These developments will significantly enhance the quality and breadth of the town centre offer and deliver a sustainable and commercially successful mix of high street names and independent businesses.

Planning is a step-by-step process. We have now received feedback on the proposals from almost all the statutory consultees and many other stakeholders and members of the community. Working closely with the Local Planning Authority, our next step is to review all responses to date and consider what changes can be made to the scheme in response to the concerns they have raised.

Supporting Access to Planning Information at the Fairfield Centre

We’ll be at the Fairfield Centre in Leatherhead tomorrow (Thursday 15th January) from 2pm to 3pm to help those who don’t have access to the internet to access information about the planning application for the Swan Centre and Bull Hill.

Hard copies of the Planning Statement and the Design and Access Statement will be available and there will be guidance available on how to submit representations to the local planning authority.

Please note that this is not an official consultation event, and is designed to help as many people as possible to access the documents in the planning application.

We have received queries about who will own the land at Bull Hill. Our clear intention is for the new public park to remain in the ownership of Mole Valley District Council (MVDC), ensuring its long-term stewardship and safeguarding this important public asset for future generations.

Some people have asked how tall the buildings are likely to be on Bull Hill. Heights generally range from 3 to 12 storeys.

Following specialist townscape and “taller buildings” assessments, the taller elements have been located to the west, nearer the railway and away from the conservation area; lower townhouse streets step down towards established neighbourhoods.

This protects key views while enabling the homes, offices and public benefits the town needs.

The Leret Partnership will be part of the community and aims to provide community benefits wherever it can.

We’re proposing a space in the plans for a potential GP surgery and working closely with Ashlea Medical Practice and local NHS commissioning partners to ensure it’s filled.

We’ll also be providing over c£9m in developer contributions which will help fund infrastructure and community improvements.

Businesses in Leatherhead town centre have voted to establish a Business Improvement District (BID), set to run for an initial five-year term. Starting in January 2026, the new business-led BID will begin delivering a wide range of projects and services designed to enhance and revitalise the town centre. The BID will be funded by a 2% levy on business premises with a rateable value of £8,000 or more within the BID boundary, ensuring dedicated investment goes into the town centre.

The planning application for the Swan Centre and Bull Hill has now been validated.

We’re proposing up to 480 high-quality homes (including affordable homes), modern, sustainable office space, a new multi-storey car park, potential GP surgery, a playground twice the size of the existing one, a new three-screen cinema, new cafes and restaurants and refurbished shop fronts.

🗳️ To cast a vote either for or against the town having its own Business Improvement District (BID), eligible businesses in Leatherhead can still drop their ballot papers into MVDC Pippbrook offices at any time over the next few days, ahead of the 5pm deadline on Monday 1 December 2025. If MVDC Reception is closed, just pop it through the post box 📮

The result will be announced on 2 December. For any lost or spoiled ballot paper enquires, businesses should email [email protected] as soon as possible.
