How has Stone Circle, a group of companies wholly owned by Wiltshire Council, run up debts of £64 Million for just 9 houses, which are not even complete yet?

We as Wiltshire tax payers are proping up these failing companies, who as far as I can tell have not rented a single property to a single Key Worker or their families!
