Landowners and developers – the importance of an effective working relationship.

Two key voices from Savills in the East of England, Joshua Spink, associate director, rural and projects and Richard Shuldham, associate director, development – explore the importance of landowners and developers understanding one another’s priorities.

Changes to Government policy mean there are now more opportunities for landowners who have appropriate sites for development. Adjustments to the National Planning Policy Framework (NPPF), a pledge of more funding for affordable housing and the establishment of the National Housing Bank are all aimed at helping to meet the pressing need for new homes.

But it is also important for the landowner and developer to have an understanding of each other’s priorities. This relationship can require careful management, with agreements drawn up that outline responsibilities and shared goals, alongside a strong foundation of trust.

Major redevelopment planned for army barracks, as revealed by a screening opinion request to Guildford Borough Council.

Lang O’Rourke has applied, through WSP for an opinion on whether an environmental impact assessment (EIA) is required for plans to re-develop the Alexander Barracks at the 50.5-hectare Pirbright Camp.

The scheme proposes 17,550 sq m of new living accommodation and 11,900 sq m of other buildings.

The Mercure Bristol Brigstow Hotel has received planning permission to increase the number of rooms from 116 to 174.

The hotel was acquired by its current owners in 2016 for around £16 million. More recently it was used as asylum seeker accommodation, prompting demonstrations outside last month.

Willmott Dixon has announced Stewart Brundell as the new chief operating officer for its £1bn turnover construction business.

Stewart has almost 40 years’ service with Willmott Dixon, having joined its trainee management programme before becoming the company’s first ever Trainee of the Year. Most recently, he was managing director of the company’s London & East region.

The promotion follows John Waterman’s decision to step down as the construction division’s Chief operating officer earlier this year after 10 years in the role.

Graham Dundas, Willmott Dixon’s chief executive, said: “Stewart’s promotion to COO reflects both his exceptional track record and our focus on creating the right platform for our next stage of growth. His near 40-year career from trainee to COO is a tremendous success story and demonstrates the strength of our succession planning."

Plans for the £600 million Puy du Fou theme park in Oxfordshire have been submitted to Cherwell District Council .

Puy du Fou which has history-themed destinations in France and Spain, plans its first UK park on a site near J10 of the M40 on 153 hectares of farmland north of Bucknell, near Bicester. If councillors approve the scheme, the park will open in phases beginning in 2029. Pur du Fou says it will deliver an annual £500m boost to the local and regional economy.

Money down the drain? What now after treatment works debacle?

Steven Kosky, planning director for Turley, assesses the Government’s recent decision not to fund the relocation of the North Cambridge Waste Water Treatment Works and its implications for the future growth of the Cambridge area.

The Ministry of Housing, Communities and Local Government (MHCLG) has recently confirmed that Government funding will now not be forthcoming to support the planned relocation of the Anglian Water Waste Water Treatment Plant from its existing site in north east Cambridge to a new treatment site, north of the A14.

This decision not only creates a major infrastructure deficit headache for the future, but also fundamentally undermines a significant raft of the emerging Cambridge growth area spatial strategy.
