LANDBEACH PARISH COUNCIL
Minutes of Landbeach Parish Council meeting held on
4 April 2022 in the Village Hall at 7.30pm.
Mrs Melanie Hale (Chair), Dr Ray Gambell (Vice Chair), Mr Peter Hatley, Mr Gerald Hinkins, Mr Julian Garratt, Mr Nick Heath, Ms Elizabeth McWilliams, Mr David Metcalfe, Mr Andrew Stevens, Councillor Anna Bradnam (County and District Councillor) and Mrs Maria Sylvester (Clerk).
Public Participation: Mr Jeff Bronks, Parishioner in relation to the problems of traffic coming through the village and particularly heavy lorries which cause problems. It is more noticeable coming into the village along Green End.
It was stated that Developers Urban&Civic, as part of the Mere Way cycle route, plan to put in a crossing which should slow the traffic on Green End
The MVAS (mobile vehicle activated sign) provides useful data, but this has to be up to date. There is a tech problem with the data recording.
Councillor Bradnam said Mr Halfpenny is in the process of getting a new board for the MVAS. The purpose of the MVAS is to remind people to adhere to the speed limit. She has asked/will ask the Greater Cambridge Waste, Mick George and Amey to make sure lorries do not go through the village.
There are various consultations coming up. The A10 has been prioritised and the Mere Way work has been pushed back.
Mr Hatley thanked Highways for doing the pavements along Waterbeach Road, but said Green End has been left as the poor relation.
Mr Metcalfe said that there will be a Safety Audit on the A10 and it will be checked for safety after installation. It is wider and more spacious, mostly 3m, than previously.

2 Minutes of last Meeting – Minutes of meeting held on 7 March 2022 were agreed and signed.
3 Declaration of Interest –There were no Declarations of Interest.
4 Matters Arising
Neighbourhood Watch – Mrs Hale reported that a wood chipper had been stolen from a barn. Also catalytic converters are still being stolen. There has been a van snooping around.
SCDC – Parish Emergency Plan – This is ongoing.
Minibus – Event Committee – The Event Committee have requested that the £1,800 given towards the Minibus should be returned to them and some of it used towards the Queen’s Platinum Jubilee. This was agreed.
It was agreed to ask Milton Parish Council if they have transport for their elderly residents that takes them to Tesco and also enquire with Dialaride.
Queen’s Platinum Jubilee – A meeting took place with the Parish Council and Organisations who agreed to help organise the Celebrations. A notice had gone out to all parishioners inviting them to the events.
Mr Garratt reported that a decision had been made on where to put the Beacon. The cost of the steel would be between £300 and £400. This was agreed.
It was agreed that the Parish Council would contribute up to £1,000 to this event. The Social Club will contribute £500.
First Aid Course – The St John’s Ambulance do not do half day training, but if there are 8 people registered online, they might consider it. Mrs Hale had recently attended a First Aid course and agreed to ask the tutor if he could hold a half-day course in the Village Hall.
Hedge near bus stop – Some of the work has been carried out, but the roots have not been removed. Mr Hatley said that the hedge behind the bus shelter does not run correctly. The brambles should be removed and go back to the fence line. Then plant grass seed and replant hedge plants as necessary. Mr Hatley agreed to get quotes to carry out this work.
5 Clerk/Chairman’s Report
Recreation Ground – Wild flower meadow, Bird boxes (and bunds) – This is ongoing, plants seem to be coming through.
Village Sign – The Insurance Company have had all the information they requested.
MUGA– Mr Hinkins reported that the MUGA will need relining. He will get quotes for this.
APM 11 April – Speakers – Rebecca Britton and Bruce Callander, Urban&Civic will speak at the APM and give a brief overview of the current status of the development and what is proposed for Landbeach.
MVAS – Waterbeach Parish Council have handed over the MVAS to Milton Parish Council. This will be added to Milton Parish Council’s Asset Register and also their Insurance Policy. Mr Halfpenny is arranging repairs.
Street Furniture – Mr Hinkins reported that the street furniture which is damaged in Cambridge never gets replaced. Councillor Bradnam has raised all the items in Landbeach with the County with no response. The Authority needs to take this on board as a priority.
Elections – Councillors completed their Nomination Forms and these were delivered to SCDC by Mrs Hale on 1 April 2022. A vote of thanks was given to Mrs Hale.
Landbeach Parish Council Computer and Office Chair – Three quotes had been obtained for replacement of the laptop. The quote from one was accepted. The cost is £499 plus £149 for a Monitor. It was agreed to have an annual Office 365 from Microsoft package.
Parishioner – Traffic through the Village – This was discussed at the beginning of the meeting. Ms McWilliams said that there should be a motion passed to have 20mph speed limit, particularly around the Church bend.
Funded Pond Conservation Project – FWAG East Consultancy Ltd. They are working for the Farming and Wildlife Advisory Group and are delivering a funded pond conservation project on behalf of Natural England. It was agreed to follow this up.
Parking in car park – John Buckley is organising a folk gig at the Church on 20 May and has asked for permission to use the car park by the Village Hall. This was discussed and agreed.
No Mow May – CCC – Cambridgeshire Highways have adopted a Policy for a No Mow May. They want Parish Councils to do the same. This was discussed and it was agreed to ask Brookfield not to cut the grass on the East side of Green End from No 18 all the way to the village limits in the Cottenham direction.
Tree outside 65 Green End – This needs cutting back. Mr Hatley got a quote for £400 + VAT. This was accepted.
Jane Oakes Presentation as COVID Champion – Lucy Frazer MP presented Jane with a Certificate for all the work she had done during the COVID Pandemic. It was signed by all Cambridgeshire MPs.
CCC Highways response to Lucy Frazer’s letter in relation to Mere Way cycle path – The County Council had only received the latest detailed drawings from Urbn&Civic’s engineers Stantec on 14 March. They quoted traffic data from 28 September to 5 October 2021. These data (re. traffic volumes, speeds, accident data etc) are not representative of the worse possible case scenario as they chose to look at a period after the harvest was over and with current levels of traffic. High volumes of cyclists and harvest traffic would be very different.
This Land – Developers working on land within the village of Landbeach – This Land have asked for an informal meeting with Councillors to inform them on what is happening on this site. This will take place on 26 April 2022 at 3pm in the Village Hall. It is not clear which land they wish to discuss.
EACH – EACH have asked for a donation as in previous years. This was discussed and it was agreed to donate £50.
Public Realm measures in Landbeach – It was reported that Andrew Cameron will attend/host a Zoom meeting on 26 April 2022 at 7.30pm.He will make a presentation of possible measures for Landbech. This will be recorded/saved for those unable to watch it live.

Mere Way cycle route (Parish Council concerns) – U&C have not come back with the latest plans which are still being considered by CCC Highways (safety audit).

A10 (safety, Upgrading Proposals) – This is ongoing.
GCP Waterbeach to Cambridge ‘Better Public Transport’ – This is ongoing.
Greater Cambridge Local Plan – This is ongoing.

10 Councillors’ Reports
District/County Councillors’ reports had been received and circulated to Parish Councillors in advance of the meeting and were taken as read.
Mr Hinkins reported that the Play area needs more bark chips.
Mr Metcalfe reported the following:
Part of the hedge on the Recreation Ground should be removed and a fence put in. There is ivy near the gates. Mr Hatley will look at this.
The back entrance to the Childrens’ Play area on to Spaldings Lane needs matting.
