A key project in the Highland Investment Plan we are delivering on behalf of The Highland Council and one which will transform education and other facilities in Thurso.

We're consulting on proposals for a new education campus in , with up to £100 million earmarked for investment through the Highland Investment Plan - a £2.1 billion, 20 year capital investment programme to improve schools, roads and local infrastructure throughout the region.

Under the proposals, Pennyland Primary School and Miller Academy Primary School would be brought together to create a new primary school, including Early Learning and Childcare (ELC) and Gaelic Medium Education (GME) provision. The new primary school would be co-located with a new Thurso High School on a single education campus on the existing site. Mount Pleasant Primary School would remain open.

The proposals form part of wider plans for a new Community Point of Delivery (PoD) in Thurso, bringing together education and community services within a modern, purpose-built campus designed to meet current and future needs.

A public meeting will take place at Thurso High School on Thursday 27 August at 7pm, where local people can find out more and ask questions.

The consultation runs until 30 September 2026.

Construction of the landmark museum of Aberdeenshire and new Peterhead Library is to begin on Monday, June 8, following the appointment of CHAP Group as principal contractor.

The multi-million-pound project will be delivered by hub North Scotland, with the museum expected to open in late 2028.

The project is supported by £20 million from the UK Local Regeneration Fund, alongside capital investment from Aberdeenshire Council and financial support from external funders including the The National Lottery Heritage Fund and Historic Environment Scotland.

Consultation in has found strong support for investment in a Community Point of Delivery (PoD) that serves the whole town and delivers wider benefits beyond the replacement of ageing school buildings.

Local people described the proposed development of an education campus on the current Thurso High School site and surrounding area as an opportunity to create a civic asset for the whole community, bringing together education, sport, leisure, health, art and social facilities.

The Highland Council has committed £100 million to Thurso under its Highland Investment Plan (HIP) - a £2.1 billion, 20-year capital investment programme to improve schools, roads and local infrastructure throughout the region.

Key findings from the consultation include:

➡️ Strong support for high-quality indoor and outdoor sport and leisure facilities available to the wider community outside of school hours.
➡️Education quality was consistently identified as a top priority. Views varied on plans for new school buildings and how secondary, primary and early learning provision could be arranged on the site.
➡️ Strong support for inclusive design to meet the needs of people with additional support needs.
➡️Demand for flexible community spaces capable of hosting large civic events, concerts, and performances, alongside smaller bookable rooms for local groups.
➡️ Support for stronger links between schools and the UHI North, West and Hebrides campus in Thurso.
➡️Traffic management, access and safe routes to school were identified as key considerations.

Feedback will be used to inform development of more detailed proposals for the site. Statutory consultation will follow later this year.
