E-Scooters and Fully Electric bikes – Know the Law Fully electric bikes and e-scooters are classed as motor vehicles which means they are subject to the same legal requirements requiring a driving licence, insurance, number plates, lighting and road tax. Without these, e-scooters cannot be used legally on the road, public footpaths or cycle lanes. If stopped by a police officer using these vehicles in such places, they will be seized and you also risk a £300 fine and six penalty points on your driving licence for no insurance. Please make sure you only use your e-scooter or fully electric bike on private land with the landowner’s permission.
