Joint Committee for Hammonds Farm Notice of Meeting
to be held on Friday 29th May 2026 at 18.00 at Little Baddow Memorial Hall

1 Election of Chairman.

2 Election of Vice Chairman.

3 Apologies for absence.

4 Declarations of interest.
Members are required to declare any personal or prejudicial interests they know they may have in items of business
on the meeting’s agenda. They are reminded that they will need to repeat their declara􀆟on at the appropriate point
in the meeting and leave the room if the interest is a prejudicial one. Unforeseen interests must be declared similarly
at the appropriate time.

5 Public Question Time.
Members of the public are invited to address the Committee, give their views and question the Committee on issues
on this agenda, or raise issues for future consideration (at the discretion of the Chairman). Members of the public
may not take part in the Committee meetng itself. At the close of this item members of the public will no longer be
permitted to address the Committee unless invited to do so by the Chairman. The session will last for a maximum of
15 minutes with any individual contribution lasting a maximum of 3 minutes. Members of the public should address
their representation through the Chairman of the meeting.

6 To approve the minutes of the meeting held on 12th May 2026

7 Matters arising from prior meetings.
This item is for information only; any items requiring discussion or decisions will be included on the agenda for the

8 Membership of the Committee.

8.1 To receive confirmation of Sandon Parish Council membership of the Joint Committee.

8.2 To receive confirmation of the voting representatives from each of the member councils.

9 Public events / community engagement.

10 Exclusion of Press and Public.
In accordance with S.1 of the Public Bodies (Admission to Meetings) Act 1960 to resolve that in view of the nature of
the business to be discussed it is in the opinion of the Committee advisable that the Public and Press be excluded and
instructed to withdraw.

11 Work Stream Reports.
To consider the reports from the following Work Streams and agree any necessary actions:

 Traffic / Flood / Infrastructure / Heritage and Ecology / Public Examination.

12 To receive an updated financial report and discuss funding.

13 Date and Time of next meeting.

KEEP BOREHAM A VILLAGE
It’s now time to Act, show your support at the Planning Committee Meeting - Tuesday 26th May 2026 at Civic Centre, Duke Street, Chelmsford at 7pm.

Last year a Planning application was submitted for the Development of a Bio-CNG vehicle fuelling facility comprising fuel pump islands, plant compound, amended access, landscaping and associated development on Land East of Premier Lodge Hotel Main Road Boreham. This application would:

• Result in 480 additional HGV movements on Main Road Boreham per day.
• Encroach on the green space which separates Boreham from Chelmsford.
• Creates a detrimental visual impact on Boreham and the Grade 1 listed Boreham House.

This application was objected to in significant numbers by Boreham Parish Council, Boreham Conservation Society and significant numbers of local residents.

Chelmsford City Council Planners have now decided despite the objection to recommend the approval of this application and this now goes formally to the Planning Committee on Tuesday 26th May which commences at 7pm in the Civic Centre Duke Street Chelmsford.

It is NOT TOO LATE, we can still get this application refused by the Planning Committee and to this end our Local City Councillor James Raven will be raising objections at the Meeting.

Representatives of the Parish Council and local people will also be speaking from the public gallery with the intention of getting the recommendation overturned and the application refused.

We need a big turn out on 26th May to reinforce the strength of local village opinion opposed to this application.

Please make every effort to attend the Planning Committee meeting. A good turnout of local people will carry a lot of weight. We will provide badges for people to wear to show your support for the Village of Boreham.

Please get involved we need everyone’s support to keep Boreham a village; a village to be proud of.

UPDATE: Important roadworks information

A12 southbound and northbound between junctions 19 (Boreham Interchange) and 25 (Marks Tey Interchange) – road surface repairs

Dear Customer

I’m writing to tell you that we plan to resume road surface repairs on the A12 in both directions at different points between junctions 19 and 25. We’re returning to carry out additional urgent road surface repairs. Once complete, this will help keep the A12 safe and serviceable.

We plan to complete this work over eight nights starting from Thursday 14 May 2026. We will work overnight between 9pm and 5am on weeknights only, weather permitting.

Further extensive road surface repair work will be required at a later stage. We’ll share details of any future closures and diversions as soon as they’re confirmed.

Closures and diversions

To carry out this work safely, we need to close the A12 overnight at different points between junctions 19 and 25. We will not close the whole section between junctions 19 and 25, so some local traffic will still be possible.

Closure Dates Diversions

A12 southbound between junction 25 (Marks Tey Interchange) and junction 23 (Kelvedon South Interchange) Thursday 14 May, Friday 15 May, Monday 18 May and Tuesday 19 May 2026, 9pm to 5am (four nights). If you’re travelling southbound, please leave the A12 at junction 25 and follow the well-signed diversion via the A120 and A131 to rejoin the A12 at junction 19 (Boreham Interchange).

A12 northbound between junction 19 (Boreham Interchange) and junction 25 (Marks Tey Interchange) Tuesday 26 May, Wednesday 27 May, Thursday 28 May and Friday 29 May 2026, 9pm to 5am (four nights). If you’re travelling northbound, please follow the same diversion route in reverse via the A131 and A120 to rejoin the A12 at junction 25.

UPDATE FROM NATIONAL HIGHWAYS: Important roadworks information.

A12 southbound between junctions 19 (Boreham Interchange) and 15 (Webbs Farm Interchange) – maintenance work

We’re making good progress on the maintenance work on the A12. The next phase we’re planning to carry out is on the A12 southbound between junctions 19 and 15. We will replace worn road studs (cat’s eyes), renew road markings and replace marker posts. Once complete, this work will give drivers clearer guidance and better visibility, helping to keep journeys safer and more reliable.

We plan to complete this work over four weeks from Tuesday 05 May to Friday 29 May 2026. We will work overnight between 9pm and 5am on weeknights only, weather permitting.

This work is part of a bigger project on the A12 between junctions 11 and 19. We’ll share details of future closures and diversions as soon as they’re confirmed.

Closures and diversions
To carry out the work safely, we’ll close the A12 southbound between junctions 19 and 15, and divert traffic as detailed below:

If you’re travelling southbound on the A12 via junction 19, follow the below signed diversion:
• Leave the A12 at junction 19 and join the A131
• Continue on the A131 and join the A1016
• Stay on the A1016 through Nabbotts Farm Roundabout to Widford Roundabout
• At Widford Roundabout, take the second exit onto the A414
• Continue to junction 15 of the A12 at Webbs Farm Interchange
• Rejoin the A12 and continue your journey southbound

Essex Safer Speeds Strategy

Have your say on speeds in Essex.

Essex County Council, in partnership with the Safer Essex Roads Partnership, has launched a public consultation on a new Essex Safer Speeds Strategy.

Speed is the single biggest factor in fatal road traffic collisions in Essex. In 2025, 60 people lost their lives on our roads, with nearly half of those deaths linked to excess speed.

The draft strategy sets out a new, evidence-based approach to managing speeds across Essex, helping us move closer to our Vision Zero ambition of eliminating deaths and serious injuries by 2040.

We want to hear from everyone who lives, works or travels in Essex.
