Illegal Use of Electric Scooters🛴🛴

We'd like to remind residents that privately owned electric scooters are not legal to use on public roads, pavements, cycle lanes, or in public spaces. They may only be used on private land with the landowner's permission.

If you are using a Voi rental e-scooter, please ensure you follow all terms and conditions of the hire agreement, including:

Only riding within the authorised operating area
Meeting the minimum age and licence requirements
Not carrying passengers
Riding responsibly and in accordance with the rules of the scheme

Under the Road Traffic Act 1988, e-scooters are classed as motor vehicles. This means legal requirements such as insurance, licensing and vehicle standards apply. As privately owned e-scooters cannot currently be insured for use on public roads, they cannot legally be ridden in public.

As part of Northamptonshire Police's Operation Storm Echo, officers are carrying out proactive patrols and enforcement activity to tackle the illegal and anti-social use of e-scooters and off-road bikes across our communities. The operation focuses on improving public safety, reducing nuisance behaviour, and preventing serious injury.
If you are stopped whilst riding an e-scooter illegally, potential consequences may include:

Seizure of the e-scooter
Fixed penalty notices
Penalty points added to your driving licence (or future licence entitlement)
Prosecution for offences such as driving without insurance
Increased insurance costs in future

We are also asking for the community's support. If you have information about where illegal e-scooters or off-road bikes are being stored, kept, or regularly used, please report this to Northamptonshire Police. Information from residents helps us identify repeat issues and act where appropriate.

Reports can be made via 101, online through the Northamptonshire Police website, or anonymously through Crimestoppers on 0800 555 111.

Dear Resident,

May has been another busy month for the team, with a real focus on tackling repeat offenders, engaging with young people, and being visible in the community. Here's a look at what we've been up to:

Shoplifting Offender Sentenced
A prolific shoplifter operating in the area was tracked down by PCSOs in a foot chase and has now received a 52-week prison sentence. This is a really positive result for our local businesses, who have been impacted by repeated offending. Removing persistent offenders helps reduce crime and provides reassurance to shop owners and staff.

Knife Crime Awareness in Schools
We delivered a knife crime awareness session at a local school, speaking with young people about:

The risks and consequences of carrying knives
The impact knife crime has on individuals, families, and communities
Making safe, positive choices
These conversations are incredibly important in helping young people understand the reality behind knife crime and how to stay safe.

Beat Bus on Newnham Road
We took the Beat Bus to Newnham Road, giving residents the chance to:

Speak to officers face-to-face
Raise any concerns
Receive advice and reassurance
Thank you to everyone who came along for a chat. It's always great to hear directly from the community and understand what matters most to you.


Vehicle Seizure & Patrols
We removed an abandoned vehicle from Yelvertoft Road as part of our ongoing work to keep the roads safe and lawful.

Alongside this, we carried out high-visibility patrols and continued engaging with residents.

Tackling Anti-Social Behaviour – Brampton Valley
We've also been addressing reports of anti-social behaviour involving e-bikes and scooters in the Brampton Valley area.

Our work has included:

Increased patrols
Speaking with individuals involved
Offering advice and taking enforcement action where necessary
We'll continue to monitor this and respond to any further concerns as part of Operation StormEcho.

Staying Connected
As always, we'll continue to be out on patrol, working with schools, supporting local businesses, and listening to your concerns.

❗❗Important update regarding the ongoing issue on Norton Road in Kingsthorpe❗❗

Following recent investigations, it has been confirmed that the defect in the carriageway is increasing in size. This is likely being exacerbated by passing traffic, and as a result, the current traffic management arrangements are no longer considered sufficient to ensure public safety or protect the highway.

On this basis, Kier has taken the decision to arrange for the affected section of Norton Road to be fully closed until works can be completed and the road made safe.

After several weeks of enquiries, Anglian Water has confirmed that the issue is not related to their infrastructure. Responsibility for the repair therefore lies with West Northamptonshire Council and Kier.

Further investigation has identified a leaking pipe beneath the carriageway, which is causing a washout of the subsoil and contributing to the road defect. At present, the full extent of the damage and the size of the repair required are still being assessed, so it is not yet possible to confirm a timeframe for completion.

WNC will continue to monitor the situation closely and provide further updates as soon as more information becomes available.

Getting Things Done!👏🏻💪🏻

Our Chair, Cllr Mike O’Connor, together with fellow Parish Councillors, is regularly out and about across Kingsthorpe identifying and reporting issues on behalf of residents. It is always encouraging to see positive action and visible improvements being delivered.

Following a request from a local resident via our social media, Cllr O’Connor successfully requested the installation of a new litter bin at the Welford Road / North Western Avenue bus stop shelter, which has now been installed. Additional bins, including one near the play area on the Recreation Ground, have also been requested.

We continue to report, monitor and follow up on pothole repairs throughout Kingsthorpe. Repairs are ongoing, with work currently taking place outside the entrance to the Snooker Hall on the High Street.

We are also pleased to see that, following our engagement with West Northamptonshire Council, the wall at the entrance to Thornton Park, opposite The C**k Hotel, has now been repaired.
In addition, the maintenance and refurbishment of bus shelters across Kingsthorpe, including cleaning and the replacement of damaged or cloudy Perspex panels, including the bus shelter near The Cooking Cube on Harborough Road. We have requested details of the schedule for other shelters due to be upgraded.

At Kingsthorpe Parish Council, we remain committed to following up on every issue raised to ensure that West Northamptonshire Council and its contractors deliver the improvements our community deserves.

Our “Clean Up Kingsthorpe” campaign is continuing to make excellent progress thanks to the dedication of our Parish Councillors, alongside the valued support of Northants Wombles, West Northamptonshire Councillors and the Street Warden.
