AN UPDATE FROM MARC JONES MS ON ILLEGAL WASTE DUMPING

This week I met with local police and Wrecsam Council to discuss the ongoing problems with illegal waste dumping in the Coedpoeth and Minera area. I called the meeting because of residents’ concerns specifically about the Nantlais development but this also chimes with other developments in Flintshire and Wrecsam. The scale of the dumping at that site is huge.

It’s clear that there is well-founded concern about the extent of the problem and this extends beyond local council boundaries. I was reassured that the authorities involved are taking the matter seriously, even if not all are working at the same pace. I think it’s fair to say that Natural Resources Wales is under-resourced and will need to step up. The council has employed new staff to ensure more effective enforcement and that’s encouraging.

The level of the criminality is extensive and that means that other police agencies are involved – you’ll hopefully forgive me for being vague as local criminals are investigated. Whether they own and operate the trucks involved in the dumping or have allowed criminals to dump on their land, they will face consequences. I very much hope the Proceeds of Crime Act will be used to its fullest extent if and when prosecutions are brought.

Nobody is above the law and I will continue to put pressure on all the agencies involved to safeguard our communities, our environment and above all the health and safety of local residents from any criminal activity. There are examples elsewhere where swift legal action – even on bank holiday weekends – has prevented this kind of disruption and worry. We have to ensure our council, NRW and the police have the same tools at their disposal to stop any more of this nonsense.

NOTICE IS HEREBY GIVEN that the COEDPOETH Community

Council intends to Co-opt ONE member(s) to fill the vacancy(ies) that exist in

the office of Councillor for the NORTH Community (Ward).

Expressions of interest are being sought from members of the public who meet the following qualifications and are interested in representing their community on the aforementioned Community Council. You must be a British citizen, an eligible Commonwealth citizen, a citizen of any member state of the European Union or a qualifying foreign citizen and be 18 years of age or over; and meet at least one of the following criteria:

registered as a local government elector for the area named above; or
during the whole of the last 12 months occupied as owner or tenant land or other premises in the community named above; or
your principal or only place of work during the last 12 months has been in the community named above; or
you have during the whole of the last 12 months resided in the Community or with 4.8 kilometres of it.[1]

Wrexham Council Refuses Planning Permission on land off Talwrn Road

Local councillors' press release below:

'Coedpoeth's County Councillors have welcomed Wrexham Council's decision to refuse permission for the building of a menage and related buildings on land to the north of Talwrn Road. They believe that the application was and always has been a smokescreen for the unlawful tipping of harmful waste on the site.
There are currently two notices in place on the site. The council has made clear its enforcement strategy. Natural Resources Wales (NRW) has served a Section 59 notice which expires on 30th October and instructs the owner to remove all of the waste that has been tipped there.
We call again on NRW to take immediate action, using all of its powers against the illegal tipping of waste on the site (and not just rely on the Section 59 notice) and ensure that a full enforcement strategy is in place to enforce the Section 59 notice when the deadline expires.
Councillor Childs said: ''we welcome this important milestone in the fight against unlawful tipping and developments in and around Coedpoeth. The enforcement process is painfully slow and made even slower by NRW refusing to use all of its powers. We will continue to fight for the interests of our community and are grateful to so many residents for responding to the planning process and supporting efforts to highlight the blight on our village and surrounding areas''.
Councillor Wedlake (who is also chair of Coedpoeth Community Council said): ''There is still a lot more to be done to combat illegal tipping and development and I welcome this week's decision by Coedpoeth Community Council to commit a significant five-figure sum of money to fund legal advice to support the fight to defend our communities from blight''

Next week Offices for Coedpoeth Community Council will be closed, however the Parish Hall, Snooker Hall and Old Carnegie Library will all be open and functioning as usual.
