ARRC Joint Fires & Influence

ARRC Joint Fires & Influence This ensures appropriate prioritisation of effects, targets, resources and staff effort across multiple planning and ex*****on time horizons.

The Joint Fires & Influence Branch (JFIB) owns staff coordination responsibility for aligning words, images and actions to best demonstrate tactical-through-operational consistency with the NATO Land Component Command (LCC)/Operational Narrative. The Joint Fires & Influence Branch (JFIB) coordinates actions and activities across the full spectrum of lethal and non-lethal fires and effects, in orde

r to create favourable conditions within the Commander's intent. The Chief of the JFIB is the Strategic Communications (StratCom) Advisor to the Commander of Headquarters, Allied Rapid Reaction Corps (HQ ARRC) and owns staff coordination responsibility for aligning words, images and actions to best demonstrate tactical-through-operational consistency with the NATO Land Component Command and/or Operational Narrative. The JFIB executes this staff function through a functional organisation of six sub-branches and also through the ex*****on of specific JFIB/ARRC staff working groups and boards. These sub-branches include:

Information Operations (IO)
IO is a staff coordinating function to integrate all information activities within a StratCom framework across all planning horizons. IO includes Key Leader Engagement (KLE), Psychological Operations (PSYOPs), Electronic Warfare (EW) and, when required, provides advice on Operational Security (OPSEC), Computer Network Operations (CNO), Deception, and Presence, Posture and Profile (PPP). Public Affairs (PA)
PA is closely linked to the StratCom cell to improve synergy in order to coordinate and integrate the information domains. HQ ARRC's PA Branch is responsible for the promotion of the ARRC's aims and objectives in order to enhance audience understanding and awareness of a mission as part of a wider NATO, EU, coalition or national StratCom campaign during an operation. It does this primarily through its three core function of Media Relations, Command Information and, to a lesser extent, Community Relations. Joint Fires (JF)
JF and Targeting provide specialist advice and guidance whilst leading the coordination and integration of all JF activity with manoeuvre and non-lethal activities in support of the Commander's plan. Legal
Legal provides appropriate and timely legal advice to the Commander and his staff on all aspects of operational law both during peacetime and whilst deployed. Though not an exhaustive list, Legal's main focus centres on Law of Armed Conflict, International Human Rights Law, International Criminal Law and other relevant public international law, Status of Forces Agreement/Memorandum of Understanding issues and claims, assistance in negotiating bi-lateral and multi-lateral agreements and, when deployed as a joint task force, advice on legal aspects of both air and maritime warfare. Aviation/Air & Missile Defence (Avn/AMD)
Avn/AMD coordinate and integrate Aviation, Organic Air and Missile Defence and broader Deep Operations activities on behalf of the ARRC commander during contingency planning and operations, in conjunction with assigned Aviation and Organic Air Defence formations or units. Additionally, JFIB Avn/AMD plan, coordinate and/or monitor aviation manoeuvre operations, organic aviation and missile defence. Key Leader Engagement (KLE)
Given their exposure and access to information, the ARRC commander, deputy commander and chief of staff will have the best overall situational awareness. The purpose of KLE is to gain/improve knowledge, understanding and situational awareness; to inform of intent, objectives, freedoms and constraints; to gain support; and to answer questions or acquire critical information.
