NOTES FROM PARISH COUNCIL MEETING, 3rd August

There was a discussion about Government’s final decision - announced on 16 July - as to the new local government structure from 2028, with a new Derbyshire North Council becoming the body responsible for everything currently done here by both Derbyshire County Council and High Peak Borough Council.

Following an approach from the East Midlands Mayor’s office (EMCCA), it was decided that the Parish Council does not object to the Mayor taking ownership of the bus shelters currently owned by the Parish Council, provided that EMCCA is then clearly accountable for ensuring adequate repair and maintenance of them.

It was noted that, in October and November, Winnats Pass is expected to be closed for a number of weeks to enable new electricity cables to be laid.

The Thornhill representatives on the Council pointed out several ongoing traffic concerns there, so it was agreed to seek the assistance of County Cllr Nigel Gourlay towards achieving some amelioration.

NOTES FROM PARISH COUNCIL MEETING, 6th July

It was decided to purchase some raised-bed planters for the Green, to improve its appearance.

The land on which the ‘forest school’ site lies, off Joan Lane, is leased by the Parish Council to Bamford Pre-school. There was a discussion as to how best to approach the forthcoming lease renewal.

It was noted that in the April-June quarter of the financial year, the Council had expenditure of £8,886 and received income of £11,092.

SNAKE PASS

Although the A57 is currently closed until 3 July between Ladybower and Glossop, DCC have announced this morning that it will temporarily reopen this weekend (only) between 6am Saturday 20th and 9am Monday 22nd.

NOTES FROM PARISH COUNCIL MEETING, 1st June

Bamford Clough: The Clough has been ‘temporarily’ closed to all users since 2013, but the County Council (DCC) has now written to the Parish Council, setting out their proposals for introducing an Experimental Traffic Regulation Order (ETRO), which would open the Clough for use by motorised traffic one-way only (uphill), and also by pedestrians and cyclists. This idea was first mooted by DCC in 2022, when the Parish Council made clear to them that it objected to allowing motorised traffic - on the grounds that it is extremely hard to argue that the 35% gradient is adequately safe, particularly if a vehicle were to get into difficulties and become a runaway. DCC, in resurrecting this proposal now, argue that the ETRO they propose will allow assessment, through a live trial lasting upto 18 months, of whether or not their proposal is safe and workable. The Parish Council decided to again write to DCC stating its objections. DCC has yet to declare a commencement date for the trial.

Fidlers Well: The owners of the former NatWest Bank site intend to build a house on it during 2027. There is no road access onto the site, and they have produced a draft Construction Management Plan (CMP) which involves plant and materials needed for the construction being offloaded on Fidlers Well and then craned onto the site. Finding space on Fidlers Well to do that is proposed to be achieved by, during the construction period, closing-off the downhill side of the bottom portion of Fidlers Well and making all traffic in both directions use only the uphill side of the road. This will clearly be disruptive to village life, and the Parish Council decided to make a number of comments on the draft CMP, to hopefully be reflected in a revised version of it. The CMP will need to be approved by the Planning department at the Peak District National Park Authority, and it remains to be seen whether they will find its content acceptable.

SNAKE PASS CLOSURE

The County Council will be closing the A57 Snake Pass 24/7 from Monday 15 June to Friday 3 July for major ground investigations at the Doctor’s Gate landslip. The closure will be between Glossop and the junction for Fairholmes.
Ongoing checks have shown that the ground which supports the road's retaining wall at Doctor's Gate continues to gradually collapse, with cracks continuing to open in the road surface.
