📢 Malpas Parish Council – September 2026 Meeting Highlights
Here’s a summary of some of the key matters discussed and decisions made at the latest Parish Council meeting:

🌳 Neighbourhood Plan
The draft Neighbourhood Plan has progressed and is now moving towards a 6-week public consultation, involving residents and statutory consultees. Following consultation and any necessary amendments, the aim is for the Plan to proceed to referendum in 2027. The Council also agreed to review the Plan to identify potential preferred development sites.

📹 CCTV improvements
The Council agreed to extend CCTV coverage in the village, including Church Street and the top of High Street, subject to the necessary permissions. CCTV will also be installed at Malpas Recreation Ground, again subject to permissions and power being available. The works will be funded from Community Infrastructure Levy monies.

🌼 Winter planting
The Council approved new winter floral displays, including 7 planters and 24 self-watering hanging baskets around the parish.

💧 The Mossland
Drainage improvements are planned at the allotment site, including replacing existing drainage pipes. The Council approved expenditure for materials and digger hire, funded from the Mossland account. Hedge maintenance will also be undertaken.

🌺 Remembrance Sunday
Arrangements are progressing for the Remembrance Sunday parade, including a road closure, additional lamppost poppies and a Parish Council donation.

🎄 Christmas event
Planning is underway for the village Christmas event. This includes road closure arrangements, lighting, medical cover, insurance, event planning and licensing. The Council approved the cost of the road closure, with an application being made for funding support from the Members’ Budget.

🚗 Highways & road safety
The Council continues to follow up the VAS on Old Hall Street, Speedwatch and other highway matters with Cheshire West and Chester Council. The extension of the 30mph speed limit on Chester Road past Bishop Heber High School has now been implemented.

🏘️ Planning
The Parish Council considered a number of local planning applications and submitted observations to Cheshire West and Chester Council, with particular attention to heritage, conservation and the impact of proposed developments.

👮 Policing
Residents are reminded to report incidents of crime and anti-social behaviour to the police by calling 101, helping to ensure that local issues are recorded and monitored.

📅 Next meeting
The Parish Council's meetings are open to residents, and dates for the 2027 meetings have now been agreed. Details will be published on the Parish Council website and noticeboards.

NOTICE IS HEREBY GIVEN, PURSUANT TO SECTION 87(2) OF THE LOCAL GOVERNMENT ACT 1972, THAT A VACANCY HAS BEEN DECLARED ON THE ABOVE PARISH COUNCIL FOR A MEMBER TO REPRESENT MALPAS PARISH.

🌳 Street Orderly Update — Tilston Road

Great to see our new Malpas street orderly hard at work! Last Tuesday and Wednesday, a much-needed trim of the overgrown bushes was carried out along Tilston Road, from St Joseph's to Hughes Lane.

You asked, we listened — thank you to everyone who raised this with us. It's a small change, but it makes a real difference to residents walking this stretch.

Keep the feedback coming — it helps us keep Malpas looking its best.

Malpas Parish Council – July Meeting Update 🌿

The Parish Council met on Thursday 30 July 2026 at Victoria Jubilee Hall. Here are some of the main updates and decisions from the meeting:

🏡 Parish Council vacancies
We welcomed Louise Curry onto the Parish Council following her co-option. Karen Meredith and Rachel Williams were also agreed for co-option and will formally join once they have signed their Acceptance of Office.

📣 Communications
The Council has adopted a new Communications Register and Strategy and appointed Cllr Oliver Adam as Communications Lead.

🌸 Floral displays
The new hanging basket brackets have been installed and the baskets are now in place. Quotes will also be obtained for the winter hanging baskets and planters.

🏗️ Clayhole Croft
Work is expected to commence next month.

📷 CCTV
Discussions have taken place regarding possible CCTV locations on Church Street and at the junction of Chester Road and High Street. Enquiries will be made with local businesses regarding potential locations for equipment.

📖 Malpas QR History Tour
Work is progressing on the proposed QR History Tour, with letters being circulated to properties to establish interest in taking part.

🏘️ Neighbourhood Plan
The Council agreed to allocate a further £5,000 towards the review of the Malpas Neighbourhood Plan, enabling the project to progress towards consultation. The review is intended to help keep the Plan up to date and strengthen the Parish Council's position when responding to future large-scale planning applications.

🚗 Highways
The Council continues to chase CWaC regarding the installation of the VAS on Old Hall Street and will follow up on extending the 30mph speed limit on Chester Road past Bishop Heber High School.

🎉 Summer Event
Planning for the Summer Event on Sunday 30th August is progressing. A risk assessment has been completed, the Temporary Event Notice has been submitted and the local policing team has been notified. Security, inflatables and other event arrangements are being organised.

🧹 Street Orderly
The initial focus for the Street Orderly will be Tilston Road, including sweeping pavements and loosening accumulated debris to help CWaC's road sweeper remove it more effectively.

🏘️ Planning
The Council considered two planning applications and agreed to support both applications:
• 26/01673/FUL – The Firs, Tilston Road, Malpas
• 26/01782/FUL – White Farm, Whitewood Lane, Overton, Malpas

The Council will continue to provide updates on matters affecting Malpas as work progresses.

📅 The next Parish Council meeting will be advertised on the Council's usual noticeboards and website.
