All meetings are open to the public and commence at 7pm in Holm Primary School or Ness Castle Primary School The function of the community council is to ascertain, co-ordinate and express the views of the local community to local authorities and other public bodies operating in our area. The area covered by represented by Holm Community Council is the area situated towards the southern end of War

d 16 Inverness Ness-side and includes Holm Mains, Holm Park, Ardholm, Ardness, Holm Dell and Ness Castle. This page has been designed to keep the residents who live in the Holm area up to date with current information, relevant to what’s going on in and around Holm and also a way for you as a local resident to raise concerns and issues that you would like the Community Council to address.

Overnight Road closure on the B862.

It’s been quite a week! A few things have happened this week which have caused many people to be frustrated and upset, understandably, because of the overnight closure of the B862 on Dores Road.

The road is closed to enable the installation of a new water main for the next phases of Ness-side. Ahead of the work commencing we asked the Highland Council and contractor if the works could be achieved by closing only one lane of the road at a time. We were told it would take longer to complete if that happened, and a decision had been made. This might be lesson #1 - a longer period of disruption might be preferable, should there ever need to be a next time.

The works were scheduled to be done overnight from 8pm to 6am, Monday to Friday and that is what has happened. The works themselves appear to have gone well. We are checking in with the contractors over the next few days to see if they are on target for completion. Although the signs mention a four week closure - which is what permission was given for- the contractor hopes to be finished in two weeks.

Please note there are no road closures Friday, Saturday or Sunday nights, despite what the signs state.

When the work on Dores road is complete the contractors will move to the crossing of the west link road, which is going to be done, apparently, by closing one lane at a time, with traffic lights. This too will bring its own challenges. Yes, you read that right- that road will have one lane closed at a time.

But back to this week. Understandably the official diversion route, via Dores, is perhaps being less well used, with many favoring the C1040, the single track road at Torbreck. The C1040 road was never designed for the volume and speed of the traffic seen this week. Anyone who has experienced the road this week will know that 6 cars trying to get into a 1 car passing place, with multiple cars approaching in the opposite direction is always going to be challenging. Although there has been lots of reversing required thankfully there have been no reported collisions. That is just as well, because an incident will make an already bad situation impossible. Please take care and when using this route navigate the road and its blind corners at a safe speed.

Thursday evening’s attempt to close the road was, we think, a complete misunderstanding. The C1040 was not closed by the temporary order and we are trying to get to the bottom of why cones and signs were deployed either end of it last night.

We were advised that the private road at Ness Castle Drive was supposed to be the focus for the signs and cones on Thursday evening. This track is a private access. The public do not enjoy the right to use this route with vehicles. The public do have the right to use this, and many other routes, responsibly by walking, or cycling or on horseback. But not motorized vehicles. The route is maintained by the householders who use it as the only means of accessing their homes.

Whether this situation can change has been the topic of previous discussions over the years and a situation like there has been this week plus the other regular temporary closures which occur through a year might bring those discussions back to the fore. But for now it is a private road. It does not form any part of an official temporary diversion and it is asked that this be respected, please.

ALL of this is very frustrating, for everyone affected. It would have been a whole lot worse if the works were done during the day. And hopefully it will be over soon enough.

Road closures - commencing on 25 May

Today we received the formal road notice from the Road dept about the closure of the A8082 Inverness Southern Distributor Road (SDR) and the closure of the B862.

The closures are required during water mains infrastructure works which are being carried out by a contractor (‘W M Donald’) who are working on behalf of ‘Tulloch Homes’.

They require to carry out a road crossing on the B862, between Holm Roundabout and the Ness Castle Distributor Road, plus a road crossing of the SDR.

This will, unfortunately, require road closures at both locations, which will run consecutively. A full width closure of the B862 is required, while single lane closures of the SDR will be necessary (this will ideally be carried out over two consecutive nights, with a westbound lane closure on the 1st night, and an eastbound lane closure on the 2nd night).

The closures will be in place nightly, between 8pm and 6am. The roads will be open as normal during each day.

Please note that while the TTRO allows for up to 4 weeks, the contractor is hopeful of completing the work sooner.

The contractor has informed us that the closure on the B862 will happen first, then when that work is completed the closures will move to the Southern distributor road.

The official diversion is via the Essich road and Dores, a long route!

Roadworks- Dores Road and southern distributor road 18 May- 7 June

Signs have been erected this week and we received the following notification from the roads dept of Highland Council.

‘We’ve been in discussion with a contractor (W M Donald) who are carrying out water mains connection works on behalf of Tulloch homes.

They require to carry out a road crossing on the B862, between Holm Roundabout and the Ness Castle Distributor Road plus a road crossing of the SDR. I attach a plan showing the locations. This will, unfortunately, require road closures at both locations, which will run consecutively.

The contractor has agreed to carry out these crossings at night, 8pm to 6am, and we have asked them to letter drop residents in the Ness Castle area.

They will also arrange for advance notification signage to be erected. The works are expected to take up to 3 weeks to complete.

Buses will be unaffected by these works.’

We have asked the contractor and the Highland Council roads team if this is a complete closure or only one lane at a time, meaning the road could still be used. If it is a complete closure of the B862 we await an answer as to where the proposed official diversion route is. Official or not, the C1040 Torbreck road is most likely to be used. Motorists are asked please to remember the Torbreck road is a single track road with passing places and to proceed on it with caution. If there is an incident on it the diversion, via Dores, will add significant time on journeys.

As a reminder to local residents at the Ness Castle developments the private track off Darochville Place through the woods at Ness Castle is just that- a private track. It isn’t the official diversion route, nor is the c1040 Torbreck Road.

Update-

The B862 (road to Dores) will be closed overnight completely, commencing Monday 25 May, each evening that week from 8pm until 6am, until the work is completed, estimated to last for two weeks. The contractors will try to complete it as quickly as they can. The official diversion is via Dores and Essich. This will be signposted too. It is around a 15 mile route, so plan ahead.

The second phase on A8082 (distributor road) will follow thereafter. Those closures are to be of the road in one direction at a time only- i.e. not a complete road closure.

Essich MCA

It is being reported that despite significant concerns being raised by our local councillors the proposal that land at Essich, become part of a Masterplan Consent Area was approved to proceed to the next stage yesterday (14 May) by a majority decision of the Highland Council. Reports suggest an appointment of an individual to co-ordinate the scheme (and the two others at Embo and Ardersier) is to be made.

The process is new, and to a great extent unknown. To that end, when we know what the next stage is and what our involvement as your community council is, we will let people know.

We will be discussing this and other items relevant to our area when we next meet, on 11 June at 7pm at Ness Castle Primary School.
