Henham Parish Council

Today the Christmas Tree was erected outside OSCA. HPC would like to thank Simon Bambridge, Mark Fisher, Mark Fiddler, Gary and Jan King and Neil Pimblett for their efforts. Jenny Loader for the bacon butties, and Emma Fisher for the mulled wine.
If someone could post a photo after dark it would be great.

HPC are aware that a Travellers Community have arrived at an Equestrian Site in Henham Parish. The site is on Henham Road , shortly after making a left turn leaving Mill Road towards Thaxted. A number of Static and Touring Caravans have moved into the site and appear to have taken up residence. HPC are liaising with UDC and ECC to establish the legality of the situation and will keep residents updated as the situation clarifies. The site has planning permission as an equestrian centre, not as a travellers site.

David Morson will be repeating his U3A Power Point Presentation on the Second World War, VE Day on Sunday 15th June, 3.30pm -5pm at OSCA.

David will focus on the start and end of the War and the role of Empire and Ideology in its events.
All welcome. No charge.

Important information about your Local Resident Discount Scheme

We recently informed you about the introduction of a new barrierless system for Express Set Down at London Stansted Airport. We are now pleased to confirm this system will be in place from Wednesday 22nd January 2025.

From then, you will be able to drive straight through and pay your charges remotely, eliminating the need to stop at a barrier.

What does this mean for you as a member of the local resident discount scheme?
The barrierless system will make dropping off and picking up passengers more convenient by reducing wait times and improving traffic flow.

To make your journey even easier, we recommend creating an account where you can add a payment card. This will allow for automatic payments for each of your journeys through the Express Set Down. You can create your account now by clicking here.

Alternatively, once the new system is introduced, you will be able to pay online or by phone after your visit to the Express Set Down area. Please note that payment must be made by midnight the day after your visit to avoid a Parking Charge being sent to the vehicle holder. Here are the ways to pay:

You will no longer need to present a physical discount card when exiting the Express Set Down area. Instead, your vehicle registration will automatically be registered to apply your discount. If you have provided a second vehicle registration, that will also be included.

How do I know that you have my current vehicle registration?
Last year, you provided us with your vehicle registration when you re-registered for the local resident scheme. This vehicle registration will be registered in our system, so please ensure you use this vehicle when visiting the Express Set Down area. If you use a different vehicle, you will be required to pay the full £7.00 Express Set Down charge instead of the discounted rate.

The system will automatically apply the correct discount (whether it is £1.00 or 50p) based on the vehicle registration you have provided.

What do I need to do if I need to update my vehicle registration?
If you need to update your vehicle registration, please email [email protected] for further assistance. Please note that each household is limited to registering two vehicles for the discount scheme, to ensure fair access to the benefits for all local residents.

Do I still need my local resident card when visiting the Express Set Down?
As the Express Set Down area is now barrierless, you are no longer required to bring your resident card with you when visiting.

How do I pay for the Express Set Down if I do not set up an account?
Payments can be made online or by phone; cash or cheque payments will not be accepted. As there are no payment barriers when exiting the Express Set Down area, payments must be made after your visit. If payment is not received, a £100.00 Parking Charge will be applied, which will be reduced to £60.00 if paid within 14 days.

How long do I have to pay for using the Express Set Down?
Payment must be made by midnight the day after your visit to avoid a Parking Charge Notice being issued to the vehicle holder.

New rules for poultry and captive bird keepers

From 01 October 2024 if you are in charge of the day to day care of poultry or other captive birds of any number you must register them with the Animal Plant and Health Agency (APHA). This includes any birds you keep as pets.

If you have been a keeper prior to 1 October 2024, you must now register immediately if you have not done so already and if you become a new keeper after 1 October 2024, you must register the birds within 30 days. Once registered the APHA will be able to contact you with updates and guidance if there’s a disease outbreak (such as bird flu) in your area and you’ll help to prevent the spread of disease and protect all kept birds, including back-yard flocks.

You do not need to register budgies, parrots, cockatiels and finches if they are both fully housed in a dwelling (your home or another indoor structure) and have no access to the open air. If however your birds are taken outdoors at any time, for example to be exercised, trained, or taken to bird gatherings or shows, they must be registered.

Further guidance, including a list of the poultry and bird species that need to be registered can be obtained on the Gov.UK webpage: Register as a keeper of less than 50 poultry or other captive birds - GOV.UK (www.gov.uk)
