New Great Yarmouth Local Plan Scoping Consultation and Call for Sites.
Consultation Period: 24 August to 05 October 2026.
New Local Plan for the Great Yarmouth Borough
The Council has been working on preparing a Local Plan for the borough since 2022. This plan is almost finished and is expected to be officially adopted later this year. However, due to recent changes to the national planning system, the Council must now start reviewing the Local Plan right away. The government requires us start preparing a new Local Plan under these updated rules, even before the emerging Local Plan is formally adopted.
As part of this process, we have opened the first stage of public consultation on this new Local Plan review. This is called the Local Plan Scoping Consultation which is being carried out under Regulation 20 of the Town and Country Planning (Local Planning) (England) Regulations 2026.
Alongside this consultation, we are also launching a ‘Call for Sites’. This gives residents, landowners, developers and other interested parties the opportunity to suggest land that could be included in the new Local Plan for a range of uses such as housing, jobs and businesses, infrastructure, open spaces, community facilities or other types of development.

The Scoping Consultation and Call for Sites will run for 6 weeks between 24th August 2026 until 5pm on 5th October 2026.

What should be included within the new Local Plan
How the Council should engage and consult with stakeholders during the preparation of the Local Plan, including views on our Draft Engagement Strategy.
How to view the consultation materials
The documents are all available on our webpage via the following link: https://localplan.great-yarmouth.gov.uk/scoping-consultation. Inspection copies of the above documents are available to view at the Town Hall, Great Yarmouth and local libraries in Great Yarmouth, Gorleston, Bradwell, Caister and Martham (subject to opening hours).
How to respond
The quickest and easiest way to make your comments is online via https://localplan.great-yarmouth.gov.uk/scoping-consultation. However, if comments cannot be made online, they will also be accepted by email to [email protected] or by post to Strategic Planning, Great Yarmouth Borough Council, Town Hall, Hall Plain, Great Yarmouth, NR30 2QF.
Comments by post or email should use the Scoping Consultation form available online. If you wish to make your representation by post and require a paper representation form, or if you have any difficultly in making your representation by the above methods, please call us so we can discuss how we can assist you in making a representation.
Call For Sites
Alongside the scoping consultation, we are also running a ‘Call for Sites’ consultation. The Call for Sites provides an opportunity for individuals and organisations to suggest land that could be included within the new Local Plan for a range of uses, including housing, employment, infrastructure, open space or community uses.
The call for sites is also open for submissions from 24th August until 5pm on 5th October 2026. Site submissions can be provided through our website https://localplan.great-yarmouth.gov.uk/scoping-consultation.
Processing your data
Please be aware that any representations you may submit cannot be treated in confidence as they form part of the ‘Public Task’ of planning for the purposes of the General Data Protection Regulation 2018 and Data Protection Act 2018. The Council will publish a summary of the consultation responses on its website which may include names but will not publish personal information such as telephone numbers, email addresses or private addresses.
Comments should be made between 24th August 2026 until 5pm on 5th October 2026 Representations received after this date may not be considered.
