Special EU Programmes Body - SEUPB

The funding is provided under two distinct European Regional Development funded programmes called PEACE IV, INTERREG VA and PEACEPLUS.

The Special EU Programmes Body (SEUPB) has the statutory remit for managing EU funding programmes within Northern Ireland and the border counties of Ireland helping to foster peace and prosperity across the region. The support provided under the PEACE IV Programme is designed to reinforce progress towards a more peaceful and stable society and promote reconciliation across all communities. The sup

port provided under the INTERREG VA Programme is designed to promote cross-border co-operation for a more prosperous and sustainable region. The SEUPB is currently preparing for the launch of the new PEACE IV and INTERREG VA Programmes for 2014-2020, which combined will bring in €469m of EU investment into the region. The themes of the new PEACE IV Programme include Shared Education; Children and Young People; Shared Spaces and Building Positive Relations at a Local Level. We were delighted to have Minister Jack Chambers of the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation opening this PEACEPLUS event in Iveagh House: Peacebuilding in Action - Three Decades of Protecting Peace on the Island of Ireland.

Minister Chambers gave a very poignant reflection on the continued commitment of the Irish Government and partners to peacebuilding and cooperation, the challenges that have been overcome over the past 30 years, the challenges that remain and urged us all not to become complacent.

Thank you to Minister of State at the Department of Foreign Affairs, Neale Richmond, who gave the audience an insight into his personal experiences of living in a border area before and after the Good Friday Agreement.

The event brought together politicians, ambassadors, policymakers, partners and project representatives, providing an opportunity to reflect on progress and to consider the role PEACEPLUS continues to play across Northern Ireland and the border counties of Ireland.

Our projects including CyberQuest (The Bytes Project), the Shannonside Peace Arena (Leitrim County Council), the Community Alcohol Detox + Project (CAWT Cross Border Health and Social Care), the Enterprise Fleet Replacement Programme (Translink), and Journeys (Springboard Opps), provided a clear and impactful picture of how PEACEPLUS is supporting communities, improving connections and addressing shared challenges in practical ways.

Our thanks to all speakers, project representatives, and attendees for their thoughtful and constructive engagement.

Bringing partners and decision-makers together in a government setting remains important and demonstrated the value of sustained investment in peacebuilding, while creating space to share learning and to build on what has been achieved over three decades.

The €2.4 million Public Health Knowledge Hub (PHKH) PEACEPLUS project has been launched to develop a new set of comparable all-island public health indicators to support better policymaking and improve health outcomes.

The three-year All-Island Public Health Knowledge Hub (PHKH) project was officially launched outside Dundalk by John O’Dowd MLA, Minister for Finance, and Jack Chambers TD, Minister for Public Expenditure, Infrastructure, Public Services Reform and Digitalisation.

The cross-border initiative is led by the All Island Institute of Public Health (IPH) in partnership with the Bamford Centre for Mental Health and Wellbeing at Ulster University and the Global Brain Health Institute at Trinity College Dublin.

SEUPB Chief Executive Gina McIntyre said: “The Public Health Knowledge Hub is an excellent example of how PEACEPLUS is supporting practical cooperation across Ireland and Northern Ireland. Improving how public health data is collected, shared and used, this project addresses a real barrier to joint working. By creating a new, consistent base of evidence, policies will be better informed, leading to better outcomes for all citizens.”

A sincere thank you to MPs Gavin Robinson and Claire Hanna for hosting Special EU Programmes Body - Seupb at the UK House of Commons today, and to all who joined us for our London PEACEPLUS engagement: Peacebuilding in Action: Three Decades of Protecting Peace.

Northern Ireland Secretary of State Hilary Benn and UK Paymaster General and Minister for the Cabinet Office Nick Thomas-Symonds MP addressed the event, and attendees included Lord Dodds, Lord Bew, Lord McConnell, Baroness Ritchie and Parliamentary Under-Secretary of State Matthew Patrick MP.

We were pleased to hear directly from projects including AMPLIFY, Shared Education for Positive Innovation (SEPI), the Centre of Participation Wellbeing & Shared Learning Hub, and ONEHEALTH.

Their contributions gave a clear and grounded picture of how PEACEPLUS is supporting communities across Northern Ireland and the border counties of Ireland.

The event also featured Dr Marika Theros from The London School of Economics and Political Science - LSE). She discussed a new publication, co-produced by SEUPB and LSE, which details the evolution of PEACE funding, the vital importance of an ecosystem approach and lessons learned from our experience.

Our thanks to all project representatives, partners and attendees for their contribution to a thoughtful and constructive discussion.

Bringing partners and policymakers together in a parliamentary setting was important.

It further demonstrated the impact of PEACEPLUS at UK Government level, while also providing space to reflect on both progress and the challenges that remain.

We were pleased to support the launch of the NextGen4Peace project, an important PEACEPLUS initiative focused on building positive relations across Northern Ireland and the border counties of Ireland.

Led by the Glencree Centre for Peace and Reconciliation, in partnership with Mediation Northern Ireland, the project will bring people together from a wide range of backgrounds to develop skills in dialogue, mediation and conflict resolution.

Chief Executive of SEUPB, Gina McIntyre said: “The SEUPB is proud to support the NextGen4Peace project through the PEACEPLUS Programme. This initiative reflects the importance of creating opportunities for people, particularly those from marginalised backgrounds, to come together, develop skills and build understanding.”

A major €1.89 million cross-border PEACEPLUS initiative is set to bring school communities in the border region of Ireland and Northern Ireland together to learn about children’s rights and foster inclusion, respect and understanding.

COLOUR (Communities of Learning, Openness and Understanding Through Rights) is an innovative partnership led by UNICEF Ireland, in collaboration with UNICEF UK, Kids' Own and Ulster University.

We were delighted to be part of the official launch event in Carlingford, Co Louth, yesterday - bringing together funders, project partners, educators and children involved in the pilot phase.

Using the UN Convention on the Rights of the Child (CRC) as its foundation, COLOUR will support children, families and school communities to engage meaningfully with one another across diverse and cross-community settings, promoting positive relationships grounded in rights and mutual respect.

At the event, children shared their experiences of the project to date, unveiling a COLOUR logo they co-designed with Kids’ Own and presenting their emerging research ideas, demonstrating the central role children play in shaping the project.

SEUPB Chief Executive Gina McIntyre said: “The PEACEPLUS programme was designed to respond to local realities with patience and purpose. The COLOUR project is built on the United Nations Convention on the Rights of the Child. That framework offers a shared reference point that is understood across borders and across traditions. It sets out that every child, regardless of background, is entitled to dignity, participation and protection.”

We were pleased to join the launch of the BRAVE Project (Building Resilience and Advancing Violence-free Environments) last week, an important PEACEPLUS initiative focused on supporting safer communities.

Led by the Training for Women Network, in partnership with The Bloody Sunday Trust and Glencree Centre for Peace and Reconciliation, BRAVE will bring women together from across Northern Ireland and the border counties of Ireland to build leadership skills, strengthen networks, and support positive change.

Funded through PEACEPLUS Investment Area 1.2 Empowering Communities, the project highlights the importance of community-led approaches in addressing complex challenges.

Our Chief Executive Gina McIntyre said: “This important initiative recognises the vital role women play in shaping resilient communities and advancing long-term peace and reconciliation. By supporting leadership, strengthening cross-community connections, and addressing the root causes of violence and coercion, BRAVE reflects the core objectives of PEACEPLUS. By investing in people and communities toward a positive future, it will make a meaningful difference across Northern Ireland and the border region.”

More than €6.28 million in PEACEPLUS funding has been awarded to the GROWTH project – a new cross-border initiative supporting rural regeneration, social inclusion and community wellbeing in Greysteel and Creeslough.

Led by Greysteel Community Enterprises Ltd in partnership with Creeslough Community Association and Developing Health Communities, the project will invest in shared spaces, community programmes and long-term recovery.

GROWTH will:
➡️ Deliver a 50,000 sq ft Air Dome at the Vale Centre in Greysteel.
➡️ Redevelop a Community Shed in Creeslough.
➡️ Engage over 3,200 participants in health, wellbeing, and capacity-building activities.
➡️ Strengthen cross-border collaboration and community resilience.

SEUPB Chief Executive Gina McIntyre said: “GROWTH reflects the core PEACEPLUS values of partnership, inclusivity and long-term resilience, bringing people together across borders to build stronger, more sustainable futures. We are now accepting applications to PEACEPLUS Investment Area 6.1 Strategic Planning and Engagement, with a total value of €6 million in funding available.

This investment area supports activity that will reduce the legal and administrative barriers to cross-border co-operation through joint development and management of strategies; co-operation capacity building; and identification of solutions.

This is the fourth and final call in this investment area. Applications must be received no later than 5pm on August 28, 2026.
