My name is Richard Ringuyenza Kayumba. I am a Rwandan political leader, born in exile in Uganda into the noble Abanyiginya lineage—descendants of a nation once united in dignity and purpose. My family fled Rwanda in 1959, and I returned in 1994 with a solemn commitment to national healing and democratic transformation. That commitment has never wavered.
In 2004, renewed political persecution forced me once again into exile. Yet from abroad, I continue to lead a principled movement—one that seeks not revenge, but renewal. Our mission is clear: to liberate Rwanda from the grip of authoritarianism, political entitlement, and the dangerous rearming of genocidal remnants and their sympathizers. We stand for justice, unity, and dignity—for every Rwandan.
Through the National People’s Concern (NPC), I call upon all Rwandans—whether at home or in the diaspora—to join a movement that reclaims our nation’s future. We must build a Rwanda where freedom, safety, and justice are not privileges reserved for the few, but rights guaranteed to all. The future of our country depends on the courage of its people to shape institutions that serve every citizen, regardless of ethnicity, background, or status.
🏛️ I. The National Congress (NACO): Democracy Rooted in the People
At the heart of our vision lies the National Congress (NACO)—a citizen-led institution designed to ensure that governance in Rwanda is truly by the people and for the people. NACO is composed of elected representatives from the village level to the national level, including voices from civil society, religious institutions, security forces, political parties, and independent citizens.
NACO is empowered to:
• Vet and approve candidates for key national positions (senators, MPs, judges, ministers, ambassadors, security officials)
• Oversee presidential eligibility and election processes
• Review and amend national policies, international agreements, and public debt
• Hold the President accountable, including the power to prevent re-election if deemed necessary by the people
• Ensure transparency and integrity across all branches of government
🧭 II. Safeguarding Rwanda’s Future: The Three Knots of Protection
To prevent the recurrence of dictatorship, ethnic conflict, mass atrocities, and state looting, we must bind ourselves to three foundational principles—symbolic knots that secure our shared destiny:

PROPOSAL FOR A NATIONAL COALITION FOR LIBERATION AND RENEWAL
Under the Banner of the National People’s Concern (NPC)
Executive Summary
This proposal invites all Rwandan opposition groups, civil society actors, tribal communities, and concerned citizens to unite under a single, inclusive coalition—The National People’s Concern (NPC). It is not a declaration of consensus already reached, but a bold invitation to co-create a transformative movement. NPC aims to dismantle the entrenched systems of dictatorship, ethnic division, and economic despair that have plagued Rwanda for decades. Through democratic governance, shared leadership, and collective action, this coalition will forge a path toward reconciliation, justice, and prosperity for all Rwandans.
NPC is not a party. It is a platform. A force. A promise. This document outlines the proposed structure, principles, and commitments of the coalition. It is open for endorsement, critique, and amendment by all stakeholders who share the vision of a free and safe Rwanda.

THE COALITION AGREEMENT
Preamble
Whereas Rwanda’s three major tribes—alongside many other communities—continue to suffer the consequences of historical and ongoing political injustices;
Whereas the current regime has failed to deliver peace, equity, and opportunity to all Rwandans;
Whereas the signatories to this proposal are committed to building a democratic, inclusive, and accountable future;
Whereas the coalition seeks to unify fragmented opposition forces, civil society groups, and grassroots movements into a single, coordinated platform for change;
Whereas the coalition partners pledge to act in good faith, with mutual respect, and shared responsibility;
Now therefore, we propose the formation of a National Coalition under the banner of the National People’s Concern (NPC), and invite all Rwandans to join this historic effort.
Article 1 — Legal and Foundational Framework
1.1 Status of the Agreement
This Coalition Agreement shall serve as the foundational document of NPC, subject to ratification and expansion by its members. It shall be complemented by the NPC Constitution and Bylaws, which will codify governance, procedures, and rights. No other document shall override the provisions herein without formal amendment.
1.2 Amendment Procedure
• Amendments must enhance, clarify, or expand the original intent of this Agreement.
• Proposals shall be submitted in writing, reviewed by founding members, and voted upon by the Coalition Congress.
• The NPC Constitution shall define the full amendment process, including thresholds and timelines.
1.3 NPC Constitution and Bylaws
These instruments shall establish:
• Governance structures from village to international level
• Powers and responsibilities of the National Congress
• Mandates of committees and commissions
• Procedures for policy enactment and coalition operations
• Mechanisms for conflict resolution and accountability
Article 2 — Organisational Structure
2.1 Leadership and Elections
All leadership positions shall be filled through majority vote. Positions include:
• Coalition Chairperson
• Vice Chairperson
• Head of Political Wing
• Head of Pressure Group Wing
• Secretary General
• Treasurer
• Additional roles as defined by the Constitution
2.2 Decision Making
• Decisions shall be made by consensus, or by majority vote when consensus fails.
• Major structural changes (e.g., merger, dissolution) require two-thirds approval.
2.3 Stakeholder Engagement
• Quarterly meetings shall be held to evaluate progress, plan programmes, and ensure compliance.
• All stakeholders—tribal representatives, civil society groups, diaspora members—shall have equal voice.
Article 3 — Principles of Governance
NPC is founded on the principle of pluralism and participatory democracy.
• All members shall engage with mutual respect and transparency.
• Leadership shall be accountable to the Coalition Congress.
• Extraordinary meetings may be called with ten days’ notice by the Chairperson or 50 members.
• Subdivisions shall meet monthly or as needed.
Article 4 — Financial Sustainability
4.1 Funding Sources
NPC shall seek support from:
• Members and partners
• Donors and development agencies
• Aid organisations and diaspora networks
• Ethical businesses and philanthropic entities
4.2 Membership Dues
• Annual dues shall be set by the Coalition Congress.
• Payment terms and exemptions shall be defined in the Constitution.
4.3 Membership Criteria
Open to all Rwandans, subject to:
• Completion of membership form
• Approval by Executive Committee
• Signing of this Agreement
• Payment of dues or approved alternative contribution
Article 5 — Membership and Partnership
5.1 Founding Partners
Signatories to this proposal shall be recognised as founding coalition partners.
5.2 Membership Types
• Individual Membership: 4-year renewable term
• Organisational Partnership: Tailored agreements with equal rights and influence
5.3 Termination
Membership may end through death, resignation, removal, or non-renewal. Specific conditions will be outlined in the Constitution.
5.4 Equal Representation
NPC shall ensure balanced leadership across all tribes, genders, and regions.
5.5 External Agreements
No external agreement shall bind NPC without majority approval of coalition partners.
Article 6 — Resources and Intellectual Property
6.1 Equipment and Assets
All property acquired shall be transparently managed and inventoried.
• Includes land, buildings, vehicles, technology, and symbolic items
• Managed by a Property Team accountable to the National Congress
6.2 Intellectual Property
• Works created by non-salaried members and purchased by NPC shall become NPC property
• Fair compensation shall be provided for all contributions
6.3 Recognition and Rewards
• NPC shall honour contributors through public acknowledgment and, when possible, monetary certificates
• These recognitions shall inspire future generations and reinforce coalition values

We call upon all Rwandans—regardless of tribe, class, or creed—to rise together.
To reject dictatorship, ethnic hatred, and impunity.

To build a Rwanda where justice is not a privilege, but a birthright.

A Strategic, Phased Roadmap for National Renewal
Executive Overview
This document outlines a structured, multi-phase pathway to guide Rwanda from its current state toward a secure, inclusive, and democratic future.
It is designed to unite political actors, civil society, and the Rwandan people around a shared vision, while providing a clear operational framework for implementation.

Phase 1 – National Reality Check: “From Stalemate to Strategy”
Objective: Recognize the current impasse and mobilize all stakeholders toward a common direction.
• Engage political parties, civil society organizations, activists, and other interest groups.
• Conduct a situational analysis to identify barriers, opportunities, and urgent needs.
• Build consensus on the necessity of a coordinated national roadmap.

Phase 2 – Establish the Dialogue Organizing Committee
Objective: Create the platform for inclusive national dialogue.
1. Identify and engage all relevant partners and interest groups.
2. Collect proposals and ideas for inclusion in the dialogue agenda.
3. Develop a comprehensive budget (transport, lodging, meals, publications, communications).
4. Finalize the agenda and discussion framework.
5. Agree on participants, venue, moderators, and support personnel.
6. Issue formal invitations.
7. Publicize the dialogue through all available media channels.
8. Welcome and register participants.

Phase 3 – Convene the Comprehensive National Dialogue
Objective: Transform grievances into actionable policy solutions.
• Facilitate open deliberations on ethnic, political, and social challenges.
• Consolidate outcomes into the “Syllabus for a Better Life in Rwanda” — a policy guide addressing social, political, and economic reforms.
• Agree on the identity, symbols, and legal framework of a National Renewal Movement.
• Define funding sources, human resource needs, and governance structures.
• Elect leadership and establish a Coordination Team.
• Sign a National Partnership Agreement committing all parties to the agreed roadmap.

Phase 4 – Establish the National Coordination Centre
Objective: Operationalize the roadmap.
• Set up a central coordination hub.
• Approve operational budgets.
• Define strategy, tactics, and action plans.
• Establish communication protocols and networks.
• Deploy functional teams for implementation.

Phase 5 – Transition to Inclusive Governance
Objective: Secure national stability and initiate inclusive governance.
• Restore national security and the rule of law.
• Form an all-inclusive transitional government representing all signatories, released political prisoners, and members of the former regime willing to participate in reconciliation.
• Provide emergency humanitarian support (medical care, food, shelter).
• Facilitate the safe return of refugees and displaced persons.
• Review judicial cases and ensure fair restitution.
• Implement the Syllabus for a Better Life in Rwanda as the guiding policy framework.

Phase 6 – Building the Free & Safe State
Objective: Lay the foundations for sustainable peace and prosperity.
• Organize and empower communities.
• Resettle returnees and displaced persons.
• Strengthen security institutions.
• Implement constitutional reforms and update laws.
• Expand opportunities for all citizens.
• Strengthen civil society and political pluralism.
• Establish an independent electoral commission.

Phase 7 – Road to a Democratic Rwanda
Objective: Institutionalize democratic governance.
• Implement step-by-step reforms as outlined in the Syllabus.
• Promote civic education and political literacy.
• Remove military influence from politics.
• Restore and protect electoral rights.
• Establish permanent conflict resolution mechanisms.
• Enforce the rule of law and empower independent oversight bodies.
• Ensure fair, transparent, and inclusive elections.
• Abolish impractical laws and reduce the influence of money in politics.

Phase 8 – Consolidating Democracy
Objective: Ensure democracy is self-sustaining.
• Strengthen the four pillars of democracy:
 Equality
 Representation
 Freedom
 Justice
• Maintain institutional safeguards to prevent authoritarian relapse.
• Foster a culture of accountability, participation, and national unity.
