Ce matin, la Représentante permanente belge auprès du Conseil de l'Europe, Delphine Delieux, a signé au nom de la Belgique le Protocole modifiant la Convention du Conseil de l’Europe pour la prévention du terrorisme.
Il s'agit d'une étape importante pour renforcer la réponse collective de l’Europe face au terrorisme. Ce Protocole introduit en effet une définition paneuropéenne claire des « infractions terroristes », définition qui reflète l’évolution des menaces. Il établit ce faisant une base juridique commune entre les États membres du Conseil de l’Europe.
Lorsque ce Protocole entrera en vigueur, il permettra de renforcer la coopération judiciaire, de faciliter l’extradition et l’entraide judiciaire, tout en assurant la cohérence avec le droit de l’UE.
En harmonisant les approches, ce Protocole consolide la prévention et renforce l’action coordonnée en Europe.
La Belgique est fière de contribuer à cette avancée vers une Europe plus sûre.

Vanmorgen heeft de permanente vertegenwoordigster van België bij de Raad van Europa, Delphine Delieux, namens België het Protocol ondertekend tot wijziging van het Verdrag van de Raad van Europa ter voorkoming van terrorisme.
Dit vormt een belangrijke stap in het versterken van de collectieve Europese aanpak van terrorisme. Het Protocol introduceert namelijk een duidelijke pan-Europese definitie van “terroristische misdrijven”, die de evoluerende dreigingen weerspiegelt, en legt zo een gemeenschappelijke juridische basis tussen de lidstaten van de Raad van Europa.
Zodra dit Protocol in werking treedt, zal het de justitiële samenwerking versterken, de uitlevering en wederzijdse rechtshulp vergemakkelijken, en tegelijk de samenhang met het EU-recht waarborgen.
Door de aanpakken te harmoniseren, versterkt dit Protocol de preventie en de gecoördineerde acties op Europees niveau.
België is trots om bij te dragen aan deze vooruitgang richting een veiliger Europa.

This morning, Belgium’s Permanent Representative to the Council of Europe, Delphine Delieux, signed, on behalf of Belgium, the Protocol amending the Council of Europe Convention on the Prevention of Terrorism.
This marks an important step in strengthening Europe’s collective response to terrorism. The Protocol introduces a clear pan-European definition of “terrorist offences”, reflecting the evolving nature of threats, and establishes a common legal basis among Council of Europe member states.
Once it enters into force, the Protocol will enhance judicial cooperation, facilitate extradition and mutual legal assistance, while ensuring consistency with European Union law.
By harmonising approaches, the Protocol strengthens prevention and reinforces coordinated action across Europe.
Belgium is proud to contribute to this progress towards a safer Europe.
