🕯 IN MEMORY

Suffolk Police Federation will today pause to remember PC Kevin Clarke, who died on this day in 1993.

Kevin was killed in a road traffic accident while going off duty on 27 May 1993. He was aged 23.

Suffolk Police Federation secretary Ben Hudson said: “Every day our members put themselves in harm’s way to serve and protect the public and all too often pay the ultimate sacrifice.

“Kevin was just 23 when he died and was taken far too young.

“Today we will pause to remember him and reflect on his service. And our thoughts will be with his family, friends, and colleagues.”

Video footage has been released of the moments when two frontline Suffolk officers were dragged by a reversing vehicle while attempting to detain a suspected drug dealer.

Police Constables Steve Coughlan and Owen Turner were on patrol late last year when what began as routine community-based intelligence work escalated into a life-threatening confrontation.

FED CONDEMNS 'OVERNIGHT' CUT TO POLICE PENSIONS LUMP SUMS

Police officers in the 1987 Police Pension Scheme are facing an immediate reduction in the lump sums they receive at retirement, following a sudden change to commutation factors introduced this week.

The change was triggered by a Treasury decision to increase the SCAPE discount rate, with revised commutation factors issued today and applied with immediate effect.

Commutation factors determine how much cash an officer receives if they choose to give up part of their annual pension at retirement.

Under the new factors, officers retiring from today will receive almost 5 per cent less lump sum for the same amount of pension surrendered than an officer retiring last week. That change is expected to cost police officers thousands of pounds each.

The Police Federation says the speed and timing of the change means some officers retiring now are being hit without warning, despite having received retirement quotations or benefit illustrations based on the previous factors only weeks earlier. That means officers may have already made financial decisions based on those figures.

👩🏻‍⚖️ CALLS FOR STRONGER SUPPORT FOR OFFICERS ATTACKED ON DUTY

New figures reveal Suffolk Police officers were assaulted 622 times in the past year – but the Federation has warned the actual level of violence faced by frontline officers is far higher.

The statistics, obtained through a Freedom of Information request, show officers were subjected to a wide range of attacks, from common assaults to grievous bodily harm, and even strangulation and suffocation.

Suffolk Police Federation vice chair Matt Paisley said that officers' under-reporting of attacks on them means the figures should be viewed as a minimum.

He said: “That’s not the full picture.

“We know officers across the county are assaulted during the course of their duty and don’t always record it.

“For many, it becomes habitual and almost seen as an occupational hazard.”

The FOI data showed there were 448 assaults or assaults by beating of a constable and 109 assaults occasioning actual bodily harm.

Other offences included GBH with intent to resist or prevent arrest (2), GBH serious wound without intent (4), wounding with intent to resist or prevent arrest (2), wounding with intent to do GBH (2), and three offences of strangulation and suffocation.

Matt said that with around 1,400 officers serving Suffolk, and roughly a third working frontline roles, many officers will have been assaulted more than once.

🗣 'WE WERE LUCKY TO WALK AWAY' - DUO GET DRAGGED ALONG BY CAR

Two frontline police officers have spoken of the terrifying moments they were dragged by a reversing vehicle while attempting to detain a suspected drug dealer - an incident they say could easily have ended in tragedy.

Police Constables Steve Coughlan (pictured left) and Owen Turner were on patrol late last year when what began as routine community-based intelligence work escalated into a life-threatening confrontation.

The pair, who admit to having a proactive approach to tackling drug activity, driven by a shared determination to get dealers off the streets, were out following up on intelligence about a vehicle believed to be linked to drug supply when it drove past them.

"You couldn't write it - by chance, the car drove straight past us," said 23-year-old Owen, who has three years' service, and recalls quickly writing down the number plate.

After conducting checks, the officers followed the vehicle and signalled it to stop. Although it initially appeared to slow, it failed to respond to emergency lights.

"Either he hadn't seen us, or he was deliberately failing to stop," Steve, 41, who has served five years in the Force, said.

With the car still moving, the officers made the decision to pull in front of it to bring it to a halt, with Owen then approaching the driver's side, while Steve moved to the passenger door.

"The driver wasn't cooperating," said Owen, adding: "Steve was trying to open the passenger side.

“I went up to the driver's door and opened the door through the window, but before I got the chance to turn the engine off and take the keys out of the ignition, the driver put the vehicle in reverse and reversed at speed.

“At that point, I just saw Steve disappear."

🎙 BBC INTERVIEW HIGHLIGHTS MOUNTING BACKLOG OF REST DAYS

Suffolk Police Federation vice chair Matt Paisley has highlighted the mounting backlog of rest days owed to members in an interview with the BBC.

BBC Radio Suffolk heard that Suffolk Police officers are owed 7,756 rest days – the equivalent of 21 years.

Matt said: “We heavily rely upon the goodwill of police officers to pick up additional skill sets in order to maximise service delivery for the county.

“But those skill sets come at a cost, because many of them are voluntary. We expect police officers to pick up the skills, and then they give up their days off to come into work and deliver that skill set in order to keep the communities we police safe.”

Matt told listeners that major operations regularly require officers to work on scheduled days off.

One recent example involved policing demands surrounding Ipswich Town’’s final home fixture of the season against Queens Park Rangers, when they secured promotion to the Premier League.

Around 150 officers had rest days cancelled to support public safety operations.

Matt said: “Those 150 police officers were due to be on their days off.

“So, they come into work, the day is put back into a pot, but the availability for those officers to take that day back becomes the issue."

📅 OFFICERS URGED TO TAKE GREATER RESPONSIBILITY ON REST DAYS

Matt Paisley, Suffolk Police Federation vice chair, is calling on members to ‘get on top of’ their rest days and annual leave entitlement, as concerns grow over the number of rest days being owed across the Force.

His comments follow a Freedom of Information report, released by Police Oracle, which showed that Suffolk officers are owed a total of 7756 rest days - the equivalent of 21 years.

“When you take time off, make sure you’re coding it correctly,” said Matt, adding: “Annual leave should be booked as annual leave, and cancelled rest days should be taken and recorded as rest days.”

Matt said the Federation is continuing to work closely with the Force to improve support for officers, but stressed that individuals must also play their part by re-booking cancelled rest days as early as possible and ensuring time off is recorded correctly.

Concerns have been raised that some officers are accumulating large numbers of owed rest days, with balances expected to rise further over the busy summer period.

“Of course, these figures are not acceptable,” Matt continued. “The more they build up, the bigger the problem becomes - and they’re only going to increase over the summer.”
