Malpas Parish Council Meeting β€” 30th April 2026

Here are the key highlights from the April meeting β€” a busy one!

The Mossland Car Park β€” done and dusted! The new car park is finished and ready to use. Great news for allotment holders.

Speedwatch β€” our volunteers have been out with the speed gun keeping an eye on traffic. Thank you to everyone involved β€” it makes a real difference.

Hanging Baskets & Planters β€” summer is coming! Businesses will be hearing from us shortly about hanging baskets, and the village planters are already looking fresh and colourful.

CCTV β€” plans are in motion to extend CCTV coverage across the village, keeping Malpas safer.

War Memorial β€” the council has backed a planning application to add six commemorative plaques and carry out some much-needed restoration work. Space will be protected for names from future conflicts too.

New Housing off Chester Road β€” the council has submitted an expert planning consultant's report to CWaC in response to the outline application for up to 93 dwellings. Every large application will be scrutinised carefully β€” your council is paying attention.

Neighbourhood Plan β€” submitted to Cheshire West & Chester for screening. Public consultation is on the horizon β€” your chance to have your say!

Grants β€” seven local groups have applied for funding this year. Decisions to follow.

Keeping You Informed β€” your council is committed to being more visible and proactive in the community. A clear communications strategy is in the works, so residents always know where to find accurate, up-to-date information from their Parish Council.

New Website β€” we're now officially on .gov.uk β€” a trusted home for everything Parish Council. The old site will redirect you automatically.

Finances β€” the 2025–26 accounts are complete and with the auditors. All in good shape.

NOTICE IS HEREBY GIVEN, PURSUANT TO SECTION 87(2) OF THE LOCAL GOVERNMENT ACT 1972, THAT A VACANCY HAS BEEN DECLARED ON THE ABOVE PARISH COUNCIL FOR A MEMBER TO REPRESENT MALPAS PARISH.

ANY TEN ELECTORS IN THE AREA MAY CALL AN ELECTION BY WRITING TO: THE RETURNING OFFICER, CHESHIRE WEST AND CHESTER COUNCIL, THE PORTAL, WELLINGTON ROAD, ELLESMERE PORT, CH65 0BA; REQUESTING THAT AN ELECTION BE HELD TO FILL THE SAID VACANCY, SUCH REQUEST TO BE MADE WITHIN FOURTEEN DAYS (NOT COUNTING SATURDAYS, SUNDAYS AND BANK HOLIDAYS) FROM THE DATE OF THIS NOTICE.

Planning and development in Malpas β€” where we stand

As residents, we love Malpas and want to see it thrive while keeping the character that makes it so special. The village has seen a lot of growth in recent years and there is simply no appetite or need for further large-scale housing development here.

It is important to be open about how the planning process actually works. Decisions are made by Cheshire West and Chester Council β€” not by us. As a statutory consultee, the Parish Council is formally notified of every application in the parish and can respond, but our comments carry no more weight than those of any individual resident. Ultimately, we cannot grant or refuse permission.

That means we have to be realistic β€” development may be forced upon us regardless of any objections. So, there is a small but important window during the consultation period to push for conditions to be attached to any planning permission granted β€” things like design standards, green space, and the right infrastructure. Once planning permission is granted, that window closes and there is very little anyone can do. Making our voices heard at the right time matters enormously.

To give ourselves the best possible chance, a planning consultant has been appointed to support us on the current application β€” the same firm that helped develop the Malpas Neighbourhood Plan, currently under review with CWaC.

This is very much a community effort. Every resident who takes the time to comment on a local planning application makes a real difference β€” your views carry just as much weight as ours. You can have your say through the Cheshire West planning portal at cheshirewestandchester.gov.uk/planning.

All our meetings are open to everyone β€” come along and get involved.
