🐾 Angus Council Housing Service Pet Policy Update

Angus Council is currently reviewing its proposed Pet Policy following a tenant consultation held between February and March 2026. During the consultation period, tenants and Angus Council staff were invited to share their views on the draft policy to ensure it reflects what matters to them. We also sought feedback from the Dog Warden and Animal Health Officer to help ensure the policy reflects local needs, responsibilities and good practice.

Overall, we received 105 responses to the pet policy survey, with 69 responses from Angus Council tenants. We are now carefully reviewing all feedback received. The responses will help shape an updated Pet Policy that supports responsible pet ownership, meets the needs of tenants and contributes to safe, welcoming communities across Angus.

Key themes from the consultation feedback include:
• Clearer Enforcement & Shared Responsibility Making the rules clearer and ensuring everyone understands their responsibilities, especially around dog fouling and nuisance behaviour.
• Clarity on Dog Types Providing straightforward guidance on how the policy applies to prohibited or exempt breeds.
• Accessible and Fair Permission Process Making the process simpler and more inclusive, with options for tenants who cannot use online systems.
• Use of Outdoor & Communal Areas Setting clear expectations for behaviour in shared spaces, including confirming that pets should not be left unattended outdoors.
• Welfare & Suitability Supporting good animal welfare and helping tenants meet their pets’ needs.
• Improved Policy Clarity Simplifying wording, definitions, and guidance so tenants clearly understand what is expected.
• Support in Temporary Accommodation Providing clearer information on how pets will be managed and supported in temporary housing.
• Fairness & Wellbeing Recognising that most tenants are responsible owners and that pets play an important role in wellbeing.

The revised Pet Policy is scheduled to be presented to Angus Council's Housing Committee on 8 September 2026. Following the committee's consideration of the policy, we will provide a further update and share details of any changes with tenants.

We would like to thank everyone who took the time to participate in the consultation and share their views. Your feedback is helping us develop a policy that works for both tenants and our communities.

Scottish councils have jointly identified a combined budget gap of around £529 million for 2026/27and funding for councils is failing to keep pace with rising costs and demand despite a small real terms increase in funding. We will be looking to engage closely with our residents and communities to offer the best services we can with the resources we do have, but having already taken £100 million from our budgets in the last 11 years, as the video makes clear, we face some very harsh choices ahead.

🏀⛹🏽 It’s Game On for a Summer of Sport in Angus ⚽ 🏃‍♂️🏆

Angus is set to play its part in delivering a wide range of opportunities for young people to get involved in different sport and physical activity this summer.
The county is receiving its share of a £20m Scottish Government initiative to increase the availability and appeal of sport for young people in their local area.

Delivered in partnership with sportscotland https://orlo.uk/XpZCb and the Angus Sport and Physical Activity Framework https://orlo.uk/sLC93, the initiative will provide inclusive opportunities for children and young people aged 3–26 to get active, with a particular focus on reducing barriers to participation and tackling poverty-related inequality.

The programme will support activity throughout the summer of 2026 and help to build stronger, lasting pathways into school, club and community sport through to March 2027 and beyond.
This summer, It’s Game On, and the 2026 Summer of Sport is a unique opportunity for communities across Scotland to embrace the excitement of sport, inspired by the 2026 FIFA World Cup and the Glasgow 2026 Commonwealth Games, both of which will showcase Scotland on the world stage and inspire young people to take part, get active and begin their own journey in sport and activity.

ASPAF, which includes representatives from ANGUSalive, Angus Council, Angus Health & Social Care Partnership, Dundee & Angus College, Public Health Scotland, Voluntary Action Angus and sportscotland, are behind the development of local plans.

With £60,000 of funding already allocated to voluntary and third sector organisations, a wide range of sports and activities will be available, helping young people to get involved, develop healthy habits, build stronger social connections and gain a lifelong love of sport.

Montrose Coastal Erosion Project - June update:

Observations of the rock groyne indicate that it’s doing its intended job, with the build-up and retention of sand. It is subject to monthly surveys by University of Glasgow who are monitoring changes in the dunes, rock groyne, access points and the Seafront Splash. Data is currently being assessed.

New Danger signage is also being installed along the boundary of the steepest sections of the dunes along the second fairway at Montrose Golf Links.

And we also want to stress the importance of dune marram grass once again. The success of the dune marram grass is key as it's brilliant at trapping sand above ground and binds sand below ground with its root system. Marram grass creates conditions for other plants and animal to thrive and is hardy enough to tolerate extreme weather conditions, in a saltwater environment.

What it can struggle with is human activity – so please avoid walking and trampling over the marram grass-covered dunes. Doing so can break the stems and roots binding sand together, cause vegetation death, and worsen the already extremely challenging coastal erosion problem at Montrose.

Talks are ongoing between Angus Council, Montrose Port Authority https://orlo.uk/WxkWN, and other partners on the Montrose Coastal Erosion Project, to establish whether there are new opportunities to renourish and raise the neighbouring sand dunes. Detailed discussions continue and, if successful, could prove to be of great longer-term benefit to the ongoing endeavours to stave off the coastal erosion at Montrose.

Angus Supported Housing Upgraded with Sustainable, Zero-Emission Technology

Residents at Supported Housing complex St Drostans Court, Brechin and Supported Housing complex, Cliffview Court, Arbroath are now benefiting from the installation of sustainable, zero direct emission technologies.

The installation has been made possible and supported through funding from the Scottish Government’s Social Housing Net Zero Heat Fund (SHNZHF), which is supporting councils to transition towards low carbon housing, and matched investment from the Housing Revenue Account (HRA). The investment will help improve energy efficiency and reduce carbon emissions across the Council’s housing stock and reflects Angus Council’s ongoing commitment to sustainability and ensuring its housing stock is fit for the future.

The replacement of inefficient electric storage heating systems with the installation of High Heat Retention Storage Heaters, loft insulation, Solar PV Panels and 5kWh Battery Storage, benefited both our tenants and the environment.

By installing these sustainable, zero direct emission technologies, the efficient use of resources transformed these properties into renewable energy, low carbon homes: creating warmer homes, and lowering fuel bills for our tenants. As Angus Council received grant funding for the project works, additional technology was installed to assist with monitoring of the system which provides details of live generation and consumption. This post monitoring will allow informed choices for future energy upgrades to our housing stock.

The new solar PV systems allow homes to generate their own renewable electricity during daylight hours, while battery storage enables excess energy to be stored and used later, reducing reliance on the grid. Combined with high heat retention storage heaters, the upgrades help to keep homes warmer for longer and provide more consistent heating throughout the day.

Councillor Jill Scott, Convener of Housing Services, welcomed the completion of the work and highlighted its impact on both tenants and the environment. “This investment is a significant step forward for our housing stock across Angus,” said Cllr Scott. “By installing solar panels, battery storage and modern heating systems, we are making homes more energy‑efficient, reducing carbon emissions and helping tenants lower their energy costs. Projects like this demonstrate our commitment to tackling climate change while improving quality of life for our residents.”

The improvements also support Angus Council’s wider ambitions to achieve net zero emissions and to future‑proof its social housing against increasingly high energy costs.
