Traffic Regulation Orders 202X
The Norfolk County Council propose to make the following Order under the Road Traffic Regulation Act 1984.
The Norfolk County Council (Sprowston, Atlantic Avenue) (Prohibition of Waiting) Order 202X
The effect of this Order will be to introduce a prohibition of waiting restriction at any time along the following length of road:
Road Description
5P251 Atlantic Avenue
(Both Sides)
From a point 20 metres north-east of the centreline of the junction with the A1151 Wroxham Road roundabout, north-eastwards to its junction with the 5P268 Overstrand Way roundabout, a distance of 1,132 metres.
From the centre point of its junction with the 5P268 Overstrand Way roundabout, north-eastwards to the centre point of its junction with C283 Salhouse Road, a distance of 650 metres.

The effect of this Order will be to prohibit any motor vehicle from exceeding 40mph along the following length of road:

From a point 20 metres north-east of the centre point of its junction with the A1151 Wroxham Road roundabout, north-eastwards to its junction with C283 Salhouse Road, a distance of 1,782 metres.
The introduction of a 40mph restriction will be an increase from the current 30mph restriction.

(40mph Speed Limit, Prohibition of Waiting) Order 2026
Statement of Reasons for Making the Order(s)
Norfolk County Council, as Traffic Authority, proposes to implement a 40mph speed limit and introduce waiting restrictions (double yellow lines) on Atlantic Avenue (U5P251), Sprowston, from its junction with Wroxham Road south-eastwards for approximately 1,782 metres to its junction with Salhouse Road (C283).
The proposed Order would establish a 40mph speed limit on this length of road and ensure that the legal speed limit corresponds with that currently indicated to road users by traffic signs. A 40mph speed limit is considered appropriate having regard to the character and function of the road, including its layout, surrounding land use and pedestrian environment. The route is served by a wide footway separated from the carriageway by a grass verge throughout its length, providing a degree of separation between pedestrians and passing traffic. Whilst residential properties are present alongside parts of the route, they are set back from the carriageway and separated from it by the footway and grass verge. These characteristics reduce the potential for conflict between pedestrians and vehicles and support the suitability of a 40mph speed limit at this location.
Whilst the effect of the Order would be to establish a legal 40mph speed limit on a road that would otherwise be subject to a restricted road speed limit by virtue of its system of street lighting, the route has operated as a signed 40mph road for many years. Having regard to the character and function of the route, the Council does not consider that the proposed speed limit would give rise to adverse impacts that outweigh the benefits of establishing an appropriate and consistent legal speed limit.
The proposed waiting restrictions are intended to prevent on-street parking that may obstruct visibility, impede the free flow of traffic and contribute to road safety concerns. The restrictions would help maintain clear sightlines for road users and support the safe and efficient operation of the highway network.
