تعزيز التعاون الأفريقي في مجال السياسات والإدارة الضريبية
Advancing African Cooperation on Tax Policy and Administration
استقبل السفير أحمد شريف، سفير مصر لدى جنوب أفريقيا، السيد رامي يوسف، مساعد وزير المالية للسياسات والتطوير الضريبي والمشرف على مصلحة الضرائب العقارية، وذلك خلال زيارته إلى بريتوريا للمشاركة في فعالية نظمها المنتدى الأفريقي للإدارات الضريبية (ATAF)، بالتعاون مع المعهد الأفريقي للضرائب بجامعة بريتوريا.
وفي إطار الزيارة، ألقى السيد رامي يوسف محاضرة بجامعة بريتوريا تناولت أحدث التطورات في النظام الضريبي الدولي، وذلك بصفته رئيس اللجنة الحكومية الدولية المعنية بصياغة اتفاقية الأمم المتحدة الإطارية بشأن التعاون الضريبي الدولي.
وشهدت الفعالية مشاركة السيدة ماري باين، المديرة التنفيذية للمنتدى الأفريقي للإدارات الضريبية، والسيد روميو إيلا، مسؤول العلاقات الحكومية متعددة الأطراف بالمنتدى، والسيدة ريم أبو زيد، خبيرة الضرائب بالمنتدى، إلى جانب عدد من المسؤولين والخبراء والمتخصصين في مجال السياسات والإدارة الضريبية.
وتأتي الزيارة في ظل الزخم المتنامي الذي يشهده التعاون بين وزارة المالية المصرية والمنتدى الأفريقي للإدارات الضريبية. وقد تُوّج هذا التعاون بتوقيع اتفاقية في مايو 2026، بالشراكة مع المعهد الأفريقي للضرائب بجامعة بريتوريا، لاستضافة مقر «الأكاديمية الأفريقية للضرائب»، التي تهدف إلى تدريب وتأهيل الكوادر الضريبية، وتعزيز القدرات المؤسسية، وسد الفجوات المهارية داخل الإدارات الضريبية في الدول الأفريقية.

Ambassador Ahmad Sharief, Egypt’s Ambassador to South Africa, received Mr Rami Youssef, Assistant Minister of Finance for Tax Policy and Tax Administration Development and Supervisor of the Egyptian Real Estate Tax Authority, during his visit to Pretoria to participate in an event organised by the African Tax Administration Forum (ATAF) in partnership with the African Tax Institute at the University of Pretoria.
During the visit, Mr Youssef delivered a lecture at the University of Pretoria on the latest developments in the international tax system. He spoke in his capacity as Chair of the Intergovernmental Negotiating Committee tasked with drafting the United Nations Framework Convention on International Tax Cooperation.
The event brought together Ms Mary Baine, Executive Secretary of ATAF; Mr Romeo Ella, ATAF’s Multilateral Government Relations Officer; and Ms Reem Abouzeid, Tax Expert at ATAF, alongside a number of government officials, tax professionals and policy experts.
The visit reflects the growing momentum in cooperation between Egypt’s Ministry of Finance and ATAF. This partnership reached an important milestone in May 2026 with the signing of an agreement, in collaboration with the African Tax Institute at the University of Pretoria, to host the African Tax Academy. The Academy will train and develop tax professionals, strengthen institutional capacity and help close critical skills gaps across tax administrations in African countries.
