***Llanrhaeadr YM Surgery Public Meeting & Action Plan***

Llansilin Community Council is sharing an update following the public meeting held on Thursday 10th September regarding the proposed closure of Llanrhaeadr YM Surgery.

With over 150 residents in attendance alongside local MPs, Senedd Members, and County Councillors, the meeting sent an unmistakable message: there is overwhelming community support to keep the surgery open. The core outcome of the discussions was clear—the proposed closure follows the withdrawal of supplementary funding, and urgent financial support is essential to safeguard this vital rural healthcare service.

Key Next Steps & Council Action:
Following the meeting, feedback is being gathered ahead of the consultation deadline, after which Powys Teaching Health Board (PTHB) will review responses before presenting a final recommendation to their board.

What Llansilin Community Council is doing:
Llansilin Community Council is actively stepping forward to support our community and neighbouring areas. The Council will be writing formally to both Powys Teaching Health Board and the Welsh Government to call for:

**Urgent additional funding to secure the immediate future and continued operation of Llanrhaeadr YM Surgery.

**An urgent revision of NHS funding formulas, which currently disadvantage rural GP practices across Wales and fail to reflect the true cost of delivering local rural healthcare.

🐾 A Friendly but Firm Reminder to Our Llansilin Dog Walking Community 🐾

We are incredibly lucky to live in such a beautiful part of the world. With spectacular Welsh hills, rolling green fields, and a wonderful network of paths right on our doorstep, Llansilin is a paradise for dog owners and walkers alike.

Most of our local dog owners are fantastic, but we’ve recently seen an increase in concerns from local residents and our hard-working farming community. To keep our village safe, clean, and harmonious for everyone—humans, dogs, and livestock—we want to share a few important reminders:

💩 1. Keep Llansilin Clean: Bag it and Bin it!
It’s simple: if your dog poos, please pick it up and take it home or use a public waste bin.

The Risk to Livestock: Apart from being unpleasant, dog poo carries harmful parasites like Neospora. If pregnant cattle ingest grass contaminated by dog faeces, it can cause them to tragically abort their calves.

The Risk to People: It also poses serious health risks to humans, particularly young children.

Please note: Bagging it and leaving the plastic bag on a hedge, gate, or tree is littering and a criminal offence. If you bag it, please carry it with you!

🦮 2. Public Rights of Way (PROWs) & Private Land
We love exploring, but we must remember that Public Rights of Way (footpaths and bridleways) often cross private, working land.

Stay on the Path: When walking on a PROW, you and your dog only have the right to pass along the designated path. Allowing your dog to roam freely across fields off the path is trespassing and can disturb wildlife or ground-nesting birds.

Keep Them Close: Dogs must be kept under close, effective control. If you are walking near livestock, or during the spring/summer nesting season (1st March to 31st July), they must be kept on a short lead.

🚜 3. The Law: Protecting Our Livestock
This is the hardest part to write, but it is a vital legal reality. Our local farmers work incredibly hard to care for their animals. A loose dog—even the friendliest, most gentle family pet—can cause devastating injuries, stress-induced abortions, or death just by chasing sheep or cattle.

The Legal Reality: Under the Dogs (Protection of Livestock) Act 1953, it is a criminal offence to allow a dog to worry livestock on agricultural land.

The Ultimate Consequence: Under Section 9 of the Animals Act 1971, landowners and farmers have the legal right to shoot and destroy a dog if it is actively worrying or attacking their livestock, and there is no other reasonable way to stop it.

No farmer ever wants to make that decision, and no owner ever wants to experience the tragedy of losing their dog. The simplest way to prevent this is to keep your dog on a lead around farm animals.

💚 Let’s look out for one another.
By taking these small, respectful steps, we can protect our stunning Welsh countryside, support our local agricultural community, and keep Llansilin a safe, welcoming place for all of us (and our four-legged friends!).

Thank you for your cooperation, understanding, and support! 🙏

AN IMPORTANT NOTICE FROM LLANSILIN COMMUNITY COUNCIL

Urgent: Save Our Local Healthcare – Sign the Petition to Keep Llanrhaeadr Surgery Open

Llansilin Community Council is writing to all residents to urge immediate action regarding the proposed closure of the medical surgery in Llanrhaeadr-ym-Mochnant.

The loss of this vital service would be a devastating blow to our community. For many of us in Llansilin and the surrounding areas, the Llanrhaeadr surgery is a lifeline, providing essential healthcare without the need for long, difficult journeys to alternative sites. The closure would not only increase travel times and costs for patients—particularly the elderly and those without private transport—but would also place additional pressure on other overstretched medical facilities in the region.

A formal petition has been launched on the Senedd (Welsh Parliament) website to urge the Welsh Government and the Health Board to intervene and ensure that primary care services remain accessible within our rural valley.

Every signature is vital. To reach the threshold for a debate in the Senedd, we need a strong show of public opposition to these closure plans.

How to support this campaign:

Sign Online: Go to https://petitions.senedd.wales/petitions/246824

Verify Your Vote: After signing, you will receive an automated email from the Senedd. You must click the link in that email for your signature to be officially recorded.

Spread the Word: Please share this link with friends, family, and neighbors across the Tanat Valley.

Our community deserves local, accessible healthcare. Please add your voice today to help protect the future of the Llanrhaeadr surgery.

Since the loss of MPIG (Minimum Practice Income Guarantee) in 2015, Llanrhaeadr surgery has been supported with extra funding. The necessity of providing medical services and dispensing from a branch in this large, unique and remote area of North Powys was the reason this additional funding was give...

***UPDATE*** The works at St Silin's Churchyard will be postponed until further notice, pending ecological surveys at the site. A revised programme will be shared in due course.

If you have any comments or questions, please contact the Clerk at [email protected] or on 07950 971529.

Many thanks for your patience / diolch yn fawr iawn.***

**Public Notice: St Silin’s Churchyard Renovation
Tree Management Works: 23–27 February 2026**

Llansilin Community Council wishes to advise residents of upcoming essential maintenance within the council-owned portion of the Churchyard.

The Project

The works involve the removal of several large, non-native conifers (including California Redwood, Western Red Cedar, and Giant Sequoia) planted in the 1970s and 80s. While impressive, these species can exceed heights of 100m, making them unmanageable for a village churchyard setting.

Why is this necessary?

*Protection of Heritage: To prevent future structural damage to the Church fabric and the neighbouring Wynnstay Inn.

*Renovation & Light: To create space and light for a wider programme of vegetation clearance and graveyard restoration.

*Conservation: These works target only softwoods. All hardwoods and the ancient Yew trees are strictly excluded.

Permissions & Safety
The Council has secured all necessary consents, including:

*Powys County Council: Permission for works within a Conservation Area.

*Diocese of St Asaph: Written consent from the Archdeacon of Montgomeryshire.

The project will be managed by G Faire and Co. of Pontfadog, operating under a certified Method of Working with full public liability insurance.

Community Benefit
Timber will be left on-site in manageable lengths. Members of the community will be welcome to collect this for personal use once the contractors have marked the area as safe.

For further information, please contact the Clerk:

Diolch yn fawr iawn.

11/01/2026

LLansilin Community Council invites the community to comment on its draft Vision and Purpose Statement, so that it can set priorities for expenditure in the next financial year (2026/27).

"Vision Statement:

Our vision is for Llansilin to be a thriving, sustainable, and inclusive rural community where residents of all ages feel pride, safety, and belonging. We aim to foster a future that preserves our unique Welsh heritage and environment while embracing opportunities for economic vitality and social well-being.

Mission Statement:

The mission of Llansilin Community Council is to serve and represent the residents of the parish by:

* Acting as a voice for the community's needs and aspirations to local and national authorities.
* Managing public finances responsibly and efficiently to deliver high-quality, essential local services.
* Enhancing the local environment and infrastructure, including public spaces, footpaths, and amenities.
* Promoting local culture, language (Welsh), and heritage through support for community groups and initiatives.
* Encouraging active community involvement and transparent decision-making to improve the quality of life for all."

The Council aims to finalise this at its full meeting on 10 March 2026, so would gratefully receive any comments before then.

Diolch yn fawr iawn a blwyddyn newydd dda!

**IMPORTANT!! Please be aware that the safety restraints on Peniarth Bridge have fallen into the river, and that the crossing is now in an extremely hazardous condition 🚗🚑🚧.

We recommend that alternative routes into and out of the village are used until Powys County Council highways can respond.**
