Observatory on History Teaching in Europe Enlarged Partial Agreement of the Council of Europe dealing with history teaching in Europe.

The Observatory on History Teaching in Europe is an Enlarged Partial Agreement of the Council of Europe, comprising 16 member states and 2 observer states. It was established in November 2020 at the initiative of the French government – among the priorities of its Presidency of the Council of Europe. Our vision is embodied by our motto: “Teaching History, Grounding Democracy”. In practice, this me

ans that everything we do aims at promoting quality history education in order to improve the understanding of democratic culture among young people. Our mission is to provide a clear picture of the state of history teaching in Europe. Within the countries party to the Observatory, we do this through:

-> reports on the state of history teaching (also referred to as regular reports). These reports are issued every 3 years, the first being scheduled for publication in 2023.
-> thematic reports, which explore particular areas of interest and their tackling in history lessons. The first report is scheduled for publication in December 2022, and concerns “Pandemics and Natural Disasters as Reflected in History Teaching”. Moreover, the Observatory created a transnational history education and co-operation hub in cooperation with the European Union that serves as a platform for professional development and networking for European professional associations and institutes active in the field of history teaching.

The Council of Europe is launching call for applicants for the 2026 Democracy Hackathon - a unique initiative bringing together tech developers, designers, and democracy experts to combat online hate speech and innovate for democratic resilience.

Organised as a milestone of the New Democratic Pact for Europe and jointly with , the Hackathon is held under the auspices of the Monaco Presidency of the Committee of Ministers of the Council of Europe.

Participants will benefit from:
→ An all-expenses-paid trip to Strasbourg (for 20 selected teams)
→ Expert mentorship from the Technical University of Munich, the University of Strasbourg, Democracy Reporting International, and the Institute of Strategic Dialogue
→ Winning teams will share a €50,000 Microsoft grant, as well as receive post-event mentoring and implementation support provided by the Council of Europe.
