The Leader of Devon County Council, Councillor Julian Brazil, says that the council will continue to call for a ‘fundamental reform’ of the funding system that decides how much funding councils get from central government.

It follows the announcement this week that the government’s plans for reform rely heavily on councils raising their council tax precepts by the maximum 5 percent to support ‘core spending’. There are some Tories retelling how Devon County Council debt and SEND provision problems were inherited and not their fault..... VOTE LIBERAL DEMOCRAT on 1st May to sort out their mess. The truth is as simple as the following SEND debt is solely a Conservative generated debt.
The county council’s historic debt includes about £60 million borrowed under a Conservative Leader. This ‘debt’ was used to invest in schools, roads, residential care homes for older people etc. if examples are needed, let me know.
Current Conservative ‘hidden debt’ amounts to £95m. They call it internal borrowing - taking from Peter to pay Paul.
The Conservatives inherited £300 million in cash savings (reserves) from the Lib Dem’s in 2009. Reserves are now approx £105 million - so Tories have burnt through some £200million in savings - and, of course, we’ve lost the income from the bank interest in that.
In addition, we have the SEND debt of about £160 million.
Far from being careful financial managers, the conservatives have brought Devon CC to the brink of bankruptcy.
