Consultation launched on Article 4 Direction for Caterham and Whyteleafe

Tandridge District Council has launched a public consultation on the immediate Article 4 Direction which has come into effect covering Caterham Valley, Caterham on the Hill and Whyteleafe. The consultation runs until Monday 16 March 2026.

The Direction requires landlords to obtain planning permission before creating new Houses in Multiple Occupation (HMOs) in the specified areas. The consultation will help inform whether the Direction should be confirmed so it remains in place.

Residents, businesses and stakeholders are encouraged to take part in the consultation by visiting www.tandridge.gov.uk/consult, where supporting documents and links to an online survey are available. Printed copies can also be viewed at the Council Offices.

All responses must be received by 11.59pm on Monday 16 March 2026.

Following the decision to now cancel any catch up of last weeks missed waste collection, to say we are angry is an understatement. This is the heaviest time of the year for waste, so it is our view that it is totally unacceptable to cancel a collection.

We are led to believe that the decision was made based on not wanting other parts of the District to fall behind as a result of catching up in Caterham.

We have offered suggestions which we believe would be more acceptable - suspending garden waste collections to free up another vehicle. Cancelling the food waste collections for a week to free up an extra crew.

We have put these suggestions to the Chief Executive, Deputy Chief Executive and the Councillors who are chair and vice chair of the Community Services Committee who oversee waste collection this afternoon. We look forward to a reply.

Waste collection update

Due to snow and icy conditions, some recycling collections were missed.

We have decided, we will not be collecting recycling from roads we have not been able to access due to the wintry conditions. From tomorrow, we will collect rubbish and food waste as long as we can access roads safely and we are still following the festive collection schedule at https://www.tandridge.gov.uk/Recycling-and-rubbish/Recycling-and-rubbish-information-over-the-festive-period

To help manage the extra recycling next week, Biffa will have extra crews and vehicles. Please put any extra recycling out on your next recycling day (week starting 12 January).

Extra recycling should be placed next to your bin in clear sacks, carrier bags or boxes – not black bags.

We know this is frustrating, especially after the festive period and we apologise for the inconvenience.

Apply for the Tandridge Winter Support Scheme

From 10am on Monday 5 January 2026, residents with low incomes can apply online for a small grant from the Tandridge Winter Support Scheme.

The £150,000 grant is funded entirely from Tandridge District Council’s own resources to support residents who live in the Tandridge district with the cost of living. Only people living in the district are eligible to apply.

Residents can apply online at www.tandridge.gov.uk/supportfund or call 01883 722000. Applications will be processed on a first come, first served basis and the scheme will close once all funds have been allocated.

Grants are available to households even if they have received other grants this winter, for example from the government’s Household Support Fund.

Successful applicants to the Tandridge Winter Support Scheme will receive a one-off payment either at the end of January 2026 or at the end of February 2026. Successful applicants will receive an e-mail letting them know when they will receive payment.
• Eligible households without children will receive £125.
• Eligible households with children aged 18 or under will receive £225.

To apply, residents aged 16 or over must upload three full bank statements (from September to November 2025) showing all transactions. If any information is missing or covered up, the application will be rejected. Those applying by phone will need to bring their documents to the Council Offices in Oxted.

Thank you to everyone who has responded to our second consultation on the future of parish councils in Caterham.

This is a reminder for those who have not yet taken part that the consultation closes on Sunday 7 December 2025.

We are contacting you as you responded to our first consultation on the future of parish councils in Caterham and indicated you would be happy to receive information about future consultations.

In August 2025, we held the first consultation to gather views on a draft proposal to merge Caterham on the Hill Parish Council and Caterham Valley Parish Council into a single parish council covering all of Caterham.

On 2 September 2025, the Review Panel considered the feedback received, and the draft recommendations were subsequently published and presented to the Strategy & Resources Committee on 25 September 2025. Following the committee’s approval, we have now begun a second consultation on these draft recommendations.

The consultation will run until 7 December 2025, and you can take part in the following ways:
• completing our online survey at: Should Caterham's parish councils move into one?
• replying to this email to request a paper copy of the survey, which we can post to you.

Paper survey forms have also been made available at Caterham Libraries. The Parish Councils may also be promoting the consultation, so you may wish to speak with Parish Councillors for further details.

Shape the future of parish councils in Caterham

We are asking for your views on a proposal to merge Caterham on the Hill and Caterham Valley parish councils into one parish council covering all of Caterham.

Both parish councils run local events and services, like fun days, Christmas lights and park activities. This second consultation is part of a review to make sure local councils reflect the identity and needs of the community.

In August 2025, we held our first consultation. The results were reviewed at committee. This second consultation is on the draft recommendations from that committee meeting.

The draft recommendations we are consulting on include:
• Merging Caterham on the Hill and Caterham Valley into a new Caterham parish council.
• Keeping the total number of parish councillors at 15 (the current total across both parish councils).
• Dividing the new parish council into five wards, using the current boundaries.
• Keeping the existing ward names: Harestone, Portley, Queens Park, Valley and Westway.
• Keeping the number of councillors in each ward the same as it is now: Westway - four councillors, Harestone, Queens Park, Valley each have three councillors, Portley - two councillors.
• Holding the first election for a new parish council in May 2026, with future elections in line with neighbouring parish councils.

The consultation runs from Monday 10 November to Sunday 7 December 2025.
