The Parish Council has received a copy of correspondence from Alliance Groundworks, who will be constructing the roundabout to the Foston Road development, with regard to the roadworks to commence for the Leicester Road element of the roadworks, as follows:-

We will be starting construction works to the new Miller Homes development entrance off Leicester Road beginning wc 8th of June up until September. This is Phase 1 of the new proposed S278 improvement scheme and will not include works to the new roundabout near the junction with Foston Road at this stage.
The works will be split into two sections. There will be a 3 week presence on Leicester Road from 8th of June to 26th of June to allow for enabling works and utility works. The utility works will be located just south of Jubilee Way and there will be temporary traffic signals employed to enable these works.

Once the above is complete, we will be focusing primarily on the new bellmouth entrance to the development just north of Jubilee Gardens. Whilst the majority of the entrance can be constructed
from within the site boundary which we are currently installing, Leicester Road will be fully reconstructed with new sub base layers and tarmac layers. These elements will begin on 13th July with
the majority of the works done within the school summer holidays with temporary traffic lights setup from just north of Jubilee Way with the working zones extending approx. 170m northwards from this point.

There will also be a number of night time closures also on Leicester Road for resurfacing works, with provisional dates of Thursday 23rd of July and Monday 31st August to Friday 4th September. The
closures will typically be from 8pm to 6am with a traffic diversion route in place between these hours.

There will also be a speed limit reduction in place for the duration of the works for our operatives to work safely.

We are fully aware of how busy Leicester Road is with a large volume of traffic in and out of the village
and are aware of potential delays during the busier hours and we apologise in advance for any inconvenience. We would kindly ask that care is taken when driving though the road works and that
you please plan ahead for any potential delays for the duration.

The Parish Council has received details from Highways with regard to a temporary Road Closure at Willoughby Road:-

A Temporary Traffic Regulation Order (TTRO) is to be made for the following location: Willoughby Road, Countesthorpe and Whetstone between 30mph mark and Countesthorpe Road https://one.network/?tmi=GB45380543
The purpose of the TTRO is to allow Leicestershire County Council to undertake surface dressing.
The TTRO will incorporate a temporary road closure.
The duration of the restriction is not anticipated to exceed a period of 1 day
within the duration of 17th July- 30th July 2026.
Please note that these works are weather dependent and therefore the above dates may be subject to change at short notice.
A Press Release will be issued to confirm these details approximately two weeks prior to the works commencing.

We have received notification from Leicestershire County Council of a Temporary Traffic Regulation Order as follows:-

The Leys, Countesthorpe

Leicestershire County Council Highways has agreed to a Temporary Traffic Regulation Order at the above location.

The Temporary Traffic Regulation Order will be implemented for public safety for Leicestershire County Council and their contractors to undertake various highways maintenance works.

A road closure is required on The Leys, Countesthorpe between the junction of Cosby Road and No.13. on the 1st June 2026 for 2 days.

During the closure, alternative routes available to all traffic can be viewed via the One Network website.

We have received notification from Leicestershire County Council of an Emergency Temporary Traffic Regulation Order as follows:-

Heather Way, Countesthorpe

Leicestershire County Council Highways has agreed to a Temporary Traffic Regulation Order at the above location.

An emergency road closure is required on Heather Way, Countesthorpe on the 18th May for up to 21 days. The works are expected to be completed within 3 days.

The Temporary Traffic Regulation Order will be implemented for public safety for Severn Trent Water and their contractors to facilitate the repair of a burst water main.

The proposed alternative diversion route will be signed on site. Access to properties will be maintained, however a short delay in gaining access may occur whilst the area is made safe.

The Parish Council has received notification from Leicestershire County Council of the intended works for the installation of the Leicester Road access to the Miller development as follows:-

A Temporary Traffic Regulation Order (TTRO) is to be made for the following location: Leicester Road, Countesthorpe (see weblink https://one.network/?tm=GB149748855 )
The purpose of the TTRO is to allow Alliance Groundworks & Civils on behalf of Miller Homes and their appointed contractors to undertake various highway works associated with their S278 agreement.
The TTRO will incorporate a temporary road closure/20mph speed reduction.
The works will be undertaken in phases:
• 2 way traffic signals and 20mph speed reduction from 13th July for 7 weeks
• Road closure 31st July for 1 night between 8pm and 6am (resurfacing).
• Road closure 31st August for 5 nights between 8pm and 6am (resurfacing).
The duration of the restriction is not anticipated to exceed a period of 8 weeks commencing on the 13th July 2026.
A Press Release will be issued to confirm these details approximately two weeks prior to the works commencing.

Countesthorpe Parish Council has severe concerns that a decision was made on the planning application 26/0150/NMAT to change the wording of conditions 20 and 21, prior to the consultation closing date.
