portugal, underscoring their shared commitment to dialogue, cooperation, and constructive engagement in addressing regional and global challenges.

The meeting focused on strengthening Liberia’s engagement and cooperation with the North-South Centre of the Council of Europe and exploring opportunities for future collaboration in support of shared commitments to human rights, democracy, and the rule of law.

The North-South Centre plays a pivotal role in fostering dialogue and cooperation among Europe, Africa, and other regions of the world. Its principal areas of programming include:

* Youth empowerment and leadership development
* Human rights and democratic governance
* Global citizenship and education
* Women’s empowerment and gender equality
* Intercultural and interfaith dialogue
* Africa–Europe cooperation and policy dialogue

Ambassador Yorlay reaffirmed his longstanding commitment to ensuring that Liberia benefits from the Centre’s broad range of programmes and opportunities, including:

* Participation of Liberian youth leaders, government officials, and civil society representatives in international training programmes and forums;
* Technical assistance to strengthen youth policies, civic education, and democratic participation;
* Partnerships on peacebuilding, gender equality, and human rights education initiatives; and
* Use of the Centre as a platform for building strategic partnerships with European and African institutions.

The Embassy is pleased to note that the following six young Liberians have benefited from human rights and leadership training programmes organized by the North-South Centre of the Council of Europe in 2025:

2. Augustine M. Mulbah
3. Massaquoi D. Kamara
4. Rebecca T. Kromah
5. Samuel K. Doe
6. Victoria W. Johnson

Notably, of the the six, two young Liberians who participated in a training programme in Spain in 2025 have since become certified tutors, equipping them to transfer their knowledge and train others in Liberia.

These opportunities align closely with Liberia’s national priorities in youth development, democratic governance, education, and international cooperation.

The Embassy of the Republic of Liberia to Portugal looks forward to deepening its partnership with the North-South Centre and creating additional opportunities for Liberian youth and institutions to engage meaningfully on the global stage.
