DDNP - What’s it all about?
With referendum day happening tomorrow, there have been questions about what the DDNP is and exactly what voting ‘yes’ or ‘no’ to the plan means for Diss and the other parishes in the DDNP area.
The Plan makes land allocations to meet the housing needs of each of its parishes, based upon community consultation from the past six years. These are not plans for housing by the Plan itself, but merely represent where local people have said they would be happiest with new developments occurring, to meet any housing targets set by the government. The Plan also identifies green spaces (parks, valuable habitats etc) and heritage assets to protect from development, and makes it clear where improvements in infrastructure are needed should new developments occur (examples include new cycle routes to link different parts of a community and employment areas).
A ‘no’ vote to the plan would mean a continuation of the status quo, where developers can come and build developments anywhere they can get the land and permission, with no specific guidance as to what members of the community actually want or need. Investment in infrastructure would still be minimal and our valued green spaces and heritage assets would continue to be at risk from development.
New developments in the DDNP area are inevitable, but a ‘yes’ vote to the DDNP would mean our communities have a level of protection from out-of-control growth and will benefit from increased investment in local infrastructure through increased CIL (Community Infrastructure Levy which would increase by 60%) payments from developers every time that a new house is built. Our favourite views, heritage assets and green spaces would also be protected from development.
The plan has an initial lifespan of 15 years, from 2023 to 2038. To summarise, a ‘no’ vote would likely lead to more houses being built in that time with less infrastructure, whilst a ‘yes’ vote would mean fewer houses being built and increased investment in the infrastructure of Diss and the other DDNP parishes.
