As a listening Council your Labour Led Gravesham Borough Council have been working behind the scenes on Article Four Directions for HMO’s for months which will remove Permitted Development Rights from all prospective HMO’s requiring all HMO applications to have both planning permission and licensing to ensure there are decent housing standards and to protect local communities and amenities.

We are aware of others claiming credit for this work that has been done as we were already listening to local residents and working with council officers on this issue. We know that some may wonder at the timing of this and think a paper and decision can be pulled out of the air but we can prove with ease we have been working on this for months (in fact it is quoted in both the Cabinet Paper (picture attached) and the article from the KM) and we have been following the correct decision making procedures of local authorities so did not just appear recently. The question is can those that may assert otherwise offer proof to the contrary?
